I. PROJECT INFORMATION FILE NUMBER: L06-083 REQUEST: Design Review approval for a remodel of an existing motel. ASSOCIATED PERMITS: Demolition permit Development Permit LOCATION: 14110 Tukwila International Boulevard COMPREHENSIVE PLAN/ ZONING DESIGNATION: Neighborhood Commercial Center (NCC) SEPA DETERMINATION: Project categorically exempt II. DECISION SEPA Determination: The City SEPA Responsible Official has previously determined that this application does not require a SEPA threshold determination because it is categorically exempt. Decision on Substantive Permit: The Community Development Director has determined that the application for a remodeled motel complies with applicable City and state code requirements and has approved that application based on the findings and conclusions contained in the staff report. III. YOUR APPEAL RIGHTS The Decision on this Permit Application is a Type 2 decision pursuant to Tukwila Municipal Code §18.104.010. Other land use applications related to this project may still be pending. One administrative appeal to the Board of Architectural Review (BAR) of the Decision on the Permit itself is permitted. A party who is not satisfied with the outcome of the administrative appeal process may file an appeal in King County Superior Court from the Board of Architectural Review decision. PROCEDURES AND TIME FOR APPEALING In order to appeal the Community Development Director's decision on the Permit Application, a written notice of appeal must be filed with the Department of Community Development within 14 days of the issuance of this Decision, that is by January 27, 2006. The requirements for such appeals are set forth in Tukwila Municipal Code 18.116. All appeal materials shall be submitted to the Department of Community Development. Appeal materials MUST include: 1. The name of the appealing party. 2. The address and phone number of the appealing party; and if the appealing party is a corporation, association or other group, the address and phone number of a contact person authorized to receive notices on the appealing party's behalf. 3. A statement identifying the decision being appealed and the alleged errors in the decision, including any specific challenge to an MDNS. 4. Payment of the $205 appeal fee. 5. The Notice of Appeal shall identify (a) the specific errors of fact or errors in application of the law in the decision being appealed; (b) the harm suffered or anticipated by the appellant, and (c) the relief sought. The scope of an appeal shall be limited to matters or issues raised in the Notice of Appeal. V. APPEAL HEARINGS PROCESS Any administrative appeal regarding the Permit shall be conducted as an open record hearing before the BAR based on the testimony and documentary evidence presented at the open record hearing. The BAR decision on the appeal is the City's final decision. Any party wishing to challenge the BAR decision on this application must file an appeal pursuant to the procedures and time limitations set forth in RCW 36.70C. If no appeal of the BAR decision is properly filed in Superior Court within such time limit, the Decision on this permit will be final. VI. INSPECTION OF INFORMATION ON THE APPLICATION Project materials including the application, any staff reports, and other studies related to the permits are available for inspection at the Tukwila Department of Community Development, 6300 Southcenter Blvd., Suite 100, Tukwila, Washington 98188 from Monday through Friday between 8:30 a.m. and 5:00 p.m. The project planner is Nora Gierloff, who may be contacted at 206-431-3670 for further information. Property owners affected by this decision may request a change in valuation for their property tax purposes. Contact the King County Assessor's Office for further information regarding property tax valuation changes. Three motel rooms and the laundry/mechanical building would be demolished. The laundry area would be rebuilt in some open spaces along the south wing of the existing building. The parking area in the center of the site would be restriped and landscaped and a pedestrian arcade would be added along the interior facades of the buildings. All of the windows would be replaced and the building would be painted. Surrounding Land Uses The site is bounded by Tukwila International Boulevard on the west side and S. 141st Street on the north. The property to the north is a trailer park. There is an apartment complex and auto sales lot to the south. To the east of the project site is a second motel building that is not part of this renovation. DESIGN REVIEW CRITERIA This project is subject to administrative design approval under Tukwila Municipal Code (TMC) Section 18.22.070. This project is subject to the design review criteria listed under Tukwila International Boulevard Design Manual. The manual is organized into four sections; covering Site Design, Building Design, Landscape Design and Signs. Within each section are a number of subject areas, covering such issues as pedestrian circulation, architectural relationships, planting design and sign placement. For each subject areas, there are one or more Design Criteria, which are general in nature. The Design Criteria