SUBJECT: S 140th Street Intersection Improvements
Design and Funding Options
ISSUE
Discuss the design and funding options for the Rectangular Rapid Flashing Beacon (RRFB) on Tukwila International
Boulevard (TIB) near the Abu Bakr Islamic Center.
BACKGROUND
Staff has been working diligently on addressing pedestrian crossing safety in the vicinity of Abu Bakr over the past
several months. In coordination with the Transportation and Infrastructure Committee, Council and Mohammed
Jama, Executive Director of the Abu Bakr Islamic Center, several options for locating an RRFB on TIB have been
studied.
DISCUSSION
KPG, the design consultant hired to develop the construction plans, has developed conceptual layouts for two
potential locations. Location 1 is on the north side of the S 141st Street/TIB intersection, north of Abu Bakr. This is the
preferred location as it can be constructed in phases, if necessary, and provides the best visibility for pedestrians.
Location 2 is south of S 141st Street and Abu Bakr, in the middle of the Knight's Inn parcel. This option is less
desirable from a safety perspective due to more limited visibility for pedestrians and cannot be built in phases. Staff
recommends and supportive of having RRFBs at both locations.
FINANCIAL IMPACT
The current preliminary estimate for the construction of the RRFB at Location 1 is $200,000, $100,000 for Location 2,
plus a design cost of $50,000. A grant application has been submitted to the Transportation Improvement Board, but
notification on project selection will occur after this information memorandum is published. Staff will update the
Committee during the meeting as to the availability of grant funding or if City -only funds will be necessary. If the
Council elects to have both locations installed at the same time, staff estimates the total construction costs for two
locations at approximately $300,000 and design cost of $50,000 for a total cost of $350,000.
RECOMMENDATION
Mayor recommends proceeding with the design and construction of the RRFB at both Location 1 & 2 and is
supportive of proceeding with design and construction of both locations, if that is the direction of the committee.
