HomeMy WebLinkAboutTIS 2018-07-09 Handout Distributed at Meeting - Memorandum on 2019-2021 Regional Mobility Grant ApplicationsTO: FROM: BY: City of Tukwila Allan Ekberg, Mayor INFORMATIONAL MEMORANDUM Transportation Committee Jack Pace, DCD Valerie Lonnem , Transportation Demand Management Coordinator CC: Mayor Ekberg DATE: 7/9/2018 SUBJECT: Regional Mobility Grant 2019-2021 Application ISSUE The Transportation Demand Management (TDM) Program is asking for approval to apply for the 2018-2021 Regional Mobility Grants (RMG) Program, a WSDOT grant. BACKGROUND In recent years, the City's TDM Program has received RMG funding through a partnership with King County Metro, who provided pass-through funds to promote their program. King County Metro is not applying for funding for the 2019-2021 gr8nt, therefore the City's TDM Program is applying to continue TDM outreach activities in Tukwila and interested partnering south King County jurisdictions. DISCUSSION The scope of the pRMG project, which would be implemented July 1,2019 through June 30, 2021, is to focus on providing TDM services to centers of activity (e.g. business parks, commercial and residential multi -tenant buildings, educational institutions) and congested corridors within Tukwila and other partnering jurisdictions within south King County. The project will help increase transportation options at sites that have not received Commute Trip Reduction program support, such as smaller employers, who also may not have adequate resources to subsidize alternative transportation programs. A key strategy is to develop partnerships with embedded organizations in the communities we are serving to facilitate more effective outreach and improve !ong-term program outcomes. FINANCIAL IMPACT The City wilI need to provide up to $40,000 in match funding for the grant (20% of the $200.000 program budget.) This funding will be provided in part or fully by the City's TDM Allocation (formery called the Commute Trip Reduction Allocation) and additional in-kind funding may be secured from partnering agencies. There will be no impact to the general fund. RECOMMENDATION The Council is being asked to approve the request to apply for the 2019-2021 RMG Program. ATTACHMENTS 2019-2021 Regional Mobility Grant Program Timeline and Process WIWSDOT 2019-2021 REGIONAL MOBILITY GRANT PROGRAM TIMELINE AND PROCESS The state -funded Regional Mobility Grant (RMG) program supports local efforts to improve transit mobility and reduce congestion on our most heavily traveled roadways by providing connectivity and efficiency of the transportation system. This competitive grant program funds cost-effective public transportation projects that reduce delay for people and goods, and improve connectivity between counties and regional population centers. Supported in statute by RCW 47.66.030, this program funds new transit services that connect urban centers, park and ride lots, new buses, and rush-hour transit service along congested corridors. This grant programa|sofunds capital projects that improve the connectivity and efficiency of the transportation system. Cities, counties, ports, and transit agencies in Washington state are eligible to apply for RMG funds. The panel scores each application based on the program evaluation criteria as specified in the NOFO, and recommends a prioritized project list to WSDOT. WSDOT reviews the recommendations of the evaluation panel and submits a prioritized list to the Legislature and the Governor's office. The Legislature takes action during the development to the 2019-2021 transportation budget and releases the LEAP Iist of funded projects.
