BACKGROUND The Transportation Improvement Program (TIP) is updated annually as required by the Revised Code of Washington (RCW). The TIP is adopted by resolution after a public hearing at the local agency level and incorporated into regional and state TIPs. The TIP is primarily a financial planning document for projects competing for grants. Any project submitted for federal grant funding must be included in the local, regional, and state adopted TIPs. The TIP is a rolling plan showing various funding sources: grants, developer and local funds. Projects "roll" as funds or stages occur (design report, final design and construction). Tukwila's TIP and Capital Improvement Program (CIP) list many of the same transportation -related projects. The TIP generally lists only those transportation -related projects planned within the next six years that are deemed regionally significant or that have grant funding awarded or expected. The TIP is scheduled for adoption on July 2, 2018. ANALYSIS The attached spreadsheet is the "Draft" 2019 - 2024 TIP and was created by modifying the 2018 - 2023 TIP to add or remove projects and adjust project costs. No prioritization was assigned and the list of projects is presented in alphabetical order. Prioritization of projects is reflected in the current CIP. Eight new projects were added, and 5 projects were removed because they have either been completed or moved beyond the 6 -year time frame of the TIP. Added: 42nd Ave S Bridge Replacement, 46th Ave S Safe Route to School (SRTS), Green River Trail, Macadam Rd Complete Streets, S 152nd St SRTS, TIB Retrofit, West Valley Highway/Longacres Way Shared Use Pathways (was combined with West Valley Highway Project in 2018 TIP). Deleted: Completed: Beacon Ave S Bridge, Cascade View SRTS, Frank Zepp Bridge, Grady Way Bridge. Moved to Beyond: Walk & Roll Program. FINANCIAL IMPACT None. RECOMMENDATION Council is being asked to approve the Resolution for the 2019 - 2024 Six -Year Transportation Improvement Program and consider this item at the June 25, 2018 Committee of the Whole with a Public Hearing and subsequent July 2, 2018 Regular Meeting. WHEREAS, pursuant to the requirements of RCW Chapters 35.77 and 47.26, the City Council of the City of Tukwila has previously adopted a Transportation Improvement Program and thereafter periodically modified said Transportation Improvement Program by resolution; and WHEREAS, the City Council has reviewed the work accomplished under said program, determined current and future City street and arterial needs and, based upon these findings, has prepared a Six -Year Transportation Improvement Program for the ensuing six calendar years (2019-2024); and WHEREAS, on June 25 2018, a public hearing was held regarding the City's Six - Year Transportation Improvement Program; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. Program Adopted. A Six -Year Transportation Improvement Program for the calendar years 2019 to 2024, attached hereto as Exhibit A, is hereby adopted. Section 2. Filing of Program. The City Clerk is hereby authorized and directed to file a copy of this resolution, together with the exhibit attached hereto, with the Secretary of Transportation and the Transportation Improvement Board of the State of Washington. PRESENTATIONS 11. BUSINESS AGENDA A. Resolution: 2019-2024 Transportation Imn rovement Program Staff is seeking Council approval of a resolution to adopt the annual update of the Six -Year Transportation Improvement Program (TIP) for 2019-2024. The TIP is a compilation of transportation projects planned within the next six years that are deemed regionally significant or that have grant funding prospects. This update includes the addition of the 42"d Avenue South Bridge Replacement Project, 46th Avenue South Safe Routes to School, Green River Trail, Macadam Road Complete Streets, South 152" Street Safe Routes to School, TIB Retrofit, and West Valley Highway/Longacres Way Shared Use Pathways. Completed projects have been deleted, and the Walk & Roll Program has been moved to beyond. The TIP is required by the State, but the City's biennial Capital Improvement Program should be considered the main guiding document for projects. Councilmember Idan requested to be briefed on projects where grant funding was unsuccessful, and staff agreed to include those in future presentations. MISCELLANEOUS Crosswalks & Stop Signs The Transportation & Infrastructure Committee has requested briefings on the cost and implementation strategy for traffic calming measures such as crosswalks and stop signs. A more detailed discussion is scheduled for June, but as an introduction staff passed out a memo presented to the Transportation Committee dated November 1, 2016 on the same topic. Staff also shared 2018 cost estimates, a publication from the City of Delaware, Ohio on neighborhood speed enforcement, and the City of Tukwila's Traffic Calming Program, which is currently unbudgeted. Councilmember Quinn said that he is interested in the Committee working with staff to build a stronger process to implement traffic calming. Councilmember Idan requested information on the cost of removing temporary speed cushions.
