for the 2019-2020 Emergency Assistance Program, in the amount of

HOW TO TESTIFY
When recognized by the Presiding Officer to address the Council, please go to the podium and state your

your comments to 5 minutes. The Council appreciates hearing from citizens and members of the public, and
may not be able to answer questions or respond during the meeting.
PUBLIC COMMENTS
Members of the public are given the opportunity to address the Council on items that are NOT included an
the agenda during PUBLIC COMMENTS. Please limit your comments to 5 minutes. If you have a
comment on an Agenda item, please wait until that item comes up for discussion to speak on that topic.
SPECIAL MEETINGS/EXECUTIVE SESSIONS
Special Meetings may be called at any time with proper public notice. Procedures followed are the same as
those used in Regular Council meetings.
Executive Sessions may be called to inform the Council of pending legal action, financial, or personnel
matters as prescribed by law. Executive Sessions are not open to the public.
PUBLIC HEARINGS
Public Hearings are required by law before the Council can take action on matters affecting the public
interest such as land -use laws, annexations, rezone requests, public safety issues, etc. Section 2.04.150 of the
Tukwila Municipal Code states the following guidelines for Public Hearings:
1. The proponent shall speak first and is allowed 15 minutes for a presentation.
2. The opponent is then allowed 15 minutes to make a presentation.
3. Each side is then allowed 5 minutes for rebuttal.
4. Members of the public who wish to address the Council may speak for 5 minutes each. No one may
speak a second time until everyone wishing to speak has spoken.
5. After each speaker has spoken, the Council may question the speaker. Each speaker can respond to the
question, but may not engage in further debate at that time.
6. After the Public Hearing is closed and during the Council meeting, the Council may choose to discuss
the issue among themselves, or defer the discussion to a future Council meeting, without further public
testimony. Council action may only be taken during Regular or Special Meetings.
COUNCIL MEETING SCHEDULE
No Council meetings are scheduled on the 5th Monday of the month unless prior public notification is given.
Regular Meetings - The Mayor, elected by the people to a four-year term, presides at all Regular Council
Meetings held on the 1st and 3rd Mondays of each month at 7:00 p.m. and Special Meetings. Official
Council action in the form of formal motions, adopting of resolutions and passing of ordinances can
only be taken at Regular or Special Council meetings.
Committee of the Whole Meetings - Councilmembers are elected for a four-year term. The Council
President is elected by the Councilmembers to preside at all Committee of the Whole meetings for a
one-year term. Committee of the Whole meetings are held the 2nd and 4th Mondays at 7:00 p.m.
Issues discussed there are forwarded to Regular or Special Council meetings for official action.

PROCLAMATION
WHEREAS, human trafficking occurs when someone uses force, fraud or coercion to cause
another person to engage in forced labor, involuntary servitude, or a commercial sex act, and
WHEREAS, human trafficking is second only to narcotics trafficking in international crime; and
WHEREAS, the International Labor Organization estimates that there are upwards of 20
million victims of modern-day slavery worldwide, with children making up 27 percent of the
victims; and
WHEREAS, victims of human trafficking may be young, old, male, female, US citizens, or
foreign nationals; and
WHEREAS, aggressively identifying and prosecuting the buyers and sellers of trafficking
victims is an effective strategy to prevent the commission of human trafficking; and
WHEREAS, assisting victims of human trafficking requires a coordinate community
response among community groups, social services, schools, and law enforcement; and
WHEREAS, Washington State recognizes a National Day of Human Trafficking Awareness,
which is designated annually as January 11;
NOW THEREFORE, I, Allan Ekberg, Mayor of the City of Tukwila, do hereby proclaim January,
2019 as:
Human Trafficking Awareness Month
in the City of Tukwila, reaffirm the City of Tukwila's zero -tolerance policy for human
trafficking, and encourage all to work collaboratively with law enforcement agencies and
community organizations to combat this terrible crime.

