M I N U T E S
Mayor Todd called the Special Meetin; of the Tukwila City
Council to order at 5:00 P.M. He reported that the Special
Meeting was called to consider the recommendations from the
Public Works Department:

2. Bid Award for the purchase of a mobil street sweeper

Ted Uomoto, Public Works Director, reported that three bids
were received on the LID #30 Street Project:
Moss Construction
Valley Cement Construction
R. L. Alia
ENGINEER'S ESTIMATE

$151,737.44
$144,000.00
Horton Dennis Associates have reviewed the bids and recommend
the contract be awarded to R. L. Alia Company, the low bidder.
Mr. Uomoto said there are still two right -of -way matters to be
settled.
Attorney Hard reported that there are two parcels of real property
that are a concern; one owned by Harold Wynn, the other by S M
Investments. As of this afternoon, Mr. Wynn's representatives
indicated there would be no problem in obtaining the right -of -way.
They have accepted the City's offer to purchase the right -of -way
at $2.00 per square foot. He said he expects to have the paper-
work done by the end of the week. S M Investment Company has
also accepted the City's offer and will provide a deed. Mayor
Todd played a key role in getting these matters settled.
MOVED BY SAUL, SECONDED BY HILL, THAT THE CONTRACT FOR THE
CONSTRUCTION OF LID #30 BE AWARDED TO R. L. ALIA IN THE AMOUNT
OF $151,737.44.*
Mr. Uomoto said R. L. Alia has indicated they have no major
construction projects coming on so this fits into their schedule.
Councilman Johanson said he doesn't recall that the City has
purchased property for right -of -way under LID's before. Attorney
Hard said it is very common for LID's to have to purchase right
of -way.
Mr. Uomoto asked the City Attorney at what point the contract
can be signed. Do we need to have the deeds signed first?
Attorney Hard said he is satisfied the City will receive the
deeds within the week. He approved the signing of the contracts.
Mr. Uomoto asked if they can authorize the contractor to proceed.
Attorney Hard said he would like a couple of days to complete the
deals, but if it is necessary to get the project completed, the
City could proceed. Mr. Uomoto expressed concern about delaying
the contracts too long so that winter weather is here. Delay
could cause the project to go up to $275,000. There is a 45
day work schedule on this contract and they hope to complete it
before Thanksgiving. Councilman Saul cautioned giving the Notice
to Proceed before the deeds are received. Mayor Todd assured
Council the contracts will not be executed until the deeds are
received.

Mr. Bob Thorpe, representing Mr. Wynn, said there were only a
couple of minor problems with the documents. The papers should
be ready for the City in a day or two. He said the $2.00 figure
is a compromise on their part. Mr. Wynn is ready to proceed.

Ted Uomoto reported that there were three bids received for
the purchase of a street sweeper.

Mayor Todd suggested that when the money is received for the
sale of the old sweeper it be placed back in the appropriate
Street Fund.
A detailed review of the specifications was made and compared with
the cost difference. The lowest cost sweeper did not meet the
desired specifications for City use. Mr. Uomoto recommended that
the City purchase the mobil sweeper out -right at $58,543.64 and
surplus the old sweeper. There is a possibility of receiving
a higher price for the City's sweeper than the $4,543.64 offered
on a trade -in by Sahlberg.
Paul Boschee, Sahlberg Equipment, said this bid is very close to
the State Bid price. Councilman Saul asked if the staff looked
into rebuilding the old sweeper. Mr. Boschee said it would cost
them in excess of $14,000 to rebuild it. The City would buy
parts retail, so it would cost more. Councilman Saul asked how
many days a week the sweeper is used. Ted Freemire, Public Works
Superintendent, said 2 days a week during the summer and 3 days
a week during the winter.
Councilman Phelps said she had delivered information to the
Public Works Director on the King County Equipment Lease Plan
and she asked if anyone had checked to see the possibility of
the City using this plan. Mr. Uomoto said he did not have the
information.

Councilman Saul asked how long a street sweeper lasts. Mr.
Boschee said 6 years. Councilman Saul asked how much a monthly
rental agreement would be. Mr. Boschee said $4,800 per month on
straight rental.
MOVED BY SAUL, SECONDED BY JOHANSON, THAT COUNCIL. AUTHORIZE
STAFF TO BUY MOBIL SWEEPER, MODEL 2TE3 FROM SAHLBERG EQUIPMENT
IN THE AMOUNT OF $58,543.64.*
Mayor Todd asked if the motion allows Sahlberg to take the old
sweeper on a trade -in. Councilman Saul said the motion did not
include the trade -in.
Mr. Freemire noted that Southpark Industries offered $6,000 for
the purchase of the old sweeper even if they don't receive the
bid. Council agreed that Staff has the authority to surplus the
old sweeper in the best interest of the City.
Mayor Todd said Council needs to consider the funding for the
purchase of the new machine.
MOVED BY SAUL, SECONDED BY PHELPS, THAT COUNCIL AUTHORIZE THE
TRANSFER OF FUNDS AS PRESENTED IN BUDGET TRANSFER MOTION NO.
80 -36. MOTION CARRIED.
