BUSINESS AGENDA Motion was made, seconded and carried to consider the business in the following order: grant application to King County, afterschool program, lodging tax applications, and accessory dwelling unit regulations. A. Grant Application: King County Veterans, Seniors and Human Services Levy Staff is seeking Committee approval to apply for $75,000 in Veterans, Seniors and Human Services grant funding from the King County Department of Community and Human Services. Funding is sought for the development of an Older Adult Recreation Program and Services Needs Assessments, which will be used to provide recommendations for future programming and service needs. In addition, funds would be used to install automatic doors at primary entrances and main restrooms at the Tukwila Community Center. UNANIMOUS APPROVAL. B. City of Tukwila After School Activity Program Update Staff briefed the Committee on the After School Activity Program at Tukwila Community Center, which the Parks and Recreation Department has been running since the Tukwila School District discontinued its partnership with the YMCA in 2016. The City's relocated and expanded program started in January 2017 and has seen steady growth ever since. The program currently has 98 of 100 slots filled, with 1/3 of participants paying full price and nearly 2/3 participating for free. The program includes healthy snacks, homework help, active play, arts and projects and has received very positive feedback from families. The Tukwila School District provides bus transportation. Committee members expressed appreciation for the program and acknowledged that staff will be seeking direction later this year through the biennial budget process. Chair Kruller offered to reach out to tech companies about the possibility of donating 20 computers to the program. DISCUSSION ONLY. Community Development & Neighborhoods Minutes May 29, 2018 C. Lodging Tax Applications: Starfire Sports and Renton Chamber of Commerce Staff is seeking Council approval of two applications for lodging tax funds as recommended by the Lodging Tax Advisory Committee on May 22, 2018. Starfire Sports is requesting $44,500 in lodging tax to support its leagues, events and tournaments with a goal of attracting visitors to the complex and the City of Tukwila. The scope of work is generally the same as last year's contract. The Renton Chamber of Commerce is requesting $10,000 in lodging tax to support the Renton City Comicon, which is located at the Hotel Interurban in Tukwila on September 15 and 16th, 2018. RenCon has continued to grow in attendance and attendance is forecasted to be 4,000 including 550 room nights. If funding is approved by the Council, the City will be a presenting sponsor for this event. UNANIMOUS APPROVAL. FORWARD TO JUNE 4, 2018 REGULAR CONSENT AGENDA. D. Accessory Dwelling Unit Regulations The Committee of the Whole referred the draft ordinance regarding Accessory Dwelling Units (ADUs) back to Committee at its May 14, 2018 meeting, requesting further discussion on parking space requirements, minimum lot size, maximize structure size, and garbage service requirements. The Committee discussed options for each, and recommended the following: Parking Retain the current proposal to have one on-site parking space per bedroom in addition to the parking required for the main house. The Committee also agreed that some neighborhoods in Tukwila would benefit from a zoned parking permit program and would like this to be considered before more density occurs. Minimum Lot Size Apply the 6,500 LDR minimum lot size to detached ADUs and allow attached ADUs as part of a house on any LDR lot. Maximum ADU Square Footage Set an 800 square foot maximum for detached ADUs. Garbage Do not address garbage requirements in this ordinance, as those will be negotiated as part of the Waste Management contract led by the Public Works Department. Chair Kruller asked about density impacts on low density residential neighborhoods, and if this ordinance would constitute a zoning change. Staff replied that this is not a proposal to change the zoning as ADUs are an accessory use, and that neighboring cities with lower ADU standards have seen only 20-30 per year. They are expensive to build, costing as much as 200K, which is prohibitive for many. UNANIMOUS APPROVAL AS AMENDED. FORWARD TO JUNE 25, 2018 COMMITTEE OF THE WHOLE.
