The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service
Commission: Ron Johnston, and Kathleen Wilson. Others in attendance were Deputy Police Chief Rick Mitchell,
HR Director Stephanie Brown, Erika Eddins HR Analyst, and Michelle Godyn, HR Analyst/Civil Service
Examiner.
CALL TO ORDER Commissioner Ron Johnston called the meeting to order at 5:00 pm.
APPROVAL OF MINUTES The May 7, 2018, minutes were approved. No corrections were noted.
GENERAL BUSINESS
Introduction of New Civil Service Michelle Godyn introduce Kathleen Wilson as the new Civil Service
Commissioner Commissioner filling Civil Service Commission position #2 vacancy.
FIRE DEPARTMENT BUSINESS
Staffing Update Chief Wittwer was not in attendance.
POLICE DEPARTMENT BUSINESS
Staffing Update
Certified Eligibility List for
Lateral Police Officer
Deputy Chief Rick Mitchell was in attendance in place of Police Chief
Bruce Linton. Deputy Chief Rick Mitchell presented the Commission a
staffing update. Deputy Chief Rick Mitchell reported that the police
department has 79 commissioned police officer positions. 2 are vacant, 6
officers are in field training (3 will complete training in one month), 6
officers are on light duty and 1 coming off light duty. Three retirements
are expected later this summer. Non - commissioned staff, there are 15
positions. 1 staff in light duty, 1 coordinator, and 1 with conditional offer
of employment.
It is to be recorded that the Lateral Police Officer's Eligibility List was
certified outside of a regular meeting commencing May 29, 2018 and
ending May 30, 2019, or until depleted. Tentative offer made to Troy
Matsuyama, he is going through first phase of background process.
MOVED BY JOHNSTON, SECOND BY WILSON THAT THE
ELIGIBILITY LIST BE CERTIFIED AND BE VALID FOR ONE
YEAR COMMENCING MAY 29, 2018 OR UNTIL DEPLETED.

Police Sergeant Promotional
Entry Level Police Support Officer posted May 18, 2018 ending June 8,
2018. Currently, 6 applicants have applied. Oral Board is to be
determined.
Entry Level Police Officer 3 tentative offer made to Dakota Hodgson,
Mark Little, and Hailey Wells. They are all going through the first phase
of background.
Promotional testing for Police Sergeant posted May 18, 2018 ending
June 8, 2018. Currently, 4 officers have applied. The current Eligibility
list will be expiring on July 17, 2018.
Civil Service Rule X. Appointments Commissioner Ron Johnston referenced Washington State RCW
Section 6 — Temporary Appointment 41.12.040 paragraph 9 that reads:
"When a vacant position is to be filled, to certify to the appointing
authority, on written request, the name of the person highest on the
eligible list for the class. If there are no such lists, to authorize
provisional or temporary appointment list of such class. Such temporary
or provisional appointment shall not continue for a period longer than
four months; nor shall any person receive more than one provisional
appointment"
Commissioner Ron Johnston noticed the RCW 41.21.010 paragraph 9
was amended in 1993 stating the "temporary or provisional appointment
shall not continue for a longer than 4 months." There was no reference to
the amendment of 1993 on the City Ordinance 1316, 1877, or 2528 codes
to make changes to the temporary or provisional appointments period at
4 months.
This discussion is being noted that the Civil Service Commission is
acknowledging no changes need to be made on the Civil Service Rule X
Section 6 and remain to have a temporary or provisional appointment
period of 6 months which the City Ordinance 1316 adopted in 1984.