explains requirements for development proposals. They are the decision criteria by which the City will decide whether to approve, condition or deny a project. The Design Guidelines, which augment each Design Criteria, provide guidance to the project applicant and to City Staff in determining whether the project meets the Design Criteria. Site Design Concept The proposed changes to the site design include opening up the site to the eastern part of the complex by demolishing two north/south building segments. The central parking area will be restriped, landscaped and lit to meet current code standards. B. Relationship to Street Front No parking is provided between the building and the sidewalk. The site has two driveway accesses along the Tukwila International Boulevard that will be maintained in their current locations. A porte cochere will be added in front of the office in the northwest corner of the site. A pedestrian connection will be added from the office to the street. C. Street Corners No changes are proposed to the corner of the existing building. D. Continuity of site with adjacent sites The existing building is inward looking and this is not proposed to change during this remodel. The continuity between the front and rear portions of the site would be increased by the remodel. Only the southern property line is adjacent to a neighboring property and the uses, an apartment complex and auto sales lot, would not benefit through increased continuity. The owner wants to discourage direct access from adjacent properties due to security issues. E. Shared Facilities The site provides the required parking on site and no driveways along the Tukwila International Boulevard frontage could be shared with the adjoining sites. F. Site Design for Safety An elevated pedestrian arcade will be provided along the interior faces of the buildings. A sidewalk will be extended from the north arcade out to the street. Siting and screening of service areas The garbage and recycling areas are located behind the building and are proposed to be screened by CMU enclosure that shall be painted to match the building. H. Natural Features and Sensitive Areas The existing trees that are in good health will be retained. There are no environmentally sensitive areas on site. I. Surface Stormwater detention facilities No change is proposed to the storm water system as part of this remodel. J. Pedestrian circulation An elevated pedestrian arcade will be provided along the interior faces of the buildings. A sidewalk will be extended from the north arcade out to the street. K. Pedestrian Amenities Per Design Manual requirement on pg. 64 transparent window areas will be provided along half of the length of the street facade. Pedestrian weather protection will be provided by the new arcade and porte cochere. L. Vehicular Circulation There is little opportunity to reconfigure the vehicular circulation on this existing site. However circulation to the eastern portion of the site is greatly improved by the removal of the north/south buildings. M. Parking All required parking is provided onsite and no shared parking is proposed. No parking spaces are provided between the building and the sidewalk. Architectural Relationships There is no high quality architectural context to emulate in this area. C. Building Elements, Details and Materials The metal arcade, columns and railings will provide a contrast to the cement stucco building exterior. The building will be painted yellow and orange while the metal elements will be a brown color. D. Pedestrian -Oriented Features Transparent windows and an arcade are provided along the building fronts. Foundation and parking lot landscaping will be added or maintained. E. Mechanical Equipment Individual HVAC units are provided for the motel rooms. III. LANDSCAPE DESIGN A. Landscape Design Five feet of Type I landscaping that includes one tree per 30 feet is required along Tukwila International Boulevard and S. 141st Street. No landscaping is required along the south property line. These requirements will be exceeded. Foundation landscaping has been provided to soften the center of the site. Planting Design The new landscaping has been chosen to enhance site security. The new trees will be paperbark maples and birches which are small leafed and can be limbed up to enhance visibility. The shrubs are Japanese barberry that have thorns which discourage trespass into the landscape beds. IV. Signage A. Signage Concept The existing sign will be retained and no new signage is proposed. B. Sign Placement The freestanding sign is located in the front landscape island. C. Sign Design Existing. CONCLUSIONS I. Site Design This is an existing site and the major change proposed is to demolish the two north/south wings and improve the connection to the associated parcel to the east. The parking area will be upgraded with landscaping, striping and lighting. All required parking is provided on site and no parking is proposed between the building and the sidewalk. II. Building Design The applicant has proposed to upgrade the remaining buildings by adding a pedestrian arcade, porte cochere, replacing windows and painting the buildings. III.
