Mayor Todd, presiding, called the Regular Meeting of the Tukwila
City Council to order.

Mayor Todd welcomed the visitors from Ikawa -cho on behalf of
the City Council, Staff Members, Members of the Host Families
and Tukwila Citizens. The past three days have been a very
gratifying experience for all of us. There are few greater
experiences than this visit by our Sister City. We are honored,
pleased and satisfied, but are sorry you are leaving so soon.
Mayor Todd introduced Vice Consul Masanori Nakano, representing
the Consul General. Mr. Nakano said it was a pleasure to attend
this ceremony. There are 16 Sister City affiliations in the
State of Washington. A people to people exchange is very valuable
for deepening mutual understanding between people who belong to
different cultures.
Mayor Todd introduced Mr. Kuninore Inoue, Director of the Board
of Education, who read a message from the Mayor of Ikawa -cho,
Mr. Akira Sogabe. The Mayor of Ikawa City expressed his joy and
gratitude to the Mayor, City Council and citizens for their effort
in establishing a Sister City affiliation. He expressed thanks
for the wonderful reception given his people. He invited the
Mayor and people of Tukwila to visit Ikawa City.

Mayor Todd introduced the following adult guests from Ikawa -cho
who each delivered very gracious messages of thanks and appreciation:

Mayor Todd introduced Mr. Hiroshi Nakayama and Mr. Cliff Webb
who are associated with the Sister City programs throughout
the valley. Mr. Nakayama was the interpreter for the evening.
PROCLAMATION OF MOVED BY SAUL, SECONDED BY HILL, THAT THE PROCLAMATION OF WELCOME
WELCOME BE READ. MOTION CARRIED.
Mayor Todd read the following proclamation:
"WHEREAS, on the 19th day of November, 1979, the City of Tukwila
and the City of Ikawa signed formal affiliation papers and were
joined as Sister Cities in the spirit of brotherhood and friend-
ship, and
WHEREAS, the spirit of the Sister Cities affiliation encourages
the personal exchange of ideas, culture, and friendship, and
WHEREAS, Mayor Akira Sogabe has graciously allowed a delegation
of citizens from Ikawa, led by the Honorable Kuninori Inoue, to
return to Tukwila, and
WHEREAS, the Mayor, City Officials and Citizens of the City of
Tukwila are delighted to open their homes to this delegation.
NOW, THEREFORE, I, FRANK TODD, MAYOR OF THE CITY OF TUKWILA, DO
HEREBY PROCLAIM AN OFFICIAL WELCOME TO OUR GUESTS FROM IKAWA -CHO
AND DECLARE THAT THEY ARE HONORARY CITIZENS OF THE CITY OF TUKWILA."
MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT THE PROCLAMATION BE
APPROVED AS READ. MOTION CARRIED.
Mayor Todd presented Mr. Inoue with a framed copy of the proclamation.
He thanked the host families for their participation and thanked
Dick Goe and Marie Johnson for their work with the Sister City Com.
The guests from Ikawa -cho sang their national anthem led by
Mari Aoki, an exchange student from Japan who is staying at the
home of former Mayor, John Strander, while attending Foster High
School. Mayor Todd led the audience in the Pledge of Allegiance
to the Flag.
Mrs. Hamako Nio, teacher and counselor, performed a traditional
Japanese Folk Dance, which was enjoyed by everyone present. Miss
Mayumi Asa, Junior High Student, performed a Japanese Folk Dance
for the pleasure of the audience.
MOVED BY SAUL, SECONDED BY HILL, THAT THE FLAG PREPARED FOR THIS
EVENING, BE PRESENTED TO IKAWA -CHO. MOTION CARRIED.
Mayor Todd presented Mr. Inoue with the flag of Tukwila on behalf
of the City of Tukwila. Mr. Inoue accepted the flag and said it
will fly high above the City Hall along with the American flag.
The students from Ikawa were all presented with T- shirts and
trading cards by Patrick Lowery, Police Chief.
Mr. Noboru Fujishima, teacher, said that for the past three days
they have been blessed with many pleasures, on the top of all this
the students have received gifts. He thanked everyone very much.
