SPECIAL MEETING CALL TO ORDER Mayor Todd, presiding, called the Special Meeting of the Tukwila City Council to order. ROLL CALL OF LIONEL C. BOHRER, GEORGE D. HILL, J. REID JOHANSON, DORIS E. COUNCIL MEMBERS PHELPS, GARY L. VAN DUSEN. DISCUSSION Budget Transfer Motion 80 -1: Southcenter Pkwy. Street Project a67/ Mayor Todd explained that the Special Meeting was called for Council to reconsider Budget Transfer Motion 80 -1 which was tabled at the last regular meeting. Mr. Phil Fraser, Public Works Department, was in attendance to explain the project and answer questions. The budget transfer is to allow funding for the Street Widening Project on Southcenter Parkway which will go to bid in February. $110,000 will be transferred from Roadway Construction Fund for the project engineering and construction. Councilman Johanson asked about the $3,000 for preliminary engineering. Mr. Fraser explained that it is for any legal expenses required to transfer land from private developers to the City and easement rights to build the sidewalk. It also includes advertising and printing of plan documents. Councilman Bohrer quoted from the minutes of the November 13, 1979, meeting and asked about the construction cost of $27,000. Mr. Fraser explained that the $27,000 was a figure arrived at by the previous Public Works Director for construction of the right turn lane without sidewalks for two of the three parcels. Adding sidewalks would raise the cost to about $35,000 and another $20,000 for the third parcel. If this project is done through the Public Works Depart- ment the cost would be twice as much. 5:05 P.M. Council President Saul arrived at the meeting. Councilman Bohrer asked if the City has received the required deeds and easements. Mr. Fraser said no, but a condition of the contract requires them to be on file before the contract is let. Councilman Bohrer asked if the 1,200 to 1,300 foot length from Strander Boulevard was for all three properties and was told that it was. 5:08 P.M. Councilman Harris arrived at the meeting. Councilman Phelps asked the status of the 1980 Street Improvement Project after transfer of these funds. Mr. Fraser explained that $446,100 was requested in the 1980 preliminary budget. This figure was cut to $315,112 to balance the budget. He said he wanted to review the scope of the project with the Public Works Committee. Councilman Bohrer said that continuation of the Street Improvement Program is one of the Council's goals and expressed concern about removing this amount of money from the fund. How do we keep the 1980 program a viable program? Councilman Phelps asked if it is realistic to assume that the Southcenter Boulevard, Phase II and III Construction would be accomplished in 1980. There is $373,000 in that fund. Mr. Fraser said we need to look at the scope of that project. We need to connect the T -line Bridge to Grady Way. We are working to get funding under the original bridge replacement. Councilman Bohrer asked if design had been started on Grady Way and was told no. Mayor Todd asked if this additional lane on Southcenter Parkway fits in the Entranco Study. Mr. Fraser said that it does. The recommendation is for six lanes on Southcenter Parkway. Mayor Todd asked if there was an agreement that the City would participate to this extent. They furnish the property, the City furnishes the money for construction. Mr. Fraser said it was a verbal agreement with the Public Works Committee; then, it came to the Committee of the Whole where Mr. Dubois was present representing the developers. It was agreed that this project would proceed and attempt to meet their opening day commitment. Councilman Bohrer said that maybe his concern about the Street Improvement Project can be resolved with the funding in the budget for Phase II of the Southcenter Boulevard project since we no longer have a grant. Presumably we will not proceed with this phase. Councilman Harris said the 59th Street Project shouldn't have to suffer. Councilman Hill suggested that the Public Works Committee go back and prioritize the street projects. Mayor Todd offered that they should have the estimated cost of the 59th street improvements shortly. MOVED BY SAUL, SECONDED BY HILL, THAT BUDGET TRANSFER MOTION NUMBER 80 -1 AUTHORIZING THE TRANSFER OF $110,000 TO THE ROADWAY CONSTRUCTION FUND BE APPROVED AS PRESENTED. MOTION CARRIED. 5:32 P.M. MOVED BY HARRIS, SECONDED BY JOHANSON, THAT THE SPECIAL MEETING OF THE TUKWILA CITY COUNCIL ADJOURN. MOTION CARRIED. or
