PARK COMMISSION
MINUTES
September 12, 2018 5:30pm Tukwila Community Center
Call to Order: Chairperson Don Scanlon called the meeting to order at 5:33pm.
Attendance: Commissioners – Don Scanlon, Sean Albert, Scott Kruize, Ivan Cockrum, Nerissa Metully
Staff – Robert Eaton
Approval of Minutes: Scott Kruize moved to approve the minutes of the August 8, 2018 meeting. Ivan Cockrum
seconded the motion. The motion passed unanimously.
Special Presentations: Mike Murphy and Laird O’Rollins from King County presented on the Chinook Wind
Mitigation Project. Mike provided an overview of the King County Compensatory Mitigation program which is the
funding source for this project. In summary, as construction projects happen that are not able to include
mitigation in their projects, they can pay into the compensatory mitigation fund which will then pool the funds
from many smaller projects into larger scale projects that will be constructed within the same watershed the
contributing projects were located within.
Laird O’Rollins spoke to the design and purpose of the project and the unique and rare opportunity this site is for two
reasons; 1) the depth of the site back from the riverbank, and 2) being located in the transition zone of the Duwamish River.
Both these factors make this an ideal site for a riverbank restoration project that will provide more calm water areas and
lineal feet of shoreline for salmon. The project timeline is substantial completion by fall 2020 and final plantings completed in
Spring 2021. Included in the project is ten years of monitoring and maintenance of the site after which time King County will
transfer the site to the City of Tukwila in 2032, possibly with some funds for perpetuity maintenance. The overall project
budget is $14.7M.
The commission was very appreciative of the presentation, asked a couple questions about the project, including
preservation of the existing osprey pole, public access to the site (a trail around the perimeter is included in the design), and
other ecologically focused questions. They also expressed great desire that this project site be connected with the Duwamish
Gardens site and King County is in support of that as well.

Business Items
A. Green Tukwila Update – Robert Eaton pointed out a few of the highlights from the monthly report and
shared about Student Conservation Association (SCA) completing two weeks of work at Tukwila Park and
the upcoming Green Tukwila Day on October 6, 2018.
B. Acquisition – Robert Eaton shared that both properties are scheduled on the September 25, 2018
Community Development & Neighborhoods Council Committee where staff will inform the committee of
the desire to pursue these potential property donations.
Other:
A. Commissioner Scott Kruize shared briefly about the Port of Seattle Air Mail and classes on commerce they
will be putting on. Scott is planning on attending some of them and extended an invitation to the rest of
the commission as well.
Adjournment: At 6:30pm Scott Kruize moved to close the meeting. Ivan Cockrum seconded the motion. The
motion passed unanimously.
