IV.Approval of Minutes Joe Duffie made a motion to approve the minutes as presented, Will Gillispie seconded the motion, the motion passed. V.Unfinished Business a.None VI.New Business a.Update on property acquisition and business assistance We have a signed purchase and sale agreement for Fire Station 54 site. Good conversation with the other property owners. Economic Development continues to work with the businesses, and is working on a business assistance plan. Want to take more time to listen to the businesses to better understand what they need. For example, many of the businesses expressed a desire to move together to the same location. 22 business licenses. Business assistance plan by the end of January. We plan to file the petition for eminent domain with the court in December. Working toward voluntary sales wherever possible. Engaging due diligence contractors: environmental 2 properties. Forterra is working with the Knights Inn to purchase the building. The Mosque wants to use it for housing and small businesses. Could be a potential solution for many of the businesses. Trying to be creative. Seattle compared to Tukwila. Concern about Heiser really being able to move. One architect said we need 10-15, another said 11, and we are buying 10. Aggressively helping Heiser to locate properties nearby. Considering phasing in the property to give Heiser more time. important to plan for the future. Had the City purchased all of the land on Southcenter Blvd several years ago, we would not have to buy a lot of land now. The group expressed concern that the businesses will be negatively impacted. b.Review Fire Station 51 schematic design Keeping contaminants out of living area. Trucks and bays more public, living areas more private. Internal courtyard for training, barbequing, etc. Roof line extensions for a bay and living area that could be filled in later if expansion is needed. Construction scheduled to begin October 2018. GCCM on board to tell us how much they think it will cost. Architect has an estimate, they negotiate. Schematic design estimate in January 2018 30% design. Then Design development 60%.
