SUBJECT: Transportation Demand Management (TDM) Program Update

ISSUE
The Transportation Demand Management (TDM) Program, formerly known as the Commute
Trip Reduction (CTR) Program, continues to provide transportation resources and incentives to
the residential and business communities in Tukwila and partnering south King County
jurisdictions to promote alternative modes of transportation (e.g. walk/bike, transit, Vanpool,
carpool.)
BACKGROUND
The TDM Program receives an ongoing allocation for continued administration of the Commute
Trip Reduction Program for CTR-affected employers as required by state law. Staff ensure
employers complete required program elements, including surveying employees' transportation
behavior and reporting on program elements. Currently, the TDM Program is bolstered by three
additional grant -funded sources: passthrough funding from King County Metro's Regional
Mobility Grant to promote the Just One Trip campaign; a Regional Congestion Mitigation Air
Quality (CMAQ) Improvement Grant to provide TDM services to those who live or work in
Tukwila and south King County, in partnership with five other south county jurisdictions; and a
Commute Trip Innovations Grant (CTIG), to provide support to employees and employers at the
Sea-Tac Airport to reduce the regional congestion and air quality impacts of airport traffic.
DISCUSSION
The TDM Program uses various strategies to encourage non -drive alone travel, including: in -
person outreach at community events; assistance to both CTR-affected and non-CTR affected
employers to assess their transportation benefits and provide resources and support;
Transportation Options (TO) trainings, Getting Around Puget Sound (GAPS) tabling, and
personalized trip planning assistance, in partnership with Hopelink; and incentivization of non -
drive alone travel on trip -logging websites such as RideshareOnline.com. The program has
evolved from a commute trip focus to an "all trips" focus, in recognition that most trips are non -
commute trips. The TDM Program recently applied for Regional Mobility Grant funding to
maintain and expand TDM services in Tukwila and partnering jurisdictions.
FINANCIAL IMPACT
The TDM Program is grant -funded with no impact on the general fund.

Trends
•Reporting is going up significantly.
•All neighborhoods have seen an increase in reporting. The increase in
North Tukwila Reporting is an outlier.
•Top issues are garbage/debris and illegal parking.
•Significant increases over 2017 in animal control, camping, code enforcement,
garbage/debris, public property/right of way, and parks reports.
•More reporting in summer months.

Integrations
Lucity (in process)
LucityAM is a comprehensive suite of software solutions for Public Works that enables agencies
to meet their demands for management of assets, customer requests and work orders,
preventive maintenance, resources and inventory, best practices and regulatory compliance.
mArcGIS/ESRI (under consideration)
This would allow us to sync our service request data directly into our GIS system.
