POLICEDEPARTMENTBUSINESS StaffingUpdate DeputyChiefRickMitchellwasinattendanceinplaceofPoliceChief BruceLinton.DeputyChiefRickMitchellpresentedtheCommissiona staffingupdate.DeputyChiefRickMitchellreportedthatthepolice departmenthas79commissionedpoliceofficerpositions.2arevacant,6 officersareinfieldtraining(3willcompletetraininginonemonth),6 officersareonlightdutyand1comingofflightduty.Threeretirements areexpectedlaterthissummer.Non–commissionedstaff,thereare15 positions.1staffinlightduty,1coordinator,and1withconditionaloffer ofemployment. CivilServiceRuleX.Appointments CommissionerRonJohnstonreferencedWashingtonStateRCW Section6–TemporaryAppointment 41.12.040paragraph9thatreads: “Whenavacantpositionistobefilled,tocertifytotheappointing authority,onwrittenrequest,thenameofthepersonhighestonthe eligiblelistfortheclass.Iftherearenosuchlists,toauthorize provisionalortemporaryappointmentlistofsuchclass.Suchtemporary orprovisionalappointmentshallnotcontinueforaperiodlongerthan fourmonths;norshallanypersonreceivemorethanoneprovisional appointment” CommissionerRonJohnstonnoticedtheRCW41.21.010paragraph9 wasamendedin1993statingthe“temporaryorprovisionalappointment shallnotcontinueforalongerthan4months.”Therewasnoreferenceto theamendmentof1993ontheCityOrdinance1316,1877,or2528codes tomakechangestothetemporaryorprovisionalappointmentsperiodat 4months. ThisdiscussionisbeingnotedthattheCivilServiceCommissionis acknowledgingnochangesneedtobemadeontheCivilServiceRuleX Section6andremaintohaveatemporaryorprovisionalappointment periodof6monthswhichtheCityOrdinance1316adoptedin1984.
