the Regular Meeting of the Tukwila City Council to order.

Councilman Phelps asked about a cash warrant for Jones Associates
in the amount of $6,754 that has a note on it to hold payment and
warrant #6738, also to Jones Associates for $2,565 has a notation
for holding. The Department Head had signed them, then crossed
the name out. Shirley Kristofferson, Acting Finance Director,
explained that those vouchers were first issued in February, but
were withheld at that time. The date has been changed and they
have been signed again.
PETITIONS, COMMUNICATIONS, APPEALS AND SIMILAR MATTERS
Proclamation: Mayor Todd read a proclamation proclaiming the month of June
Home Burglary 1980 as Burglary Prevention Month and called upon all citizens
Prevention Month to aid and assist their police agencies and do all else possible
to prevent, detect and report the crime of burglary.
Mayor Todd noted, for the record, receipt of a petition from a
group of concerned citizens located east of the 56th Ave. Bridge.
They state that they have urgent need for a replacement bridge.
The situation is serious. Councilman Van Dusen noted a copy of
the petition was also sent to R. R. (Bob) Grieve, District #8,
King County Council. He asked how many households are in the
City. John McFarland, Administrative Assistant, reported there
are 10 houses in the City and approximately 55 on the whole point.
Mayor Todd noted a Claim for Damages in the amount of $23,584.38
filed with the City by Recycling Services, Inc., P.O. Box 272,
Sunnyside, WA 98944. On May 8, 1980 a truck and trailer vehicle
owned by claimant attempted to cross the 56th Ave. Bridge located
east of Highway I -5 in Tukwila. As claimant's vehicle was crossing
the bridge, it collapsed, causing claimant's truck to fall into
the Duwamish River.

Mr. McFarland noted that an identical claim has been filed with
King County. Their concern is the total dollar amount, not who
pays it.
Attorney Hard said he had a call from the Office of the King
County Prosecutor. They are reviewing the problem and will get
back to the City with their position. He recommended the City
deny the claim.

Wash., discontinuing the summer sewage rate and repealing Ord.

City Attorney Hard read an ordinance of the City of Tukwila,
Wash., amending Ord. No. 1136 and Tukwila Municipal Code 14.16.065
in order to provide reduced Metro rates for senior citizens.

Mayor Todd clarified that this ordinance provides for reduction
of the Metro sewer rate and has nothing to do with bus fare as
previously reported in the local paper.

City Attorney Hard read an ordinance prohibiting parking in parking

Councilman Van Dusen asked about the penalty for violating the
ordinance. Attorney Hard said there is a uniform bail schedule.
Mayor Todd said if a disabled person is a passenger in a car that
is not marked for the handicapped, there is a problem. Attorney
Hard said he is aware of this, but felt if a person is ticketed,
the charge would be dropped.

City Attorney Hard read an ordinance establishing certain fire
protection standards for the construction of high rise buildings.

Attorney Hard reported that he has deleted Section 16 from the
original ordinance based on concern expressed at the last
Committee of the Whole Meeting. Some were afraid it gave the
Fire Chief too much authority. He said he has also revised

Mayor's Report
Section 2 to include the Uniform Fire Code. The Fire Chief has
the same authority that basically he had before and the ordinance
is less susceptible to being challenged.

John Sheets, Police Chief, explained that the officers volunteered
considerable time to September and Associates in production of a
training film called Shoot -no- Shoot. It was filmed in Tukwila and
the officers were on their own time. The officers that take the
training under this gift will do it on city time.
City Attorney Hard read a resolution of the City of Tukwila,
Wash., accepting a gift in the form of credit from September
and Associates.

City Attorney Hard read a resolution of the City of Tukwila,
Wash., amending Res. 614, relating to a wage salary plan for
all full time permanent positions with the City of Tukwila
providing for the administration of such plan.

Councilman Van Dusen said he has no problem with giving credit
for past employment or experience but he has a problem with
longevity credit for education. The first one is based on com-
petency in a job where the second one is based on theory. Many
people in certain positions are overqualified as far as education.
He questioned whether the City should pay for education. Council-
man Phelps said the Committee looks at the type of education the
person has, how it relates to the job description they are working
under and gives them credit on that basis. Mr. McFarland said they
not only look at the level of education, but also the application
of the education in relation to the function of the position.
Councilman Johanson commented that it seems that the public sector
does not take the guidelines of the private sector in regard to
planning the requirements for increasing pay, etc. They are
working on their own system, they judge each other by each other.
This is my problem in accepting the recognition for the things
the public sector does as compared to private enterprise.

Mayor Todd reported that approximately 40 employees have recently
taken the class on how to operate the fire extinguishers installed
in the municipal buildings. Also, last week the Fire Department
gave two classes on instruction on how to administer C.P.R.
There were approximately 40 employees in attendance.
Mayor Todd asked how soon he would receive the answer to an
inquiry on a situation involving the Planning Commission.
Attorney Hard said he has just received it and needed more
information.

Attorney Hard reported that the past month has been fairly quiet.
He has spent considerable time on both LID #29 and LID #30.
They are both moving along, but there are some problems.
Attorney Hard noted that the matter before the Human Rights
Commission involving Ann Lovell is still pending. He said
he would be back to discuss it with Council at a later date.
Councilman Saul asked about the City paying $10.00 a yard for
rock on the LID #29 project. He noted that he buys it cheaper
than that. Attorney Hard said this is the in -place cost.
Councilman Johanson said the Public Works Committee is holding
an informal public meeting Wednesday night regarding LID #30.
Mr. McFarland said that he has notified Dennis Hidell that he
has been selected as the Council Intern. He will probably be
at the next work session.
Councilman Phelps reported that the item of the Crime Pre-
vention Officer's salary has been forwarded by the Administration
to the Civil Service Commission. On the item of the evaluation
of the Police Department, Committee felt they didn't have enough
to discuss unless they had a proposal so they referred it directly
to the Public Safety Health Committee.
Councilman Phelps reported that the Community Affairs Committee
will meet Thursday at 5:00 P.M. They will discuss the Interurban
Corridor Study and the possible historic preservation grant ap-
plication.
Councilman Hill said the Public Safety and Health Committee will
discuss the unstable refuse bins and the evaluation of the Police
Department at their June 11 meeting.
