Police Training Room M I N U T E S CALL TO ORDER Daniel J. Saul, Senior Council Member called the Budget Review Meeting to order. COUNCIL MEMBERS MABEL J. HARRIS, GEORGE D. HILL, DANIEL J. SAUL, GARY L. PRESENT VAN DUSEN. POLICE DEPARTMENT (continued from November 28) Page 4 Page 104 Page 105 Special Unit, Page 108 BUDGET REVIEW CONTINUED Prior to starting review of the remainder of the Police Department Budget, Council spent considerable time reviewing proposed revenue with Ron Swnason, Finance Director. Discussion followed on priorities and how to balance the budget. Mr. Swanson asked Council to consider two items; first, Street G.O. Bond Fund. He asked Council to appropriate the fund balance to put it in the 1980 Budget. Later on, after approval by the County, it can be used on a street project. Second, is information on the cash carry forward. He reviewed the list of items that will be carried forward to the 1980 Budget. MOVED BY VAN DUSEN, SECONDED BY HILL, THAT COUNCIL ACCEPT THE TWO ITEMS PRESENTED AND ADD THEM TO THE BUDGET. MOTION CARRIED. Mr. Todd suggested that Council have the cost of the remaining undergrounding project estimated and sell bonds to complete the construction all at once. Then, take the money out of the Street Fund and hire the personnel you need. Councilman Hill suggested this be discussed again at a later date. Pat Lowrey, Crime Prevention Director, advised Council that the grant for crime prevention has been cut by 16 The revenue on Page 4 needs to be adjusted. 333.20.00, Security of persons (Federal) will change from $14,461 to $12,059 and 333.21.00, Security of persons and property (State) changed from $804 to $670. The City will fund a total of $16,193. Mr. Lowrey told Council there is a new Interlocal Agreement but assured them it is essentially the same as the previous one. When the final copy is received, Council will get a copy. No changes made after the addition of salaries for two Patrolmen. Council discussed the vehicle that the K -9 Unit would use and wondered if it was adequate. Chief Sheets assured them that once the automobile had been rebuilt, it would meet all standards. The $1,061, Machinery Equipment, is for a unit made special for dogs that fits in the back of the particular vehicle. P 80 -2 P 80 -2, (3) Portable Radios, $4,184. MOVED BY VAN DUSEN, SECONDED BY HARRIS, THAT COUNCIL APPROVE THE PURCHASE OF P 80 -2, (3) PORTABLE RADIOS. MOTION CARRIED. MOVED BY VAN DUSEN, SECONDED BY HARRIS, THAT COUNCIL ACCEPT PAGE 105. MOTION CARRIED. Officer Steve Robinson explained the role of the Juvenile Officer. Officer Robinson cited the case load and programs handled by this officer. It is a full time job. Council all agreed with the full time position funded on Page 108. Council questioned the responsibilities of the clerks. Chief Sheets said that prior to 1976 they had two functions: (1) dispatching and (2) caretaker of the records. They are a very important division of the Police Department. They take care of all the official records, the telephone, citizen requests, statistics, etc. This is a very stressful job. MOVED BY VAN DUSEN, SECONDED BY HARRIS, THAT COUNCIL ACCEPT PAGE 108. MOVED BY HARRIS, SECONDED BY HILL, THAT COUNCIL ACCEPT PAGE 109. MOTION CARRIED. MOVED BY VAN DUSEN, SECONDED BY HARRIS, THAT COUNCIL APPROVE THE PURCHASE OF P 80 -3, MOBILE RADIO, $1,336. MOTION CARRIED. MOVED BY HARRIS, SECONDED BY VAN DUSEN, THAT COUNCIL ACCEPT PAGE 110. MOTION CARRIED. No change. No change No change. Chief Sheets explained that it is a typographical error to show the Training Officer as an existing position. It is a new position. Council discussed the function of the Training Officer and the necessity of having this employee. MOVED BY VAN DUSEN, SECONDED BY HILL, THAT COUNCIL TENTATIVELY APPROVE THE ADDITION OF THE TRAINING OFFICER. MOTION CARRIED. Officer Joe Barrett reviewed the budget request for the new officer. MOVED BY VAN DUSEN, SECONDED BY HILL, THAT COUNCIL ACCEPT PAGE 120. MOTION CARRIED. MOVED BY VAN DUSEN, SECONDED BY HARRIS, THAT COUNCIL APPROVE PAGE 124. MOTION CARRIED. MOVED BY HARRIS, SECONDED BY HILL, THAT COUNCIL APPROVE PAGE 125. MOTION CARRIED. MOVED BY HARRIS, SECONDED BY HILL, THAT COUNCIL APPROVE THE PURCHASE OF P 80 -4, (2) HAND RADAR UNITS, $2,920 AND P 80 -5 (6) PUSH BARS, $633. MOTION CARRIED.
