HomeMy WebLinkAboutCivilService 2018-01-08 MinutesCity of Tukwila Allan Ekberg, Mayor Mayor's Office - David Cline, City Administrator January 8, 2018 The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service Commission: Stephen Wheeler, and Ron Johnston. Others in attendance were Police Chief Bruce Linton, Deputy Police Chief Rick Mitchell, Fire Chief Jay Wittwer, Stephanie Brown, HR Director on behalf of the Civil Service Examiner. CALL TO ORDER APPROVAL OF MINUTES GENERAL BUSINESS Chair & Vice Chair Election 2018 Meeting Calendar FIRE DEPARTMENT BUSINESS Staffing Update Commissioner Steve Wheeler called the meeting to order at 5:00 pm. The November 6, 2017, minutes were approved. No corrections were noted. Due to the established practice of rotating the position of Chair and Vice Chair, Steve Wheeler will become the Chair and Ron Johnston will become the Vice -Chair. The meeting calendar for 2018 was reviewed. Vice -Chair Johnston noted for the record to discuss the schedule for the July meeting at the June meeting. Chief Wittwer provided the Commission a staffing update with a copy of an employee roster. He shared that due to the longevity in the Fire Department there will be several retirements in 2018. They had one Firefighter retire on December 31, 2017, with twenty-four years of service. He anticipates possibly six to retire this year which is the most that have exited in the past decade. Chief Witter stated current staffing includes five pipeline positions they acquired in 2016, and no vacancies in 2017, except for the retirement of Captain Johnson in January. He added that in planning for the potential retirements, there are limited academies being offered by the Training Consortium. He reported there is an academy scheduled for September of 2018, however no other offerings are planned. Options under consideration are to hold another academy in the region or hire lateral Firefighters. Chair Wheeler asked what is the likelihood to offer other academies? Chief Wittwer answered that capacity and running a concurrent academy is being discussed. The length of the academy is about four months. Tukwila City Hall • 6200 Southcenter Boulevard • Tukwila, WA 98188 • 206-433-1800 • Website: TukwilaWA.gov POLICE DEPARTMENT BUSINESS Staffing Update Creation of a Lateral PSO Officer Eligibility List ADJOURNMENT 5:30PM Chief Linton reported that 30% of the Police force are eligible for retirement. There has been one resignation received this year, a Detective. He reported that there is an Officer taking a leave of absence, three Officers are currently on light duty, and one Officer is on military leave. He reported that four Officers just graduated from the Academy, five Officers are going through FTO, and two Lateral Police Officers will be starting in the coming weeks. This leaves two vacancies and the challenge he foresees will be recruiting in 2018. He reported for non- commissioned personnel there is one employee on light duty, and a candidate in background for their Patrol Administrative position. Deputy Police Chief Mitchell reported there is one Police Support Officer position within the Police Department. A test was conducted recently to fill the vacancy which was a 3 -month process. Deputy Chief Mitchell stated that this position has always been hired at entry level, however the department is now interested in establishing a lateral process as they are not getting the amount and quality of candidates. A lateral position would take less amount of time to fill. The process would not be much different from a lateral Police Officer. Currently there is an MOU in place with the Police Guild to do this work temporarily, however, this creates a conflict for the future. MOTION BY JOHNSTON TO ALLOW FOR THE ESTABLISHMENT OF A LATERAL RECRUITMENT PROCESS FOR POLICE SUPPORT OFFICER, SECONDED BY WHEELER. MOTION PASSED UNANIMOUSLY.