SUBJECT: Human Services Contracts over $40,000 for 2019-20 funding cycle
ISSUE
The Council recently passed the 2019/2020 biennial budget, which included $433,470 per year in
funding for various partner agencies delivering human services to the Tukwila community. Seven of
these contracts require Council approval as they are above the $40,000 threshold:
• Catholic Community Services
• Institute for Family Development
• Multi -Service Center
• Refugee Women's Alliance
• Renton Area Youth Services (counseling)
• Renton Area Youth Services (substance abuse)
• Tukwila Pantry
DISCUSSION
These Human Services program contracts are part of the larger, 2019-2020 Administrative Services
Department budget. As done previously, each contract is for a two-year period. Contracts below the
$40,000 threshold are signed by the Mayor. Information on the contracts above the threshold,
including agency, program and budget information are detailed below:

CONTRACT FOR SERVICES

This Agreement is entered into by and between the City of Tukwila, Washington, a non -charter
optional municipal code city hereinafter referred to as "the City," and Catholic Community Services,
hereinafter referred to as "the Contractor," whose principal office is located at 100 23rd Ave. S., Seattle,
WA 98144.
WHEREAS, the City has determined the need to have certain services performed for its citizens
but does not have the manpower or expertise to perform such services; and
WHEREAS, the City desires to have the Contractor perform such services pursuant to certain
terms and conditions; now, therefore,
IN CONSIDERATION OF the mutual benefits and conditions hereinafter contained, the parties
hereto agree as follows:
1. Scope and Schedule of Services to be Performed by Contractor. The Contractor shall perform
those services described on Exhibit A attached hereto and incorporated herein by this reference as if
fully set forth. In performing such services, the Contractor shall at all times comply with all Federal,
State, and local statutes, rules and ordinances applicable to the performance of such services and
the handling of any funds used in connection therewith. The Contractor shall request and obtain
prior written approval from the City if the scope or schedule is to be modified in any way.
2. Compensation and Method of Payment. The City shall pay the Contractor for services rendered
according to the rate and method set forth on Exhibit A attached hereto and incorporated herein by
this reference. The total amount to be paid shall not exceed $22,700 for 2019 and $22,700 for 2020.
Contractor Budget. The Contractor shall apply the funds received under this Agreement within the
maximum limits set forth in this Agreement. The Contractor shall request prior approval from the
City whenever the Contractor desires to amend its budget in any way.
4. Duration of Agreement. This Agreement shall be in full force and effect for a period commencing
January 1, 2019, and ending December 31, 2020, unless sooner terminated under the provisions
hereinafter specified.
5. Independent Contractor. Contractor and City agree that Contractor is an independent contractor
with respect to the services provided pursuant to this Agreement. Nothing in this Agreement shall be
considered to create the relationship of employer and employee between the parties hereto. Neither
Contractor nor any employee of Contractor shall be entitled to any benefits accorded City employees
by virtue of the services provided under this Agreement. The City shall not be responsible for
withholding or otherwise deducting federal income tax or social security or contributing to the State
Industrial Insurance Program, or otherwise assuming the duties of an employer with respect to the
Contractor, or any employee of the Contractor.

then, in the event of liability for damages arising out of bodily injury to persons or damages to
property caused by or resulting from the concurrent negligence of the Contractor and the Public
Entity, its officers, officials, employees, and volunteers, the Contractor's liability hereunder shall be
only to the extent of the Contractor's negligence. It is further specifically and expressly understood
that the indemnification provided herein constitutes the Contractor's waiver of immunity under
Industrial Insurance, Title 51 RCW, solely for the purposes of this indemnification. This waiver has
been mutually negotiated by the parties. The provisions of this section shall survive the expiration or
termination of this Agreement.
7. Insurance. The Contractor shall procure and maintain for the duration of the Agreement, insurance
against C|8iMOS for injuries to persons or damage to property which may GhSe from or in connection
with the performance of the xxo[h hereunder by the Contnacto[, their ageOts, representatives,
employees or subcontractors. Contractor's maintenance of insurance, its scope Vfcoverage and
limits as required herein shall not be construed to limit the liability of the Contractor to the coverage
provided by such insurance, or otherwise limit the City's recourse to any remedy available at law or in
equity.

F. Notice of Cancellation. The Contractor shall provide the City and all Additional Insureds for this
work with written notice of any policy C8Oce||8t|On, within two business days of their receipt of
such notice.
G. Failure to Maintain Insurance. Failure on the part of the Contractor to maintain the insurance
as required shall constitute material breach of contract, upon which the City may, after giving
five business days notice to the Contractor to correct the breach, immediately terminate the
contract Or, at its diacnatiOO, procure orrenew such insurance and pay any and all premiums in
connection therewith, with any sums so expended to be repaid to the City on denl8Od. or at the
SO|e discretion of the City, offset against funds due the Contractor from the City.
8. Record Keepinq andRmporting.
A. The Contractor shall maintain accounts and records, including personnel, property, financial and
pFQg[@nnnl8tk: records which Sufficiently and properly reflect all direct and indirect Costs of any
nature expended and services performed in the performance of this Agreement and other such
records as may be deemed necessary by the City to ensure the performance of this Agreement.

