Meeting Minutes

CALL TO ORDER: Committee Chair McLeod called the meeting to order at 5:30 p.m.
I.PRESENTATIONS
II. BUSINESS AGENDA
A. Ordinance:
Staff is seeking Council approval of an ordinance that would establish sewer connection
requirements and to define the service is boundary served by the Valley View Sewer District
(VVSD). Valley View is allowed to
per an interlocal agreement amended in April 2018. The proposed ordinance states that homes
existing on September 30, 2018 will be required to connect to the sewer and pay associated
charges if any portion of the building is within 250 feet of a sewer line and in the event of septic
failure, temporary drain field repair, change of ownership, or remodel. VVSD Commissioner Pam
Carter shared with the Committee some information about the sewer connection costs.
Households with 50% and below median will qualify for financial assistance due to Community
Development Block Grant funds. There is a significant savings incentive to connect in 2018, or
Phase II of the project. The Committee requested to have the information about the connection
costs in the packet for the Committee of the Whole meeting. UNANIMOUS APPROVAL. FORWARD
TO AUGUST 13, 2018 COMMITTEE OF THE WHOLE.
B. Puget Sound Energy Small Cell Wireless Overview
Chair McLeod invited representatives from Puget Sound Energy to share information regarding
their experience in collocation with wireless facilities. PSE has 497,354 existing attachment or
units, including street/area lights, wireless, and wireline. includes a preliminary
screening, application review, engineering & design approval, construction and installation,
and they have created a Pole Services Department to focus on safety, regulatory adherence,
and reliability. PSE offered to continue to be a resource to Tukwila as it moves into the
development of regulations and standards for small cell technology.

C. Small Cell Technology Franchise Agreements with AT&T/New Cingular and Mobilitie, LLC
Staff is seeking Council approval of franchise agreement ordinances with both AT&T/New Cingular
Wireless, PCS, LLC, and Mobilitie, LLC. Both are telecommunications companies currently in the
stages of deploying small cell technology to expand wireless network capacity and the respective
-of-way. As requested
at the June 25, 2018 Committee meeting, staff prepared a table showing the differences between
the two agreements as well as with the Verizon agreement approved in February 2018. Staff also
reviewed policies from the cities of Mukilteo and Renton and together, with the City Attorney,
determined that those would be good models for the regulatory process mentioned above, but
would not impact the proposed franchise agreements. Committee members, staff and guests
discussed the agreements and the next steps to discuss the regulatory framework. The City of San
Jose, California was mentioned as a good model to explore, as it is working with carriers to bridge
the digital divide on internet service. The Committee agreed that the ordinances were ready to
move forward to the Committee of the Whole. UNANIMOUS APPROVAL. FORWARD TO JULY 23,
2018 COMMITTEE OF THE WHOLE.
III. MISCELLANEOUS

South 140 Street Intersection Improvements
Staff is planning to pursue a Transportation Improvement Board grant for the Rectangular Rapid
Flashing Beacon (RRFB) near the Abu Bakr Islamic Center as discussed previously in Committee.
Chair McLeod requested that staff work with the Center on the location. The Committee gave
permission for staff to pursue the grant.

53 Avenue South Speed Cushions
A resident inquired about the possibility of including speed bumps or cushions as part of the

improvements on 53 Avenue South. Options include asking the contractor for an estimate or

installing cushions such as those on South 160. Councilmember Quinn stated that the Committee
has been working on a predictable process for speed calming measures and would like to see that
process followed. Staff will return with more information.
Committee Work Plan
The 2018 Committee work plan was included in the packet for reference.
Southcenter Boulevard
Councilmember Quinn stated that a resident asked if the Southcenter Boulevard improvements
included a residential sidewalk rather than commercial. Staff will follow up.
