FLAG SALUTE AND CALL TO ORDER ROLL CALL OF COUNCIL MEMBERS OFFICIALS IN ATTENDANCE MINUTE APPROVAL VOUCHER APPROVAL PUBLIC HEARING Proposed 1980 Budget Hearing Council Chambers Regular Meeting MINUTES Mayor Bauch, presiding, led the Pledge of Allegiance and called the Regular Meeting of the Tukwila City Council to order. MOTION CARRIED. CARL CARLSON, Deputy City Attorney; KJELL STOKNES, OCD Director; MAXINE ANDERSON, City Clerk. MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT THE MINUTES OF THE REGULAR MEETING OF NOVEMBER 19 CONTINUED TO NOVEMBER 26, 1979 BE APPROVED AS PUBLISHED. MOTION CARRIED. MOVED BY HARRIS, SECONDED BY TRAYNOR, THAT THE VOUCHERS, APPROVED BY THE FINANCE COMMITTEE, BE ACCEPTED AND WARRANTS BE DRAWN IN THEIR RESPECTIVE AMOUNTS. MOTION CARRIED. Mayor Bauch said that the State Law requires that on the first Monday in December the legislative body will hold a Public Hearing to receive input from citizens on the proposed budget before its final adoption. Information regarding proposed revenues and expenditures was distributed. Mayor Bauch declared the Public Hearing open. All citizens have the opportunity to speak on the use of proposed revenue as well as the use of Revenue Sharing Funds. Mr. Margaret Chumlea, 16625 53rd Avenue South, said she was speaking on behalf of the library and hoped that the citizens will continue to have it available. If we don't, we will be the only municipality in the State of Washington without a library. Mr. Charles Wetzler, 14471 56th Avenue South, said he is speaking for quite a few citizens as well as himself. He said he had the opportunity last week to observe the Council as they worked on the preliminary budget. He told Council they earn their year's salary in about two weeks. It is a very difficult job. Knowing how tight the budget is going to be, it is important to the citizens that Council prioritize. When you prioritize, you think safety -fire, police, and emergency aid. They have to come first. He strongly urged Council to consider these priorities and the needs as expressed by the Department Heads. Another thing, the people want a full time Mayor. Five months ago Council voted on it and it was a tie vote with one member absent. The people want it -we need it, even if it means sacrificing the Administrative Assistant. I am positive you people will do it can do it and keep the citizens in mind. Mr. Dwight Gardner, 14112 57th Avenue South, said he feels, where the full time Mayor is concerned, we should hire professionals. He also said he is in favor of the library. A lot of people have worked hard for a library in Tukwila. There being no other comment from the audience, Mayor Bauch closed the Public Hearing. MOVED BY VAN DUSEN, SECONDED BY HARRIS, THAT THE PROPOSED ORDINANCE BE READ. MOTION CARRIED. Deputy City Attorney Carlson read an ordinance of the City of Tukwila, Washington, amending Ordinance 934 and Tukwila Municipal Code 14.16.065 to increase City Metro Rate. MOVED BY VAN DUSEN, SECONDED BY HARRIS, THAT ORDINANCE NO. 1136 BE ADOPTED AS READ.* Metro rate is being raised from $3.55 to $3.90 per residential customer and per residential customer equivalents. *MOTION CARRIED. MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT THE PROPOSED RESOLUTION BE READ BY TITLE PLUS SECTIONS 1, 2, 3, AND 4. MOTION CARRIED. Deputy City Attorney Carlson read a resolution of the City Council stating the City's intention to reallocate housing and community development block grant funds. MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT RESOLUTION NO. 705 BE ADOPTED AS READ. MOTION CARRIED. Deputy City Attorney Carlson noted that there have been a number of appeals filed from the Municipal Court into Superior Court. One matter in the Court of Appeals is challenging the City's prostitution law. It will be heard in March. Mrs. Jeannelle Baldwin said she would like to reinforce any statements made in favor of continuing the library. One of the important services a community needs to offer is library service. With annexation there will be even more area to serve. The schools have cut back on allotted library time and that gap must be filled. She encouraged Council to please continue with the library in the budget. MOVED BY SAUL, SECONDED BY HARRIS, THAT THE REGULAR MEETING OF THE TUKWILA CITY COUNCIL ADJOURN. MOTION CARRIED.