9. Audits and Inspections. The records and documents with respect toall matters covered by this

selection and retention of employees or procurement of materials or supplies.

12. Assignment and Subcontract. The Contractor shall not assign or subcontract any portion of the
services contemplated by this Agreement without the written consent of the City.
13. Entire Agreement; Modification. This Agreement, together with attachments or addenda,
represents the entire and integrated Agreement between the City and the Contractor and
supersedes all prior negotiations, representations, or agreements written or oral. No amendment or
modification of this Agreement shall be of any force or effect unless it is in writing and signed by the
parties.
14. Severability and Survival. If any term, condition or provision of this Agreement is declared void or
unenforceable or limited in its application or effect, such event shall not affect any other provisions
hereof and all other provisions shall remain fully enforceable. The provisions of this Agreement,
which by their sense and context are reasonably intended to survive the completion, expiration or
cancellation of this Agreement, shall survive termination of this Agreement.
15. Notices. Notices to the City of Tukwila shall be sent to the following address:

16. Applicable Law; Venue; Attorney's Fees. This Agreement shall be governed by and construed in
accordance with the laws of the State of Washington. In the event any suit, arbitration, or other
proceeding is instituted to enforce any term of this Agreement, the parties specifically understand
and agree that venue shall be properly laid in King County, Washington. The prevailing party in any
such action shall be entitled to its attorney's fees and costs of suit.

The City Of Tukwila will use a variety of measures as indicators of satisfactory contract performance.
The Agency will be expected to meet at least 90% of the performance goals (outputs) as defined above.
If the Agency does not meet the 90% of performance goals, payment for services rendered under the
agreement will be reduced by the number of percentage points below the 90% level. At a 90% success
rate, the Agency will be reimbursed at 100%. Any exceptions must be negotiated with the City.
Exceptions may be made in cases where circumstances beyond the Agency's control impact their ability
to meet their service unit goals and the Agency has shown reasonable effort to overcome those
circumstances. Exceptions are made at the discretion of the City's Human Services Program
Coordinator.
The Agency shall make all reasonable efforts to ascertain the eligibility of applicants for Agency
services, such eligibility to require residence within the City, and shall provide services under this
Agreement only to eligible applicants.

Demographic and Outcome Data Report
The Agency shall collect and retain demographic data from the persons served through this contract. Data
should be tracked in an ongoing manner and submitted annually by January 30 of the following year.
Outcome data shall be submitted annually in conjunction with the Demographic report. Data should be
collected and demonstrate the program's progress toward Outcomes as specified below.
Outcome: 85% of households will have secured/stabilized their housing.
Measurement: Within 60 days, EA case workers will conduct follow-up with clients to ensure
intervention was effective in retaining housing. Service figures and follow-up results are collected and
analyzed in the agency's database. The EA Program Manager reviews data monthly to ensure accuracy
and completeness.

suits including attorney fees, arising out of or in connection with the performance of this Agreement,
except for injuries and damages caused by the sole negligence of the Public Entity.
Should a court of competent jurisdiction determine that this Agreement is subject to RCW 4.24.115,
then, in the event of liability for damages arising out of bodily injury to persons or damages to
property caused by or resulting from the concurrent negligence of the Contractor and the Public
Entity, its officers, officials, employees, and volunteers, the Contractor's liability hereunder shall be
only to the extent of the Contractor's negligence. It is further specifically and expressly understood
that the indemnification provided herein constitutes the Contractor's waiver of immunity under
Industrial Insurance, Title 51 RCW, solely for the purposes of this indemnification. This waiver has

1. Automobile Liability insurance with a minimum combined single limit for bodily injury and
property damage of $1,000,000 per accident. Automobile liability insurance shall cover all
owned, non -owned, hired and leased vehicles. Coverage shall be written on Insurance
Services Office (ISO) form CA 00 01 or a substitute form providing equivalent liability
coverage. If necessary, the policy shall be endorsed to provide contractual liability coverage.
2. Commercial General Liability insurance with limits no less than $1,000,000 each occurrence,
$2,000,000 general aggregate and $2,000,000 products -completed operations aggregate
limit. Commercial General Liability insurance shall be as least at broad as ISO occurrence
form CG 00 01 and shall cover liability arising from premises, operations, independent
contractors, products -completed operations, stop gap liability, personal injury and advertising
injury, and liability assumed under an insured contract. The Commercial General Liability
insurance shall be endorsed to provide a per project general aggregate limit using ISO form
CG 25 03 05 09 or an equivalent endorsement. There shall be no exclusion for liability arising
from explosion, collapse or underground property damage. The City shall be named as an
additional insured under the Contractor's Commercial General Liability insurance policy with
respect to the work performed for the City using ISO Additional Insured endorsement CG 20
10 10 01 and Additional Insured -Completed Operations endorsement CG 20 37 10 01 or
substitute endorsements providing at least as broad coverage.
3. Workers' Compensation coverage as required by the Industrial Insurance laws of the State of
Washington.

