Others in attendance were Police Chief Bruce Linton, Fire Chief Jay Wittwer, Mia Navarro, Community Engagement Manager, Victor Masters, Police Officer, Erika Eddins, HR Analyst, and Michelle Godyn, HR Analyst. CALL TO ORDER Commissioner Steve Wheeler called the meeting to order at 5:00 pm. APPROVAL OF MINUTES The March 5, 2018, minutes were approved. No corrections were noted. GENERAL BUSINESS Introduction of New HR Analyst Erika Eddins introduce Michelle Godyn, HR Analyst, to the Commissioners. New Chief Civil Service Examiner Erika Eddins informed the Commission that Michelle Godyn, HR Analyst, will assume the role and responsibilities as the new Tukwila Chief Civil Service Examiner. MOVED BY STEVE WHEELER, SECONDED BY JOHNSTON TO RECOGNIZE MICHELLE GODYN AS THE TUKWILA CHIEF CIVIL SERVICE EXAMINER. MOTION PASSED. Annual Civil Service Conference Commissioners were invited to attend the Annual Civil Service Conference September 20-21 in Yakima, WA Update on Strategic Plan FIRE DEPARTMENT BUSINESS Staffing Update Mia Navarro, Community Engagement Manager invited the Commission to participate on a survey to provide feedback on the City's Strategic Plan. Mia gave an overview of community workshop meetings to gather more information on the strategic plan. Chief Wittwer reported two firefighters retired and total of two pipeline positions available. Firefighter(s) will move into the budgeted position(s) as people retire. Through attrition, the fire department is going to go down to two pipeline positions in effect for 2018. There are two possible retirements noted. Official notice has not yet been received by the fire department. Tukwila City Hall • 6200 Southcenter Boulevard • Tukwila, WA 98188 • 206-433-1800 • Website: TukwilaWA.gov Entry Level Firefighter Eligibility List Certified Eligibility List for Fire Captain POLICE DEPARTMENT BUSINESS Staffing Update Entry Level Police Support Officer Eligibility List Certified Eligibility List for Lateral Police Officer Certified Eligibility List for Entry Level Police Officer Certified Eligibility List for Police Support Operations Admin Police Commander Promotion Two current firefighters have applied for lateral positions with other jurisdictions and resigned this month. This will leave the fire department with five open positions. On May 16, 2018, the Chief will be interviewing 10 entry level firefighter candidates to exhaust the eligibility list and hire 5 candidates from the list. The Captain Assessment Center was completed on April 24, 2018 with 6 candidates made it on the list. It is to be recorded that the Fire Captain Eligibility List was certified outside of a regular meeting commencing May 1, 2018 and ending May 1, 2020, or until depleted. Chief Linton reported that the police department has 79 commissioned police officer positions. 3 are vacant, 6 officers are in field training (3 will complete training in one month), 5 officers are on light duty, and there is lateral candidate in the first phase of background. Out of the 79 positions, 63 are working full duty. Two retirements are expected later this fall. 1 person is on light duty and expected to return to full duty by May 14, 2018. Entry Level Police Support Officer Eligibility List was exhausted after a candidate failed the Chiefs Interview. New posting will be established in May on Public Safety Testing website for recruitment. It is to be recorded that the Lateral Police Officer's Eligibility List was certified outside of a regular meeting commencing April 30, 2018 and ending April 30, 2018, or until depleted. Offer made to Brian Hunter, he is going through first phase of background process. Entry Level Police Officer oral boards completed last week. Chief Linton explained out of 59 candidates completed. Only 17 candidates made it on the list. The Civil Service Examiner presented the Certified Eligibility List to the Commissioners. MOVED BY STEVE WHEELER, SECOND BY JOHNSTON THAT THE ELIGIBILITY LIST BE CERTIFIED AND BE VALID FOR ONE YEAR COMMENCING MAY 10, 2018 OR UNTIL DEPLETED. MOTION PASSED. It is to be recorded that the Police Support Operations Assistant was certified outside of a regular meeting commencing May 1, 2018 and ending May 1, 2019, or until depleted. Offer was made to Marina Castillo on the Eligibility List. Marina is currently in the first phase of background process. Kraig Boyd promoted to Commander effective May 1, 2018. He was on the current Eligibility list for Police Commander and was on a Temporary Commander Assignment expiring April 30, 2018. Police Sergeant Promotional Testing Request to extend a Temporary Acting Sergeant Appointment Promotional testing for Police Sergeant is anticipated to take place on June 26, 2018. The current Eligibility list will be expiring on July 17, 2018. Chief Linton requested temporary Sergeant extension for Matthew Ludwig. Matthew was appointed December 16, 2017 as a temporary Sergeant of the Patrol Division. His appointment expires May 31, 2018. The appointment is necessary for operational purposes due to one Commander on specialty assignment as a project manager for the Justice Center Project. It created an operational gap which impacts patrol operations. MOVED BY RON JOHNSTON, SECOND BY WHEELER TO EXTEND TEMPORARY APPOINTMENT OF POLICE OFFICER MATTHEW LUDWIG TO TEMPORARY ACTING SERGEANT APPROVED. THE EXTENSION WILL LAST FOR 5 MONTHS (UNTIL NOVEMBER 30, 2018) OR UNTIL TERMINATED EARLIER BASED ON DEPARTMENT NEEDS. MOTION PASSED. Civil Service Rules VIII. Vic Masters, Police Officer explained the current recruitment for lateral Section 6 - Promotional/Lateral police officers and follow up on Civil Service process for lateral. Examinations He explained that challenges with physical agility testing with applicants and the medical exam coincides with overall health and fitness requirements of an applicant. He inquired to the Commission for clarity on pertinent test under the Civil Service Rules VIII Section 6, if the physical agility testing be removed and the use of medical exam to determine overall health and fitness requirements. The Commissioners agreed the medical exam was considered a pertinent test for physical fitness requirements. No modification to the Civil Service Rules VIII Section 6 will be made.
