SUBJECT: Staffing Update
ISSUE
The Fire Department will have between 7 to 9 employees leave the organization this year due to
retirements and other opportunities. This report will update the Council on the status of staffing
and replacement of these departing employees.
BACKGROUND
In 2016, the City Council approved a total of 5 pipeline positions to offset this type of situation
and minimize overtime costs associated with providing full staffing levels. Currently we have
had 5 employees retire or leave the organization since December 31, 2017. At this point the
Fire Department has Zero (0) Pipeline employees. Any future departures will not be replaced by
pipeline employees this year.
DISCUSSION
The report will outline staffing since 2014 and a report on the success of the "pipeline employee"
program.
FINANCIAL IMPACT
A recommendation was made at the close of the 2017 budget process to reduce the pipeline
positions to three (3). It is important to point out that finding a balance of the amount of pipeline
employees needed to affect financial impact to the overall Fire Department Budget is the main
reason for making adjustments to the pipeline program. This is the staffing goal; to end 2018
with a total of 3 pipeline positions in place and replace any other vacancies that may occur
throughout the rest of 2018. This is outlined in the PowerPoint attached.
RECOMMENDATION
This is provided for discussion only, no Fire Department recommendations made.

Sustainability
