Update
ISSUE
Update on the signal crossing on Tukwila International Boulevard (TIB) near the Abu Bakr Islamic
Center.
BACKGROUND
During the June 25, 2018 Transportation and Infrastructure Committee meeting, Abdirisak
Ahmed, of the Abu Bakr Islamic Center, asked about the safety improvements on TIB at S
141st Street. The Committee directed staff to return with an update.
DISCUSSION
In 2015, the Transpo Group studied the area near the Abu Bakr site. The report concluded that a
pedestrian signal across TIB at the S 141st St intersection met the necessary warrants for
installation of an active pedestrian signal such as a Rectangular Rapid Flashing Beacon (RRFB).
This was based on documentation of more than 230 pedestrians crossing TIB in the immediate
area during a peak hour of pedestrian use, high levels of pedestrian delay, and the high vehicular
volumes on TIB. However, after further consideration by staff, a final recommendation to pursue
a fully signalized intersection, providing control for both pedestrians and vehicles, at the
intersection of TIB and S 140th St was preferred. A signal at the north end of the Tukwila Village
site would contribute some traffic calming and metering of traffic flows and would support the
redevelopment and growth in the area.
In 2016 the S 140th St Intersection Improvement Project was added to the Capital Improvement
Program to allow for grant opportunities. Also, the nearby TIB pedestrian crossing between S
144th St and S 142nd St was upgraded to an RRFB. Since that time, no grants have been awarded
for this project, but staff continues to monitor for possible sources of funding. At this time, a
Transportation Improvement Board grant and a new WSDOT Local Road Safety grant program
are being studied to see if either would be a good match for the South 140th Street Intersection
Improvements Project.
FINANCIAL IMPACT
Design and construction of a full traffic signal costs approximately $750,000. City contribution
toward the costs will depend on the type and requirements of any grant award.
