A. 2018 3 Quarter Police Department Report

Chief Linton updated the Committee on items of interest in the 3 Quarter, including staffing,
recognitions, community outreach, significant operations and events, and crime statistics.
Councilmembers asked clarifying questions. DISCUSSION ONLY.
B. Discussion on Fire Station 54 Options
Staff is seeking Council consensus on a preferred alternative to address the status of Fire
Station 54. Due to cost escalation and market conditions associated with the Public Safety
Plan, the City Council decided in June to remove construction of a new Station 54 from the Plan,
at the same time asking staff to provide information on the cost of rehabilitating the existing
station. There are several sources of information about the condition of Station 54, including
the 2008 seismic study, the 2015 Facilities Plan, the 2018 Property Conditions Report, and
actual firefighter experience. The project team has identified four alternatives with Very Rough
Order of Magnitude (VROM) estimates:

above, as well as expansion of 5,000 square feet to meet the
current program requirements. Would include acquisition of lot to
the west of the building for expansion area.

The City has the financial capacity to achieve each of the options via councilmanic bonds, with
varying impacts on the General Fund as follows:
Option 1: would cost the City approximately $275,000 a year for 20 years
Option 2: would cost the City approximately $665,000 a year for 20 years
Option 3: would cost the City approximately $1,010,000 a year for 20 years
Option 4: would cost the City approximately $1,200,000 a year for 20 years
If the Council decides not to pursue any of these options, the necessary repairs identified in the
property conditions report will need to be addressed. Disposition of the Star Nursery site will
also need to be identified on making.
Councilmember Robertson indicated there is a fifth option, which would be to do only the
immediate needs identified in the Property Conditions Report. A sixth option he identified
would be to do the immediate needs and wait a year or two to determine how things go with
Station 54 until the 2019/2020 budget is passed.
Councilmember McLeod indicated that he would not be supportive of Options 2 and 3 because
if the City were going to spend $8 million or more it would simply make more sense to go
forward with the new construction.
Management Quality Assurance consultant, Steve Goldblatt, his recommendation on the
options. Mr. Goldblatt indicated that he agreed that it may make sense to not do options 2 and
3. At this point, the best outcome would be to bring the new Station 54 back before the
engagement ends with the architects and GCCM. Councilmember McLeod asked whether there
would be the ability to obtain savings if the new construction of 54 was brought back online
after 51 and 52. Justine Kim, Program Manager from SOJ, indicated that the opportunity for
savings that would have be realized by doing three stations at the same time are gone.
Ms. Kim indicated that after the Justice Center and Fire Station 51 are under construction the
Council will have more certainty to make the decision in May or June of next year.
Councilmember Hougardy asked about the safety of Fire Station 54, which the seismic study
indicates would not be available for Immediate Occupancy. Committee members discussed
the information and all supported waiting to make a decision until spring.
Councilmember Robertson asked that the Administration return with the immediate
are a few items that would be a good use of funds such as the HVAC system. Councilmembers
Hougardy and McLeod agreed. The Committee agreed to not forward the item to COW and
requested that the Administration return the item to the Committee in spring of 2019. The