of not less than A: VII.
D. Verification of Coverage. Contractor shall furnish the City with original certificates and a copy
of the amendatory endorsements, including but not necessarily limited to the additional insured
endorsement, evidencing the insurance requirements of the Contractor before commencement of
the work. Upon request by the City, the Contractor shall furnish certified copies of all required
insurance policies, including endorsements, required in this Agreement and evidence of all
subcontractors' coverage.
E. Subcontractors. The Contractor shall have sole responsibility for determining the insurance
coverage and limits required, if any, to be obtained by subcontractors, which determination shall
be made in accordance with reasonable and prudent business practices.

8. Record Keeping and Reporting.
A. The Contractor shall maintain accounts and records, including personnel, property, financial and
programmatic records which sufficiently and properly reflect all direct and indirect costs of any
nature expended and services performed in the performance of this Agreement and other such
records as may be deemed necessary by the City to ensure the performance of this Agreement.
B. These records shall be maintained for a period of seven (7) years after termination hereof unless
permission to destroy them is granted by the office of the archivist in accordance with RCW
Chapter 40.14 and by the City.
9. Audits and Inspections. The records and documents with respect to all matters covered by this
Agreement shall be subject at all times to inspection, review or audit by law during the performance
of this Agreement.
10. Termination. This Agreement may at any time be terminated by the City giving to the Contractor
thirty (30) days written notice of the City's intention to terminate the same. Failure to provide
products on schedule may result in contract termination. If the Contractor's insurance coverage is
canceled for any reason, the City shall have the right to terminate this Agreement immediately.
11. Discrimination Prohibited. The Consultant, with regard to the work performed by it under this
Agreement, will not discriminate on the grounds of race, religion, creed, color, national origin, age,
veteran status, sex, sexual orientation, gender identity, marital status, political affiliation, the
presence of any disability, or any other protected class status under state or federal law, in the
selection and retention of employees or procurement of materials or supplies.

12. Assignment and Subcontract. The Contractor shall not assign or subcontract any portion of the
services contemplated by this Agreement without the written consent of the City.
13. Entire Agreement; Modification. This Agreement, together with attachments or addenda,
represents the entire and integrated Agreement between the City and the Contractor and supersedes
all prior negotiations, representations, or agreements written or oral. No amendment or modification
of this Agreement shall be of any force or effect unless it is in writing and signed by the parties.
14. Severability and Survival. If any term, condition or provision of this Agreement is declared void or
unenforceable or limited in its application or effect, such event shall not affect any other provisions
hereof and all other provisions shall remain fully enforceable. The provisions of this Agreement,
which by their sense and context are reasonably intended to survive the completion, expiration or
cancellation of this Agreement, shall survive termination of this Agreement.

The City Of Tukwila will use a variety of measures as indicators of satisfactory contract performance.
The Agency will be expected to meet at least 90% of the performance goals (outputs) as defined above.
If the Agency does not meet the 90% of performance goals, payment for services rendered under the
agreement will be reduced by the number of percentage points below the 90% level. At a 90% success
rate, the Agency will be reimbursed at 100%. Any exceptions must be negotiated with the City.
Exceptions may be made in cases where circumstances beyond the Agency's control impact their ability

Demographic and Outcome Data Report
The Agency shall collect and retain demographic data from the persons served through this contract. Data
should be tracked in an ongoing manner and submitted annually by January 30 of the following year.
Outcome data shall be submitted annually in conjunction with the Demographic report. Data should be
collected and demonstrate the program's progress toward Outcomes as specified below.
Outcome: 75% of families will show improvement in one or more area identified as problematic.
Measurement: North Carolina Family Assessment Scale (NCFAS) is used to determine positive growth
in family functioning in 5 major domains (environment, parental capabilities, family interactions, family
safety and child well-being). PACT therapists rate each domain at the beginning and closure of each
multi -week session.

