Further, I understand that funding for this work is being provided by the King County Flood Control District, King County Wastewater Treatment Division, and the King County Noxious Weed Control Program at no cost to me. I understand that this free service is only available for the duration of this allocated funding. I acknowledge that with the exception of damages that result in whole or in part from the negligence of King County, its successors or assigns, I do hereby, for myself, and my heirs, executors and administrators, waive, release, and forever discharge any and all rights and claims against King County, its officers, and/or assigns for any and all damages claimed to have been caused by any activity consistent with the above purpose. Your property (Parcel number(s): see attached parcel list) is located in the area where we are able to control knotweed this year. We are writing to ask your permission to check for and control knotweed on your property. There is no cost to you for this work because it is part of a larger effort to combat this invasive noxious weed in the Green-Duwamish River watershed. If you agree, our staff will visit your property to check for and control knotweed between July and September. Most of our work consists of treating knotweed near the water by boat. If boating is not feasible or we cannot reach all knotweed from the boat, we will notify you before our staff enters your property. The purpose of this effort is to improve and restore the riverbanks to increase bank stability, benefit runs of threatened salmon and to preserve the natural and scenic beauty of the river. Knotweed is an invasive plant that can cause problems if not controlled. On rivers and streams it crowds out trees and other plants that are better for water quality and bank protection. It is also difficult to control because it spreads by fragments in the water, so all knotweed plants along a river need to be treated to be effective. This is why we are asking your permission to include your property in our project area. In 2017, the project surveyed over 40 acres in the watershed and controlled over an acre of knotweed in that area. Due to our past efforts, many previously infested riverbanks are now nearly knotweed-free and are being replanted with native trees and shrubs by project partners Forterra and King County Parks, as well as citizens, agencies, and nonprofit organizations. Effective control methods for knotweed include applying a targeted spray to the leaves and stems or injecting herbicide into the plant. Small plants may be dug, but it is not effective for larger plants. Cutting or mowing plants is not effective. All of the herbicide control for this project will be conducted with a state -approved, aquatic -formulated, low -risk herbicide and under a water -quality permit issued by the Washington Department of Ecology. Please do not cut or mow the knotweed on your property before we treat it, because this will reduce the effectiveness of our control methods. Our goal is to control all the knotweed in the active flood zone but we cannot always see all the knotweed from the river. Please contact us if there are areas of knotweed on your property that would be difficult for us to see. If the knotweed is far from the river, we may not be able include it in our project. To help us schedule our field work, please complete and return the attached permission waiver by July 20, 2018. This waiver allows King County Noxious Weed Control Program and the crews working with us to survey and control knotweed on your property this year. Again, there is no cost to you for us to check for and control knotweed on your property, but we do need your permission before we can offer this assistance.
