SUBJECT: Grant Applications: Safe Routes to School
ISSUE
Should staff submit a grant application to the Washington State Department of Transportation
(WSDOT) for its 2018 Safe Routes to School funding program?
BACKGROUND
WSDOT is currently accepting applications to fund infrastructure improvements and/or local
transportation safety programs (education and encouragement activities) serving children in
kindergarten through 12th grade that will improve safety and/or increase the number of children
walking and biking to school. Tukwila has been successful in applying for and receiving funding
through the Safe Routes to School Program for construction of a trail, sidewalks, and
intersection modification/traffic calming improvements for Cascade View Elementary; and for
construction of sidewalks and associated improvements along S 150th St, connecting to
Thorndyke Elementary. The opportunity to apply for Safe Routes to School funding occurs every
other year; applications for this round of funding are due April 27, 2018.
DISCUSSION
Public Works and Community Development staff have met to review the school Walk Route
Maps, sidewalk prioritization list, and collision information provided by WSDOT, to identify
projects listed below which are likely to score well against the project criteria.
• 46th Ave South sidewalk and crossing improvements at the intersection with S 144th St.
• Macadam Rd S sidewalk completion and crossing improvements to bus stops; from South
144th St to South 150th St.
• S 144th St Bridge — Sidewalks
• S 152nd St sidewalks from Tukwila International Blvd to 42nd Ave S.
Project scoring is based on factors including collision history at the target location; opportunities
to fill in gaps in the nonmotorized transportation network; opportunities to improve economic
development, access to community services and/ job opportunities; equity and social justice
factors; comparison of project cost to population density in an area; and the effectiveness of the
proposed improvements to increase pedestrian and bicyclist safety.
Staff is proposing to submit a grant application for one of the projects listed above. The S 144th
St Bridge - Sidewalks Project was previously submitted for funding through this program and
was not successful. Staff is planning to discuss the previous application with WSDOT to
determine whether it should be submitted again. For the other projects, staff is currently looking

in to each one to determine whether the City has sufficient information, including cost estimates,
for an adequate application for this round of funding.
FINANCIAL IMPACT
There is no match requirement, but preference is given to projects with match.
RECOMMENDATION.
Authorize the submittal of a grant application to the WSDOT for Safe Routes to School funding.

DESCRIPTION: Widen existing sidewalks on bridge over 1-5 between 51st Ave S and 53rd Ave S.
JUSTIFICATION: Improve pedestrian safety particularly for school route.
STATUS: Design report needed to determine feasibility.
MAINT. IMPACT: Minimal for additional sidewalk width.
COMMENT: Coordination with WSDOT and Sound Transit required. Proposed grants include Safe Routes to School

PROJECT: Macadam Rd S Water Upgrade Project No. 90440105
DESCRIPTION: Design and construct 4,300 LF of 10" waterline in Macadam Rd S from S 144th St to Southcenter Blvd.
JUSTIFICATION: Improve fire flow water quality to the north side of Tukwila Hill.
STATUS: Design began in 2015 with construction to begin in 2017.
MAINT. IMPACT: The new waterline will eliminate maintenance time for flushing the dead end line while increasing service reliability.
