Bids were opened on August 26 at 2:00 P.M. for the installation
of the signal at Tukwila Parkway and Andover Park West. Three
bids were received as follows:

Westcoast Electric Co. of Wash. $35,638
Signal Electric of Kent $29,975
The Public Works Department recommended that the bid be
awarded to Signal Electric.

CITIZEN'S COMMENTS, INTRODUCTIONS AND AWARDS
Introductions: Mayor Todd introduced Patrick J. Lowery and administered the
Patrick J. Lowery, Oath of Office for the position of Acting Police Chief. Mr.
Acting Police Chief Lowery noted that September 1 was his 26th anniversary in law
enforcement.. He was sworn in as a rooky on September 1, 1954.
Mr. Lowery introduced the newest Police Officer in the Depart-
ment, Darrell Baskin, and administered the Oath of Office to him.

Councilman Bohrer said he noted that this transfer motion
deletes the salary for the position of OCD Director. That
position is still in the Municipal Code. The Finance and
Personnel Committee has discussed the reorganization of the
Department and has agreed to discuss it further. He said he
feels it is inappropriate, at this time, to delete the salary
for a position the City still has. At such time as this
position is no longer in the organizational structure of the
City, he would support deleting the salary.

Water and sewer rates in the City have not changed since 1975
and 1977 respectively, but labor, materials, and equipment costs
have continued to increase, and the current rates do not allow
for any major capital improvements to the system. The Formal
Motion authorizes the Public Works Director to obtain estimates
for a consultant to do a Comprehensive Water and Sewer Study.

FORMAL MOTION TO AUTHORIZE THE PUBLIC WORKS DIRECTOR TO OBTAIN

City Attorney Hard read an ordinance of the City of Tukwila,
Washington, requiring certain procedures to be followed in
the hiring of Department Heads.

Councilman Bohrer noted that Council had asked the City Attorney
to research if this ordinance was in conflict with the Civil
Service Rules. Attorney Hard said he could find no conflict.

Councilman Saul read a memorandum from Al Pieper concerning
the proposed Sign Ordinance. Mr. Pieper requests the proposed
ordinance not be adopted. The original intent of the ordinance
was a simple change allowing applicants, under certain conditions,
to apply for relief from code restrictions. After several
revisions, the ordinance now adopts provisions and conditions
that an applicant cannot meet, and therefore negates.any chance
of relief. Changes in the code should make it more manageable
and more in line with current and future needs. Mr. Pieper
had again revised the ordinance and states that his revision
is simple and meets all the needs that have been expressed at
previous meetings and he urged its adoption with no further
revisions. Councilman Saul read, in its entirety, the proposed
ordinance as revised by Mr. Pieper.
Councilman Van Dusen referred to a letter from Timothy S.
Dubois, Doubletree Plaza Hotel. Mr. Dubois states that he
believes what is necessary is simply a brief addition to the
sign code recognizing large buildings as a fact of life in
Tukwila. He suggested adding a letter E to Section 19.32.140
of the TMC: "High rise structures (as defined by the TMC)
engaged in retail use and having a total projected face area
exceeding 6,000 square feet may make sign application to the
Planning Commission, sitting as a board of architectural review."
Councilman Van Dusen expressed concern that the City could end
up with large, obnoxious signs. He wanted to be sure this was
prevented. Mr. Dobois said the existing sign code does not
preclude this. In the coming months all of Southcenter Parkway
is going to be developed, and under the current code, the City
could have a street that looks like Highway 99. It would be
better if all sign applications had to go for architectural review.
Mayor Todd asked Mr. Dubois if he saw a need for a sign larger
than 150 square feet on his building and was told, no.
Attorney Hard, Mayor Todd and the Council discussed their
interpretation of the proposed ordinance and made suggestions
on how it could be amended to clarify the meaning.
Mayor Todd called Council's attention to an old lawsuit filed
against the City which involved a company that did not face
Interurban Avenue but had exposure to the street and had an
access to it. The court ruled in favor of the company.

Mr. Dubois noted thata 150 square foot sign on any building would
be less obtrusive than a sign installed at curb level.
Attorney Hard stated that Council needs to decide what they
want in this ordinance so it can be amended to include those items.
Mayor Todd suggested that "or from which access is available" be
added to the first line of Paragraph A.
Councilman Phelps suggested that Council use the proposed
ordinance included in the agenda packet, eliminate subparagraphs
2 and 3, and include any of the amendments agreed to by the
Attorney and Council. She said Mr. Bohrer has suggested some
changes that make sense in the table as far as eliminating
the stair stepping of sizes and you go through the square foot
of sign area and building area. She would like to preserve that
improvement to the Sign Code.

Attorney Hard suggested that Council approve the following
changes to the proposed ordinance which is included in the
agenda packet:
1. Delete "(TMC 19.32.140)" which is included in the title.
2. A. (1), sentence 2: The area (insert "of signs

4. Delete Paragraphs (2) and (3)
5. New paragraph (2) as follows:
Buildings may utilize two or more signs providing the
additional signs or signing is approved by the Planning
Commission and is within the maximum total permitted
sign area as set forth in the Table in paragraph A. (1)
above.
6. Paragraph (4) is changed to (3) and paragraph (5) to (4).

