BACKGROUND Staff was authorized by the Transportation and Infrastructure Committee to apply to the Transportation Improvement Board for a Pedestrian and Sidewalk grant to design and construct an RRFB across TIB in the vicinity of S 141st Street. Grant applications are being reviewed and scored and announcements on successful grants will be made in November, about one month from now. DISCUSSION The Mayor has instructed staff to look for interim pedestrian safety options for this location. Staff met with representatives of the Islamic Center to discuss the needs and patterns of those travelling to and from the mosque. Staff subsequently met with Jan Ciganic, of KPG, last week to discuss potential options that could be implemented as an interim step if funding for the RRFB is not secured. The attached figure illustrates the concept that was identified. At this time, KPG is preparing a scope and fee estimate to fully design this concept and prepare bid documents. This concept can be designed and constructed with allowances for future installation of the RRFB at the same location, should funding be secured. The scope and fee will take approximately 2 weeks to develop and is expected to be under $40,000. If the Transportation Improvement Board grant application is successful, design could begin immediately after the award notice is given, and the design could include the RRFB. If the Transportation Improvement Board grant is not successful, design could still proceed for the interim option. Design and construction could take up to 5 months to complete, weather dependent. FINANCIAL IMPACT Financial impact is not known at this time. RECOMMENDATION Information Only. This should slow traffic, discourage lane changes and provide a 4' pedestrian route to the existing ramps at the crossing. Transition lane lines back to original alignment after crossing. Stripe diagonal white gore marks to delineate the areas marked in yellow to establish the PAR space at the crossing. • Stripe crosswalk and "shark teeth" for each direction and Install torch -down truncated domes as needed. • Install yellow C-curb island with asphalt center and flexible yellow reflective tubular markers. • Install one R1-6a flexible post sign at each end of pedestrian refuge islands (2-total). • Install 2ea double -sided W11-2 w/w16-7p signs at crosswalk and 2 single -sided W11-2 v./Ahead in the advance locations. Install lea double -sided W11-2 sign at crosswalk refuge island. • Remove two trees for visibility, prune others and existing landscape island.
