LIONEL C. BOHRER, Council President, MABEL J. HARRIS, GEORGE D. HILL, J. REID JOHANSON, DANIEL J. SAUL, GARY L. VAN DUSEN. BUDGET REVIEW CONTINUED Hubert Crawley, Fire Chief, presented statistics on the operation of the Fire Department inspections, fire calls, aid calls, fire prevention. In 1974 they were able to complete inspections of all buildings in the City every 14 months. Businesses have increased to the point it now takes 2 years and 4 months. Their goal is one inspection per year. Man hours spent on emergencies have more than doubled in the last five years. Sixty percent of the fire calls are actually fires. Fire calls are up 57% and aid calls up 22 Councilman Hill said the City plans for the "50 year storm," we have mutual aid for the "100 year storm." Chief Crawley explained that the department is authorized 8 men per shift, but with vacations and sick leave, they rarely have 8. He said he is asking for three more men. Manning level was discussed. Discussion was held on the $40,000 proposed in Professional Services for the Fire Service Study. This money was cut from the budget. Council decided they want to discuss this study again at a later date; it is one of the 1979 goals. MOVED BY HILL, SECONDED BY VAN DUSEN, THAT PROFESSIONAL SERVICES REMAIN AS ALLOCATED, $4,889. MOTION CARRIED WITH BOHRER VOTING NO. MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT COUNCIL APPROVE PAGE 130. MOTION CARRIED. MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT COUNCIL APPROVE THE PURCHASE OF THE TYPEWRITER (F 80 -1) FOR $900. MOTION CARRIED. MOVED BY SAUL, SECONDED BY VAN DUSEN, THAT COUNCIL APPROVE THE PURCHASE OF THE ADDING MACHINE (F 80 -2) FOR $100. MOTION CARRIED. F 80 -3 MOVED BY VAN DUSEN, SECONDED BY JOHANSON, THAT COUNCIL APPROVE THE PURCHASE OF THE DISHWASHER (F 80 -3) FOR $600. MOTION CARRIED. Chief Crawley offered to swap F 80 -13, Hydrant Gate, for F 80 -4, 5, 6, and 7, Furniture which was not approved. MOVED BY SAUL, SECONDED BY HILL THAT COUNCIL APPROVE $4,210 FOR THE PURCHASE OF FURNITURE (F 80 -4, 5, 6, 7) FOR THE FIRE STATIONS. MOTION CARRIED. Discussion held on manning level. King County EMS will refund the City money that can be used for salary for one firefighter. The funding will be available for five years. MOVED BY VAN DUSEN, SECONDED BY HILL, THAT COUNCIL APPROVE THE ADDITION OF THREE FIREFIGHTERS PER PAGE 135 IF MONEY IS AVAILABLE TO COVER THEM. 3 -YES; 3 -NO. MOTION FAILED. Councilman Saul said Council should look at this again if there is money available. Chief Crawley asked to have Medical increased to cover physicals for three new employees. MOVED BY HILL, SECONDED BY HARRIS, THAT MEDICAL BE INCREASED TO $1,500. MOTION CARRIED. (4 -YES; 2 -NO) MOVED BY HILL, SECONDED BY HARRIS, THAT COUNCIL ACCEPT PAGE 137 AS AMENDED. MOTION CARRIED. MOVED BY HILL, SECONDED BY VAN DUSEN, THAT COUNCIL APPROVE THE PURCHASE OF ITEMS F 80 -8 THROUGH F- 80 -12. MOTION CARRIED. MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT THE HYDRANT GATE (F 80 -13) BE DELETED. MOTION CARRIED. Chief Crawley asked to have money added to move and add a timer to the fire siren on old city hall site. MOVED BY HILL, SECONDED BY VAN DUSEN, THAT $800 BE ADDED TO REPAIR AND MAINTENANCE TO MOVE AND ADD A TIMER TO THE SIREN AT OLD CITY HALL. MOTION CARRIED. MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT COUNCIL APPROVE PAGE 141. MOTION CARRIED. MOVED BY SAUL, SECONDED BY HARRIS, THAT EXTRA LABOR BE INCREASED TO $9,500 TO FUND A FIRE INSPECTOR. MOTION CARRIED. MOVED BY HILL, SECONDED BY VAN DUSEN, THAT COUNCIL ACCEPT PAGE 142 AS AMENDED. MOTION CARRIED. It is a valuable tool for time and motion studies and he asked to have it approved. MOVED BY JOHANSON, SECONDED BY SAUL, THAT COUNCIL APPROVE THE PURCHASE OF VIDEO TAPE EQUIPMENT. MOTION CARRIED.