Attorney Hard read an ordinance of the City of Tukwila, Wash.,

Councilman Harris said she still has a problem with the sentence
which reads "one sign is permitted for each street on which the
property fronts."
Mayor Todd said his interpretation is based on the court decision
that International Harvester did front on and did have access
from Interurban, therefore, the award was made in their favor.
Attorney Hard said he agreed. International Harvester had an
easement from Interurban across the City Light easement, and
the court held that that constituted frontage.
Mayor Todd said the access road past the office building and
the Standard Station is truly an access into the Doubletree
Plaza Hotel and, as such, the north side of the building is
considered to be a legal face on which they can place one
or two signs.
Mayor Todd noted that the City cannot depend on the memory of
certain people in dealing with this matter. We need a con-
currence of Council that access road means frontage, and make
it a matter of record in the minutes.
Councilman Harris said the word "front" is what bothers her.
Mayor Todd suggested adding "or a street from which access is
available" be added after the word "fronts" in Section A. (1).
Attorney Hard worded the proposed amendment as follows: "or
each street from which improved vehicular access is available."

designating a lending institution and setting the interim
financing rate for LID 30 Revenue Warrants.

Councilman Bohrer asked if the Bonding Attorney has approved
this ordinance. Mrs. Kristofferson said he does not approve
it until after Council has passed it. At that time he will
give his written opinion.

INCLUDE A DISCUSSION ON THE PURCHASE OF A NEW STREET SWEEPER.

Councilman Hill said this item has been discussed by the Public
Works Committee.
Ted Uomoto, Public Works Director, said that the City's street
sweeper is in a continual state of repair. They need a sweeper
for Fall when the leaves are falling to keep the storm drain
systems free and clear. There are options that the City can
use -one is to go to a contracted sweeper service. Their
hourly rate is about $45.00. If we were to have an emergency,
a sweeper might not be available. They were proposing the
sweeper for next year's budget, but at the present time, there
is a sweeper available that another City ordered and is unable
to purchase. The Street Department has reviewed sweepers and
feels that a Mobil Sweeper would fit the City's needs the best.
The cost would be around $58,575. If we wait until next year,
there could be a time delay on delivery of several months
and a price increase. The company has a lease option program.
The City could rent it for 4 months at $3,750 per month. At
that time, if the City decided to purchase it, then 85% of
that cost is applicable toward the purchase of the new machine.
The old machine has an approximate $4,000 trade in value.
Councilman Saul asked if there was money available. Mr. Uomoto
said they are still checking the budgets. He said they need
an opinion from the City Attorney if they would have to go out
for bid on this machine when another City has already gone
through the bidding process. Atty. Hard said it seems to him it
would have to be bid. Mayor Todd agreed that it has to be bid,
and we can't do anything until it is.

BIDS FOR THE PURCHASE OF A NEW STREET SWEEPER AS SOON AS POSSIBLE.*
Councilman Bohrer asked where the money was coming from. Mr.
Uomoto said it is undecided. Mayor Todd suggested funding
through a bank loan. Councilman Van Dusen asked if there
was any method of sweeping sidewalks. Ralph Trepanier and
Mark Badten, Maintenance Crew, agreed that the street sweeper
is too heavy and could cause damage to the sidewalks and to the
utility boxes installed in them.

City Attorney Hard read a resolution of the City Council of
the City of Tukwila in support of the King County Housing
and Community Development program for the development of
subsidized housing for senior citizens.

Mayor Todd reported that the Departments are all busy preparing
their 1981 budget proposals.
Mayor Todd noted that he wanted to discuss the possibility of
realigning of the management of the Police and Fire Departments
by forming the position of Public Safety Officer with the Council.
John McFarland, Administrative Assistant, reported that he
has received a communique from Ikawa -cho, Japan. They would
like to send another group of citizens over for a visit in late
October or early November.
Councilman Saul suggested that Council consider a schedule for
budget review. Mayor Todd proposed that when the budgets are
all complete, the Departments consider priorities before they
are presented to Council to eliminate part of the problems.
Councilman Saul said it looked like dollars will be the deciding
factor this year.
Attorney Hard noted that Mr. Dalley, one of the principals in
the Sunwood Development (Park Place) called and would like to
meet with Council in an attempt to furnish information and solve
their problems. Councilman Saul suggested they attend the next
Committee of the Whole Meeting and he asked staff to prepare a
report. Attorney Hard said one of the questions is whether
Council is going to make them develop the R -1 property or are
you willing to leave it in open space.

MISCELLANEOUS AND FURTHER AUDIENCE COMMENTS
Sales Tax Councilman Phelps reported that the period of July and August
Revenue sales tax revenue is 12% above the 1980 estimated figure.
$320,000 was estimated and the City received $357,265.
