the Regular Meeting of the Tukwila City Council to order.

Mayor Bauch presented Certificates of Appreciation to Mr.
Paul Highsmith and students from Showalter Junior High School
for their outstanding support and assistance to the recent
visit of the citizens from Ikawa -cho, Japan, Tukwila's Sister City.
Mayor Bauch noted that new legislation changed the date on
which those officials elected in November may now assume office
to January 1. The oath of office may be taken at the last
regular December meeting of the City Council. He asked Judge
Frank Payne to administer oaths to the newly elected officials:

Recess was declared to allow time to extend congratulations to
the new officials.
Mayor Bauch called the regular meeting of the Tukwila City
Council back to order.

City Attorney Hard read an ordinance of the City of Tukwila, Wash.,
amending Section 6 of Ordinance 1109 by extending the termination
date.

BE ADOPTED AS READ.*
This ordinance extends the termination date in Ordinance No. 1109
to the second regular City Council meeting of January 1981.
The purpose of Ordinance No. 1109 is to promote development
consistent with the City's comprehensive plan prior to adoption
of a new zoning ordinance.

City Attorney Hard read an ordinance of the City of Tukwila
enacted pursuant to RCW 35A.14.330 adopting a land use plan
and zoning regulation for the area described lying outside
of the City of Tukwila and commonly known as Riverton and providing
that said area shall become subject to said land use plan and
zoning regulation upon annexation to the City of Tukwila.

Mayor Bauch asked if anyone in the audience would like to make
a statement. No one commented.

City Attorney Hard read an ordinance adopting the annual budget
for the City of Tukwila, Wash., for the fiscal year 1980.

BE ADOPTED AS READ.*
Councilman Bohrer noted that the Finance Director has indicated
the Beginning Fund Balance, to be carried forward to 1980,
should be reduced by $57,829. To compensate for this decrease
he has recommended an increase in estimated sales tax revenue
by a corresponding amount. This would increase the sales tax
revenue by 3
MOVED BY BOHRER, SECONDED BY HARRIS, THAT COUNCIL ACCEPT THE
RECOMMENDATION OF THE FINANCE DIRECTOR AND MAKE THE ADJUSTMENT.
Councilman Traynor asked if the $57,829 was in line. Mr.
Swanson said it is still a conservative estimate for total
sales tax. Councilman Bohrer referred to his memorandum to
the Council. With the economic down trend being forecast and
the high interest rates, he said he felt it unwise to increase
the projected sales tax revenue. He would prefer to see the
corresponding adjustment made by withdrawing additional sales tax
revenue allotted to the Street Fund.

Councilman Bohrer said the second item deferred from the budget
hearings for discussion before the full council is the full time
Mayor position.
MOVED BY BOHRER, SECONDED BY SAUL, THAT COUNCIL APPROVE THE
RECOMMENDATION TO HAVE A FULL TIME MAYOR FOR THE YEAR 1980.
Councilman Hill asked if Council is voting to have a full time
Mayor or merely the salary for the Mayor. The Mayor is charged
by the people to do the job whether it takes him forty hours
a week or ten hours, it is up to the individual. It is up
to Council to determine how much he should be paid for the
services. Councilman Harris said she had researched this
and found that no elected person can pass an ordinance regulating
the work hours for another elected person.
MOVED BY VAN DUSEN, SECONDED BY HILL, THAT COUNCIL AMEND THE
MOTION BY DROPPING ALL REFERENCE TO FULL TIME MAYOR AND SETTING
THE SALARY FOR THE POSITION AT $30,360.

Councilman Johanson noted that at the time of filing for election
the salary is set and the part time or full time is set. This
is what they have been going on.

Councilman Saul said he has felt for some time that the City
needs a full time administrator but is not sure of the type.
We need someone with the time to look after the City's interests.
Councilman Bohrer volunteered to be a member of the Community
Affairs Committee in 1980 and said they should establish the
process by which the issues being discussed in Olympia are
investigated so the appropriate lobbying can be done with assistance
and direction of the City Staff.
ROLL CALL VOTE:
BOHRER NO, Council considered this subject earlier this
year. They discussed the potential change in the form of
government for the City from Council -Mayor to Council -City
Manager System. Time was too short to have it ready for the
1979 election. The full time Mayor position was again discussed
with two main considerations expressed by Council. First, if
the full time Mayor position was established, the individual
would know this at filing time and would campaign on that basis.
One reason for not approving this is that the citizens had not
had a chance to register their opinion. Second, to change the
position and make it full time would limit severly the number
of people who could run for the office of Mayor. I favor a
full time administrator for the City. Council, by rejecting
the full time Mayor position, said they want to consider again
in the future a change in the form of government.
HARRIS NO, for the same reasons.
HILL YES.
JOHANSON NO, I feel the part time Mayor with the full
time Administrative Assistant is a good working relationship
right now. Any changing in form of government has to go to
a vote of the people.
SAUL NO, I'll wait for a vote of the people.

MOVED BY BOHRER, SECONDED BY HARRIS, THAT COUNCIL ESTABLISH
THE SALARY OF THE MAYOR AS THE SALARY ON WHICH THE FILING
FEE WAS BASED AND THAT THE DIFFERENCE IN THE SALARIES BE
RETURNED TO THE STREET FUND.
MOVED BY HILL, SECONDED BY SAUL, THAT THE MOTION BE AMENDED
TO GIVE THE MAYOR THE SAME AMOUNT OF RAISE AS IS GIVEN TO
DEPARTMENT HEADS. MOTION CARRIED.

Councilman Traynor explained that he feels the Police and
Fire Protection of this City is more than adequate and sees
no reason why the budgets should be increased.
Mayor Bauch reported King County will open the Tukwila
Library on Wednesday, December 26th and there will be an
opening ceremony. Time will be announced later.
Mayor Bauch noted that settlement was close on LID #25 until
information, discussed in Executive Session, apparently was passed
on to the other party. Actions such as this violate the ethics of
good government.
City received the results of the Federal Audit on the grant for
sewer projects built from 1972 to 1975. There is an $8,632
discrepancy that the City has to make up.
Ron Swanson, Finance Director, reported that interest income for
the month of November, 1979, amounted to $29,024 on the following
activity:

Mr. Ed Robinson, audience, said that he had written a letter to
Council concerning the printing of the proposed budget and he
wondered if there was going to be any action taken. The letter
indicated that he was given the opportunity to bid on the printing
of the budget. His bid was $100 less than the company that was
given the printing job. He asked if anyone had an explanation
for this.
Mayor Bauch said it was his decision, and it was based on previous
experience with scheduling and quality of work.
Councilman Bohrer said he had not received the letter for Council
and asked Mr. Robinson to furnish him a copy.

Mayor Bauch stated that this evening would not be the last meeting
of the City Council for 1979 as he intends to veto the budget
ordinance so Council will have to meet again before the end of
the year.
