CALL TO ORDER: Chair Hougardy called the meeting to order at 5:30 p.m.

A. Justice Assistance Grant Fund Purchase
Staff is seeking Committee approval to spend $10,500 in Justice Assistance Grant (JAG) funds
to purchase a DJI Matrice 210 unmanned aircraft system. The DJI Matrice series uses a new
technology that makes it capable of operating in rainy conditions, so this purchase will enhance
the Police Department's UAS program in mapping accident and crime scenes. UNANIMOUS
APPROVAL.
B. Fire Station 51 Design Development and Estimate
Staff is seeking Council approval to proceed with the "Construction Documents" phase of the Fire
Station 51 project. The Design Development phase is now complete and the GCCM and architect
budgets have been crosschecked and reconciled at $8,611,345. The currently approved
construction budget is $8,405,455, which includes contingencies. The design team intends to
make appropriate adjustments not relating to station functionality that will stay within the
approved budget. As previously discussed, the Fire Department has a wishlist of design
alternatives that are not currently budgeted, but will be considered a la carte if budget becomes
available. Councilmember McLeod asked that Councilmembers be informed of these alternate
items. Chair Hougardy noted that storage will continue to be a problem as it is currently at
Station 51 and on the desired alternatives list. UNANIMOUS APPROVAL. FORWARD TO AUGUST

C. 2019-2020 Biennial Budget
Staff presented proposed 2019-2020 budgets for the following capital project funds related to
the Public Safety Plan:
Fire Improvement Fund/Impact Fees (304 Fund)
This fund provides fire department capital improvements and apparatus through Fire Impact
Fees. Impact fees are transferred to Public Safety (305 Fund) to pay for improvements specific
to the Fire Department. Fire impact fees are budgeted at $500K each for 2019 and 2020, not
including mitigation fees from Tukwila South.
Public Safety Plan (305 Fund)
This fund is used to account for construction costs associated with the new Justice Center and
fire stations, including voter -approved debt, LTGO debt and dedicated revenue sources. The
proposed budget reflects the Council's "D-20" financing decision made in June along with
adjustments made since then. Staff is now proposing to issue $25 million in LTGO debt in 2019
rather than $20 million in 2020 due to timing changes in expenditures as well as the soft costs
absorbed by Stations 51 and 52 when the Council decided to eliminate Station 54 from the plan.
It also includes budget in 2019 for costs associated with studying rehabilitation of the existing
station 54.
The Committee asked for the following:
• Footnotes explaining the $297k estimate for 54 in 2019 and the soft costs absorbed by
the remaining stations.
• Additional detail in the memo explaining the LTGO change to $25 from $20 million.
• Footnote explaining capitalization related items
City Facilities (306 Fund)
This fund includes LTGO bond proceeds in 2019 to purchase land and remodel facilities for the
Public Works Shops facility. Councilmember Robertson requested footnotes explaining the
revenues in more detail.
