COPCAB Minutes
April 12, 2018

• Minutes for 3/8/18 meeting approved
• Strategic Plan Update — Mia Navarro
• Checking back on the Strategic Plan Goals as the 2019/20 budget is in line with
those goals.
• Budgets will be according to priorities so that the City knows how
much is being spent on each goal.
• Will send out information with link to online survey via email
• Dinner May 3rd at Thorndyke Elem at 6pm to discuss results and get
feedback
• Chief's update:
• Community Engagement Strategies for TPD
• Initially engaged with Sgts. and Command Staff
The idea is for all officers to be engaging in community policing
Initially the Community Police Team took the lead on this
Putting together teams within the department to engage the
communities within each district
1. Each team is a CPT member, patrol officers and a detectives or
other PD staff person
2. The team listens to the community to get a handle on what their
ncerns are.
• Going forward, the Chief will keep COPCAB updated on progress toward the
goals.
• Upcoming meetings with Villages at South Station, Mall, businesses south of
the mall and the Tukwila School District.
• Questions:
• Will residents know who is in their district once it is determined.
• New Anthony is working with Tukwila to fill in the PD and

• Survey Notes on John's sheet.
• Good of the Order
• Jan — Is Tent City 3 coming to Church By the Side of the Road? She wants to
make sure people banned from TC3 do not just head to her property.
Strategize with Tent City and figure out what happens if someone is banned
and where do they go. When an officer takes a report and it is entered, does
the next officer have access to the case? Answer, not if the first officer has
not finished the case in the computer, perhaps they will be able to check the
radio log.
• Lilliana — how can she get information on children or effects on the School
District.
• Jerry — Touch a Truck is July 28`h, 9am to noon in the south parking lot of
Westfield Mall. Is the crime mapping app up and running yet? No, there
have been technical difficulties. What are the biggest staffing issues,
retirements, recruiting or retention? Chief, all have been keeping him up at
night. About 30% of our officers are eligible to retire. Typical attrition is 5
per year. Recruiting is an issue nationwide, everyone is having difficulties
with this piece due to the issues in some departments. All similar
departments are offering bonuses for lateral higher than Tukwila's.

COPCAB Survey Project
Topics/Questions to be discussed
1. Is there a clear purpose for the survey? Will respondents know what it is?
2. What incentive do respondents have to make the effort to complete the survey?
3. Can the "app" translate all (or most common) of the languages spoken in Tukwila without
making translation errors?
4. Will there be a print version for respondents that do not/will not use an electronic "app"?
5. How will the survey be administered? (possibilities include)
- Door-to-door
- Tukwila CH21 and website
- Tukwila City Hall
- Tukwila Community Center
- Retail stores i.e. Saars, drug stores
- Library
- Utility Company offices
- Light Rail station
- Retail stores
- Restaurants incl. fast food
- Starbucks
- Golf Course
- Churches
- Other
6. How long will it take to;
- create the survey?
- create the "app"?
- Test to ensure accurate translations to other languages and no cultural problems?
7. What kind of assistance will be provided to respondents that need language or technical help?
8. Who can assist with administering surveys?
- DECA (or similar) students
- Other (high school or local college) students
- Police explorers
- COPCAB members
- TIBAC members
- Citizen volunteers
- City employees (volunteering) or paid, such as police officers
9. Can we have promotional materials i.e. business cards, doorknob hangars (?), flyers, posters?
10. Review and possibly revise the survey questions from the draft Roger provided.
11. Review the previous survey for "good" questions that can be used in this survey
12. Establish a realistic time frame for the project.
13. How will we (or will we) verify that the survey was completed by a Tukwila resident (and only
one survey)?
