MOVED BY BOHRER, SECONDED BY HARRIS, THAT THE BID AWARD FOR THE FOSTER GOLF COURSE IRRIGATION SYSTEM BE TABLED AND CONSIDERED AGAIN AT THE COMMITTEE OF THE WHOLE MEETING ON JANUARY 28, 1980. MOTION CARRIED. Mayor Todd administered the Oath of Office to Police Officers Karyl Chiba and Alexander Perez. Police Chief Sheets presented Officers Chiba and Perez with commission cards and welcomed them to the Tukwila Police Department. Volunteer Fire Siren. Gary Scholzen, 14710 57th Avenue South, Tukwila, stating he was a Tukwila Fire Department volunteer, asked when the outdoor siren at the volunteer firefighters' station would be turned on? He said he understood approval for turning it back on had been given by the City Council. Fire Chief Crawley said he had been requested not to turn the siren on. They are presently waiting for prices on cycling controls that will switch the siren off at night. The estimated cost is $1,200. Mayor Todd said he would have the siren turned on in accordance with the previous instructions of the Council. City Attorney Hard read, by title, Council Motion No. 80 -1 setting forth the procedure to use pursuant to Ordinance No. 1035 for the Chartwell Project. MOVED BY BOHRER, SECONDED BY PHELPS, THAT COUNCIL MOTION NO. 80 -1 BE ADOPTED AS READ. Councilman Hill stated all of the City Council Members received a package of information that concerns this proposal. He suggested postponement of adoption of Council Motion No. 80 -1 until the Council had had time to consider this additional material. City Attorney Hard said he had not seen the material previous to the meeting. Council President Bohrer said in looking over the material, most of the comments must be addressed in the final Environmental Impact Statement. He suggested the Council approve the formal motion. City Attorney Hard said he felt it would not be improper to pass the Council Motion at this time. *MOTION CARRIED, WITH HILL VOTING NO. MOVED BY HARRIS, SECONDED BY HILL, THAT THE CITY COUNCIL NOMINATE DAN SAUL AS MAYOR PRO TEMPORE. MOTION CARRIED. MOVED BY BOHRER, SECONDED BY HILL, THAT THE CITY COUNCIL DISPENSE WITH FURTHER NOMINATIONS AND ELECT MR. SAUL MAYOR PRO TEMPORE. MOTION CARRIED. Mayor Todd stated he was looking forward to many weeks of association and cooperation with Council President Saul. MOVED BY BOHRER, SECONDED BY JOHANSON, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED. City Attorney Hard read, by title, Ordinance No. 1141 establishing minimum requirements for fire protection systems in buildings within the City of Tukwila used for assembly, educational, industrial, institutional, mercantile, storage, office and multi family dwelling purposes. MOVED BY BOHRER, SECONDED BY HARRIS, THAT THE PROPOSED ORDINANCE BE ADOPTED AS READ. MOTION CARRIED. MOVED BY HARRIS, SECONDED BY JOHANSON, THAT RESOLUTION NO. 707 BE READ. MOTION CARRIED. absY City Attorney Hard read the proposed resolution repealing Resolution No. 668 and establishing Petty Cash and Change Funds. City Attorney Hard read, by title, proposed resolution of the City of Tukwila authorizing the Mayor to enter into an agreement with King County Rape Relief. MOVED BY BOHRER, SECONDED BY HILL, THAT RESOLUTION NO. 709 BE ADOPTED AS READ. MOTION CARRIED. Mayor Todd reported that applications have been received for the position of Public Works Director and applicants have been inter- viewed. An offer has been made to one of the applicants. Applicants for jobs in the Streets /Sewer Departments are being interviewed. �6 SS b. Finance Director Ron Swanson, Finance Director, reported that interest income for Monthly Report of the month of December 1979 amounted to $20,053. He said the Investments. total interest income for 1979 was over $295,000. This amount reflected the constant increase in interest rates from an average of 10% in January 1979 to a high of 14 -1/2% for the year. Councilman Harris stated the interest income is the third highest source of money for the City. Ron Swanson is to be commended for his good work. The City Council agreed. Councilman Bohrer said the date of February 2, 1980 has been selected for the Council Seminar. Congressman Mike Lowry will be in Tukwila on that date from 10 a.m. to 12 noon. Council President Saul suggested the Council start the Seminar early and then meet with Congressman Lowry when they recess for lunch. He said the Council wanted the Department Heads and the Chairman of the Planning Commission to meet with them. He suggested the Seminar start at 8:30 a.m. and recess at 11:00 a.m. for lunch, at which time they could meet with Congressman Lowry. Councilman Bohrer stated the Boundary Review Board has reviewed the annexation requests of Allentown, Riverton, and Crestview. He requested that the Mayor determine what further City action is necessary to schedule referendums. Councilman Bohrer said he would like the election dates scheduled in sequence and not simultaneously. Mayor Todd said he would act on Councilman Bohrer's request. Councilman Harris asked if the City would have to pay for the three elections. Mayor Todd said he would obtain that information. Kjell Stoknes, OCD Director, said it was his understanding there was no further action required by the City at this time. MOVED BY VAN DUSEN, SECONDED BY HILL, THAT THE CITY COUNCIL GO INTO EXECUTIVE SESSION TO CONSIDER STATUS OF CURRENT LAWSUITS, PURCHASE OF INDEPENDENT WATER COMPANY, AND UNION NEGOTIATIONS WITH LOCAL 2088 and 763. MOTION CARRIED. MOVED BY VAN DUSEN, SECONDED BY HILL, THAT THE TUKWILA CITY COUNCIL END THE EXECUTIVE SESSION. MOTION CARRIED.
