• Minutes for 9/13/18 meeting approved
• Chief s update:
• TPD still struggles with staffing, 4 retirements and 7 officers have left for other
agencies.
• We are reaching out to other states for lateral officers.
• Currently 7 vacancies, 5 in training, 1 military leave, 1 parental leave
• Red Light Cameras, the Council had more questions, so the proposal is going
back to committee then the Council as a whole. Asking for a phased in trial
period. Will do quarterly updates to council with the ability of Council to end
the program if they choose.
• Proposed Intersections to start with:
1. Boeing Access/MLK
2. SS PKY/Strander
3. Interurban/Grady Way
• Additional discussion about red light cameras
• Inquest process in King County. Whenever someone dies at the hands of law
enforcement King County (and only King County) requires an inquest. KC
wants to revamp this due to the perception that the system is biased towards law
enforcement. The King County Executive came up with a revision consisting
of
• To allow for live streaming and web updates during the hearing
• Replace District Court judge with a person selected from a pool of
pro-tempore judges to preside.
• Provide an atty for the family
• The prosecuting attorney will only provide the case file to an
administrative attorney who will represent at the attorney
• In the past, the officer has had the ability to testify to the jury about
the state of mind, training procedure and reasoning behind the
decision. The only testimony will be on if the officer followed policy
or not.

• Families will have an opportunity to speak
• Experts will be allowed to testify to areas within the scope of the
inquest.
• The Chief will be going to Force Tactics training and is a former Defensive
Tactics trainer. He will need to really be on top of ensuring everyone knows
use of force policy inside and out.
• Body cameras will help greatly with this process
• Discussion on shoot/don't shoot decisions and challenges
• COPCAB Project:
• Working to make sure the app the TS Department has is one which will do all
the things COPCAB members expect
• Allow mapping
• User friendly
• Allows translation into multiple languages

• Jan — Has the Chief met with the acting school district Superintendent?
New plans for Foster HS presented to the School Board today.
Homelessness in Tukwila is skyrocketing, lots of families on the Church
property. These are folks who are Tukwila residents who lost their housing.
