Council President Saul called the Tukwila City Council Work Meeting
to order at 7:13 p.m.
MABEL J. HARRIS, J. REID JOHANSON, DORIS PHELPS, DANIEL J. SAUL,
Council President, GARY L. VAN DUSEN.
Mayor Frank Todd.
After discussion the following goals were established for 1980.
1. Maintain productivity of City employees.
2. Street improvements.
a. Complete undergrounding in 7 -Year Plan.
b. Continue street upgrading in residential area, as desired.
c. Implement the transportation study.
d. Implement sidewalks in all of the business area.
e. Complete plan for Interurban Corridor.
3. Update water system comprehensive plan.
4. Complete update of T.M.C.
5. Complete capital improvement program for Foster Golf Course.
6. Trail improvements.
a. Construct Christensen Trail to T -line bridge and Tukwila
Parkway.
b. Maintain residential trail program.
c. Acquire right -of -way for public access along complete
bank of Green River.
d. Trail extension along Green River.
e. Establish corridor system sidewalk /pedestrian bridge
over I -405.
7. Continue acquisition of Puget Power and City Light right -of -way
on Interurban Avenue.
8. Implement quantity buying and inventory control.
9. Energy policy for City.
10. Completion of zoning ordinance by January 1981.
11. Development of capital replacement fund.
12. Computerization.
13. Review of performance evaluation system.
14. Sister City Program.
15. Establish Arts Commission.
16. Review of Council Procedure Ordinance.
17. Ordinance setting fines and forfeitures relating to criminal
charges.
18. Uptdate sign code ordinance.

Philosophical Goals. The following philosophical goals were established for 1980.
1. Increase image of Tukwila as a City.
2. Establish zip code for Tukwila.
3. Reduce fragmentation of geographical political boundaries
within Tukwila.
4. Protect raid on tax base.
5. Improve the image of the City Council.
6. Increase public input to the City Council.
