Mayor Ekberg announced the Council will now go into Executive Session to discuss:

The discussion will last no more than 30 minutes, and no decisions will be made during the
Executive Session. No action will be required in the open meeting that follows the Executive Session.

6:30 p.m. Mayor Ekberg announced in the lobby of the Council Chambers that the Executive Session
would be extended for no more thanl0 minutes.

CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL
Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the
audience in the Pledge of Allegiance.

Councilmembers Dennis Robertson, Kathy Hougardy, Verna Seal, De'Sean Quinn, Kate Kruller, Thomas
McLeod, Zak Idan.

PUBLIC COMMENTS
Joe Duffie, 5332 South 140th Street, referenced Veterans Day and thanked Councilmember Robertson for
representing the City at the Museum of Flight event. Many local restaurants stayed open to honor and
feed veterans. Mr. Duffie would like to see the City put up some sort of memorial to honor veterans to
ensure the community that "veterans matter" in Tukwila.
Councilmember Kruller said, as a member of a military family, this issue is near and dear to her, and she
thanked Mr. Duffie for his comments.

Mayor Ekberg thanked Mr. Duffie for his participation in the color guard at the Memorial Day event at the
Museum of Flight.
CONSENT AGENDA
a. Approval of Minutes: 11/5/18 (RegularMtg.)
b. Approval of Vouchers # 379342-379440; #181101 in the amount of $2,403,992.34
c. Mayor's Office Contracts/Agreements:
(1) Authorize the Mayor to sign a contract with the Walls Law Firm for 2019-2020 prosecution services in
the amount of $13,100.00 per month.
(2) Authorize the Mayor to sign a contract with Kirshenbaum & Goss, Inc., P.S., for 2019-2020 public
defense services in the amount of $30,600.00 per month.
(3) Authorize the Mayor to sign a contract with Kenyon Disend, PLLC, for 2019-2020 legal services in the
amount of $33,940.00 per month, plus expenses.
(4) Authorize the Mayor to sign a lease agreement with Sound Cities Association for office space in the
6300 Building through December 31, 2020.
(5) Authorize the Mayor to sign a 2019-2020 lease agreement with Alliance One Receivables
Management, Inc., for use of space in the Municipal Court in the amount of $930.00 per month, plus a
leasehold excise tax of $119.41 per month.

Inc.; authorize release of retainage, subject to the standard claim and lien release procedures (final cost

g. Accept as complete the Baker Boulevard Non -Motorized Improvement Project (Contract #17-128)

b. Tax levy legislation
(1) An ordinance levying the general taxes for the fiscal year commencing January 1, 2019, on all
property, both real and personal, that is subject to taxation for the purpose of paying sufficient
revenue to carry on the services of the several departments of said City for the ensuing year,
with an excess property tax levy for the purpose of paying debt service on the City's Unlimited
Tax General Obligation Bonds issued in 2016.

JANUARY 1, 2019, ON ALL PROPERTY, BOTH REAL AND PERSONAL, IN
SAID CITY, THAT IS SUBJECT TO TAXATION FOR THE PURPOSE OF
PAYING SUFFICIENT REVENUE TO CARRY ON THE SERVICES OF THE
SEVERAL DEPARTMENTS OF SAID CITY FOR THE ENSUING YEAR, WITH

Laurel Humphrey, Council Analyst, distributed a letter dated November 19, 2018 from BECU Government
Relations Director, Alison Phelan. The letter asked for consideration of options such as a grandfathered
rate, a fee cap or other solutions to avoid long-term negative impacts to job growth and attracting new
business operations within the City's limits.
Councilmember Hougardy referenced changes shown in the agenda packet that reflect a staggered
approach to the fees with a partial increase in 2019 and the full increase in 2020.
Councilmember Quinn, Chair of the Finance Committee, requested that staff investigate some of the
suggested options for consideration in the future. Council President Seal supported the request, and
Mayor Ekberg confirmed that staff investigation would occur.

f. An ordinance to add a business license fee exemption for certain public card rooms.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, AMENDING VARIOUS ORDINANCES AS CODIFIED IN
TUKWILA MUNICIPAL CODE SECTION 5.04.090, "EXEMPTION," TO ADD A
BUSINESS LICENSE FEE EXEMPTION FOR CERTAIN PUBLIC CARD
ROOMS; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN
EFFECTIVE DATE.
At the November 13, 2018 Committee of the Whole meeting, there was Council consensus to exempt
card rooms from the business license fee. This ordinance is required to exempt card rooms from the
business license fee and to update Tukwila Municipal Code 5.04.090 to reflect the exemption.

g. Discussion on proposed 2019-2020 biennial budget and 2019-2024 Capital Improvement
Program.
The Councilmembers continued review of the 2019-2020 biennial budget for the departments of
Administrative Services, Technology and Innovation Services, Municipal Court, and City Council, Each of
these departmental budgets were previously discussed at a Council Committee meeting and a Committee
of the Whole meeting. Additional budget review and discussion occurred at the October 24, 2018 Budget
Work Session.
REPORTS
a. Mayor
Mayor Ekberg attended the recent National League of Cities (NLC) summit in Los Angeles. He also
participated in the Mayor's Conference in Montgomery, Alabama, where the focus was on establishment
of the Center for Inclusive and Compassionate Cities to combat bigotry and divisiveness. The Mayor also
toured the Legacy Museum detailing the sobering history of slavery and racism. He also went to the
National Memorial for Peace and Justice that represents every state and county in the nation where a
lynching has occurred; a total of 4,400 documented lynchings is currently on record.
b. City Council
Councilmember Hougardy referenced the PMQA (Project Management Quality Assurance) report for the
Public Safety Plan that is in the agenda packet. She encouraged the Councilmembers to be attentive to
those items that have yellow bullets as they denote the need for caution.
Councilmember Kruller commended the Action Tukwila Committee for the event they sponsored in
Tukwila after the recent "Eat with a Muslim" event in the City of SeaTac. It was very well attended and an
incredible experience. She reported that in support of the Seattle Police Department, she participated in
their "beds for kids" effort which provided 200 beds for very needy children. She would like to see
something similar that involves the City of Tukwila. Ms. Kruller expressed concern regarding information
that food banks around the country are losing clients that is attributed to a pending rule from the U.S.
government regarding "Inadmissibility on Public Charge Grounds." (The rule is to strengthen language
regarding use of public benefits by immigrants.) She would like to see the City address this issue and
possibly collaborate with other organizations to make comments and noted that time is of the essence.
Council President Seal commended the CDN (Community Development and Neighborhoods) Committee,
of which Councilmember Kruller is the Chair, for taking on this important topic.
Laurel Humphrey, Council Analyst, said an agenda item to file formal opposition to the public charge rule
is coming before the City Council on November 26, 2018.

Councilmember McLeod provided information regarding the intended crosswalk at Tukwila International
Boulevard and South 140th Street near the Islamic Center. While the City did not receive a grant to
construct the crosswalk, other options for funding will be discussed at the Transportation and
Infrastructure Committee on November 26, 2018.
Councilmember Quinn said the Council has been clear at multiple meetings that this crosswalk is a
priority for the City.
c. Staff
David Cline, City Administrator, referenced the CA (City Administrator) report and offered to answer any
questions.
d. City Attorney
There was no report.
e. Council Analyst
Laurel Humphrey, Council Analyst, referenced the PMQA (Project Management Quality Assurance) report
for the Public Safety Plan and asked if there were any questions.
She also reported that the entry forms for the Holiday Lights contest are available online through the
City's website.
