HomeMy WebLinkAbout2018-04-24 Community Development and Neighborhoods Minutes City of Tukwila City Council Community Development & Neighborhoods Committee COMMUNITY DEVELOPMENT & NEIGHBORHOODS COMMITTEE Meeting Minutes April 24, 2018 5:30 p.m. Hazelnut Conference Room, City Hall Councilmembers: Kate Kruller, Chair, Kathy Hougardy, Zak Idan Staff: Rick Still, Tracy Gallaway, Stacy Hansen, Jack Pace, Minnie Dhaliwal, Laurel Humphrey Guests: Carolyn Law, artist, & Lesley Bain, Framework Cultural Placemaking; Mike Pruett, Segale Properties, LLC CALL TO ORDER: Chair Kruller called the meeting to order at 5:30 p.m. I.BUSINESS AGENDA Community Development Block Grant Application: Minor Home Repair Program A. Staff is seeking Council approval to submit an application to King County requesting $110,000 in Community Development Block Grant funds for the 2019 Minor Home Repair Program. The City of Tukwila Human Services Department will continue to serve as fiscal administrator for the cities of Tukwila, SeaTac, Des Moines and Covington. If granted, each City will be designated $25,875. In 2017, contractors served 19 unduplicated households in Tukwila.UNANIMOUS APPROVAL. FORWARD TO MAY 7, 2018 REGULAR CONSENT AGENDA. Resolution: Adopting Tukwila Municipal Arts Plan B. Staff is seeking Council approval of a resolution that would adopt a Tukwila Municipal Arts Plan. The Plan was developed with input from the community and serves as a conceptual framework and strategic approach to art in the City. An accompanying implementation plan includes a draft list of projects and cultural events that could link to the focus areas identified in the Plan. The four theme areas identified in the Plan are the River, Tukwila International Boulevard, Southcenter District, and Tukwila Village. To begin implementing the Plan, staff is recommending the hiring of Artists-in-Residence to work on projects at Tukwila International Boulevard and the River. Funding for art projects comes from eligible capital funds that are transferred to the Municipal Arts Fund per TMC 2.30.050. UNANIMOUS APPROVAL. FORWARD TO MAY 14, 2018 COMMITTEE OF THE WHOLE. Grant Application: C. Staff is seeking Committee approval to apply for Recreation Conservation Office Washington Wildlife and Recreation Program (WWRP) grant funding to purchase property on South 116 th Street along the Green River, due by March 5, 2018. The current property owner has expressed enthusiastic interest in having his property help meet riverbank restoration needs and provide recreational opportunities. The property is located in close proximity to City major capital Community Development & NeighborhoodsMinutes...............................................................................................April 24,2018 investments for habitat improvements and salmon restoration such as Codiga Park and North Winds Weir. If successful, this grant would serve as the 50% local match for the King County Conservation Futures Trust Lax Levy award for the same project. UNANIMOUS APPROVAL. Residential Development Standards and Guidelines for Tukwila South Overlay Zone D. Staff briefed the Committee on efforts to development standards and guidelines for the Tukwila South Overlay District. These amendments are being requested by Segale Properties LLC and would apply only to residential uses in that portion of the TSO which immediately adjoins land located in the City of Seatac to the east of Interstate 5. Segale is working on selling land for a proposed multifamily development that will straddle the cities of Tukwila and SeaTac. The current -family Design Manual and development standards similar to those in the High Density Residential (HDR) zone, but with modifications to landscaping, recreation, and parking requirements that would be more applicable for this area. For example, the proposed development includes clubhouse/recreational amenity space that would fall in the SeaTac part of the project, so recreational requirements on the Tukwila side could factor that in. Chair Kruller stated support for the Planning Commission to review the proposal and that any deviations from the HDR standards must be thoroughly defensible. Councilmember Idan stated he understands that the Tukwila Valley South Overlay District has unique qualities that should be considered, and that HDR standards in other parts of the City may need to be modified. Councilmember Hougardy has no recommendation at this time. RETURN TO COMMITTEE FOLLOWING PLANNING COMMISSION RECOMMENDATION. II.MISCELLANEOUS 1.A notice of decision relating to the Highline Water District Pump Station No. 8 Project was delivered to property owners the day following Council action. 2.A public meeting on the Homestead Land Trust project will be held on May 12, 2018 at Cascade View Elementary. 3.Staff will be briefing the Committee in May on the status of the settlement agreement with Sound Transit regarding parking at the light rail station.
