CALL TO ORDER
Daniel J. Saul, Senior Council Member, called the Budget Review
Meeting to order at the conclusion of the Regular City Council
Meeting.

MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT $1,968 BE REMOVED
FROM EXTRA LABOR.*
Kjell Stoknes explained that this money is to pay the Block
Grant person to update the five year old Park Plan.

Discussion was held on the Associate Planner position. Council
had previously approved the use of part of the Associate Planner
wages to pay a part time Planner. Mr. Stoknes filled the
Associate Planner position with an Assistant Planner leaving
a balance of $5,861.
MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT PAGE 58 SHOW ONLY
TWO ASSISTANT PLANNER POSITIONS AT $16,727 EACH. MOTION CARRIED.
MOVED BY VAN DUSEN, SECONDED BY HARRIS, THAT EXTRA LABOR BE
CHANGED TO $16,951 ($10,920 for Part Time Planner and $6,031
for Graphics) MOTION CARRIED.
MOVED BY HARRIS, SECONDED BY VAN DUSEN, THAT COUNCIL ACCEPT

Frank Todd, Mayor elect, asked why Debt Service on the community
center is in OCD. Councilman Van Dusen asked if it could be
taken out of the Land Acquisition Fund. The City Clerk will
check with the Finance Director.

Al Pieper, Building Official, said he needs the inspector at
least until June; then, it will depend on the amount of construction
whether he needs him the rest of the year. Mr. Pieper said he
also wanted the Building Division Assistant raised to a Grade 12.
Councilman Harris said she doesn't agree with the Grade 12.
MOVED BY VAN DUSEN, SECONDED BY HILL, THAT COUNCIL RAISE THE
INSPECTOR TO $15,000 AND LEAVE IT A PART TIME POSITION.

ADJOURNMENT
This fund offsets the Revenue account. $41,655 is for improve-
ments to the area.
COUNCIL APPROVED PAGE 176.
Proceeds of the Bond Issue were deposited in this fund and used
to acquire the Golf Course. The Bond Issue also provided for
equipment and improvements. Mr. Stoknes explained that there
is a problem acquiring a Water Rights Permit. He recommended
that Council not proceed with call for bids for the sprinkler
system at this time.
COUNCIL ACCEPTED PAGE 201.
Council agreed that they do not want to be locked into any
specific projects. They would like to approve them on a
case by case basis at a later date.
The repair and maintenance items listed on page 170 for
Southgate Community Center are not budgeted. Mr. Stoknes said
he would like permission to get back to Council with a proposal
next year.
