ISSUE
Authorize the submittal of a grant application to the PSRC Countywide Congestion Mitigation & Air
Quality (CMAQ) grant program to fund the Green River Trail Improvements between the new TUC
Pedestrian/Bicycle Bridge landing and Christensen Road.
BACKGROUND
PSRC has issued a Call for Projects inviting qualified applicants to apply for available grant funds.
Current City policy requires approval by the appropriate Committee before applying for grants. Grant
applications are due by May 4, 2018.
DISCUSSION
The PSRC program awards Federal funds for selected projects. The required minimum match is 13.5%.
The approximately 700 feet stretch of the Green River Trail was designed and permitted as part of the
TUC Pedestrian/Bicycle Bridge (Ped Bridge) Project but was removed from the bid documents due to
insufficient construction funds. The Baker Boulevard Non -Motorized Improvement Project is related to this
in that it was also designed and permitted with the Ped Bridge, but was built using King County Trail Levy
monies.
The Green River Tail Improvement Project will widen the trail to 14 feet with 1-2 foot shoulders, install
illumination (there is none provided except for lighting on the adjacent office park property), provide
cameras (CCTV) along the trail for security as well as the fiber connection of the CCTVs already installed
on the Ped Bridge, and construct a pedestrian plaza with wayfinding for users at the intersection of the
Green River Trail and the newly installed shared use paths (extra wide sidewalks) along Christensen
Road. The federal and local permit approvals for this work, obtained as part of the larger Ped Bridge
Project, expire by 2022.
FINANCIAL IMPACT
If successful, the grant will require a 13.5% match. The match can be provided using local funds or other
grant funds that are not federal monies. The earliest the funding would be available to access would be
October 1, 2020. Inclusion of the City's match would need to be programmed for 2020 or 2021.

RECOMMENDATION
Council is being asked to approve the submittal of a FY 2021-2022 grant application to the Puget Sound
Regional Council for the Green River Trail Improvement Project.

PROJECT: Tukwila Urban Center - Pedestrian/Bicycle Bridge Project No. 90510403
DESCRIPTION: Construct a new pedestrian/bicycle bridge over the Green River.
JUSTIFICATION: Pedestrian/bicycle connection between Tukwila's Urban Center and commuter rail/Amtrak station.
Supports local and regional goals and policies regarding land use and transportation in Urban Center.
Pedestrian System Report identified the optimal location for bridge crossing to be south of the Ramada Inn at
STATUS: 15901 West Valley Hwy. Type, Size, and Location Report was completed in 2011. Council approved a design
of a twin -tied arch bridge with no accommodation for a future bridge crossing over West Valley Highway.
MAINT. IMPACT: To be determined.
Design grants: State Enhancement for $190k & $500k, Transit Oriented Development (TOD) planning grant
COMMENT: of $55k, and Federal CMAQ grant of $751 K. WSDOT Regional Mobility construction grant of $6.870M.
Project is on Park Impact Fee list with funding of $2 million with an 80%/20% split for $1.6M.

PROJECT: Baker Blvd Non -Motorized Improvements Project No. 91610409
Design and construct non -motorized improvements on Baker Blvd from Andover Park West to Christensen Rd,
DESCRIPTION: including bike lanes with a proposed road diet. Project will also construct previously designed non -motorized
improvement on Christensen Rd from Baker Blvd to the Green River trail.
JUSTIFICATION: Improve non -motorized connections between the Tukwila Transit Center and Tukwila Station.
STATUS: New project for the 2017 - 2022 CIP.
MAINT. IMPACT: Minimal impact, project includes new sidewalk trail and pavement markings,
COMMENT:
Project is a component of the TUC/TOD Pedestrian Improvements. Grant funding by the King County Dept
of Natural Resources and Parks.

PROJECT: TUC/TOD Pedestrian Improvements Project No. 90710405
DESCRIPTION: Construct bike/pedestrian connection in phases between the Tukwila Urban Center (TUC) Transit Center
and Tukwila Station in the Southcenter area's Transit Oriented Development (TOD) district.
Connecting the TUC to the Tukwila Longacres Station is needed to increase pedestrian mobility, improve
JUSTIFICATION: access, and support more urban levels of development within walking distance of Tukwila Station. The
connection involves a pedestrian path extending from Baker Blvd via the planned TUC Pedestrian Bridge and a
pedestrian tunnel under the UPRR track embankment. Additional phases will extend the corridor to the mall.
STATUS: See Tukwila Urban Center - Pedestrian/Bicycle Bridge, West Valley Hwy Non -Motorized and Baker Blvd Non-
MAINT. IMPACT:
Motorized CIP pages. Funding shown in beyond is for construction of the UPRR underpass (in 2016 $).
COMMENT: Mitigation listed is $20k from Sound Transit for pedestrian underpass of the UPRR tracks.

PROJECT: Green River Trail Improvements Project No. 91810403
Construct a widened trail section between the west landing of the Southcenter Pedestrian Bridge and thf
DESCRIPTION: shared use path on Christensen Road. Includes illumination, CCTV, and provides the fiber connection to
the Pedestrian Bridge for operation of CCTV and communication to the light controllers and ped/bike cot.
JUSTIFICATION: Wider trail section is needed to accommodate the intermingling of trail and bridge users by providing a
wider trail and improved safety features.
STATUS: Designed and permitted as part of the TUC Pedestrian/Bicycle Bridge Project.
MAINT. IMPACT: Reduced pavement repairs, increased maintenance for illumination and CCTV upkeep
Project is a subset of the TUC/TOD Pedestrian Improvements Project (90710405) and related to the TUC
COMMENT: Pedestrian/Bicycle Bridge Project (90510403) and Baker Boulevard Non -Motorized Improvements Projec
(91610409). All permitting and mitigation was completed as part of the Ped Bridge project. Permitting exi
by 2022, delays past this date would need new permit approvals.