This Agreement is entered into by and between the City of Tukwila, Washington, a non -charter
optional municipal code city hereinafter referred to as "the City," and Multi Service Center, hereinafter
referred to as "the Contractor," whose principal office is located at P.O. Box 23699, 1200 S. 336th St.,
Federal Way, WA 98003.
WHEREAS, the City has determined the need to have certain services performed for its citizens
but does not have the manpower or expertise to perform such services; and
WHEREAS, the City desires to have the Contractor perform such services pursuant to certain
terms and conditions; now, therefore,
IN CONSIDERATION OF the mutual benefits and conditions hereinafter contained, the parties
hereto agree as follows:
. Scope and Schedule of Services to be Performed by Contractor. The Contractor shall perform
those services described on Exhibit A attached hereto and incorporated herein by this reference as if
fully set forth. In performing such services, the Contractor shall at all times comply with all Federal,
State, and local statutes, rules and ordinances applicable to the performance of such services and
the handling of any funds used in connection therewith. The Contractor shall request and obtain
prior written approval from the City if the scope or schedule is to be modified in any way.
2. Compensation and Method of Payment. The City shall pay the Contractor for services rendered
according to the rate and method set forth on Exhibit A attached hereto and incorporated herein by
this reference. The total amount to be paid shall not exceed $45,000.00 for 2019 and $45,000.00 for
2020.
3. Contractor Budget. The Contractor shall apply the funds received under this Agreement within the
maximum limits set forth in this Agreement. The Contractor shall request prior approval from the City
whenever the Contractor desires to amend its budget in any way.
4. Duration of Agreement. This Agreement shall be in full force and effect for a period commencing
January 1, 2019, and ending December 31, 2020, unless sooner terminated under the provisions
hereinafter specified.
5. Independent Contractor. Contractor and City agree that Contractor is an independent contractor
with respect to the services provided pursuant to this Agreement. Nothing in this Agreement shall be
considered to create the relationship of employer and employee between the parties hereto. Neither
Contractor nor any employee of Contractor shall be entitled to any benefits accorded City employees
by virtue of the services provided under this Agreement. The City shall not be responsible for
withholding or otherwise deducting federal income tax or social security or contributing to the State
Industrial Insurance Program, or otherwise assuming the duties of an employer with respect to the
Contractor, or any employee of the Contractor.

6. Indemnification. The Contractor shall defend, indemnify and hold the Public Entity, its officers,
officials, employees and volunteers harmless from any and all claims, injuries, damages, losses or
suits including attorney fees, arising out of or in connection with the performance of this Agreement,
except for injuries and damages caused by the sole negligence of the Public Entity.
Should a court of competent jurisdiction determine that this Agreement is subject to RCW 4.24.115,
then, in the event of liability for damages arising out of bodily injury to persons or damages to
property caused by or resulting from the concurrent negligence of the Contractor and the Public
Entity, its officers, officials, employees, and volunteers, the Contractor's liability hereunder shall be
only to the extent of the Contractor's negligence. It is further specifically and expressly understood
that the indemnification provided herein constitutes the Contractor's waiver of immunity under
Industrial Insurance, Title 51 RCW, solely for the purposes of this indemnification. This waiver has
been mutually negotiated by the parties. The provisions of this section shall survive the expiration or
termination of this Agreement.
7. Insurance. The Contractor shall procure and maintain for the duration of the Agreement, insurance
against claims for injuries to persons or damage to property which may arise from or in connection
with the performance of the work hereunder by the Contractor, their agents, representatives,
employees or subcontractors. Contractor's maintenance of insurance, its scope of coverage and
limits as required herein shall not be construed to limit the liability of the Contractor to the coverage
provided by such insurance, or otherwise limit the City's recourse to any remedy available at law or in
equity.
A. Minimum Scope of nsurance. Contractor shall obtain insurance of the types and with the limits
described below:
1. Automobile Liability insurance with a minimum combined single limit for bodily injury and
property damage of $1,000,000 per accident. Automobile liability insurance shall cover all
owned, non -owned, hired and leased vehicles. Coverage shall be written on Insurance
Services Office (ISO) form CA 00 01 or a substitute form providing equivalent liability
coverage. If necessary, the policy shall be endorsed to provide contractual liability coverage.
2. Commercial General Liability insurance with limits no less than $1,000,000 each occurrence,
$2,000,000 general aggregate and $2,000,000 products -completed operations aggregate
limit. Commercial General Liability insurance shall be as least at broad as ISO occurrence
form CG 00 01 and shall cover liability arising from premises, operations, independent
contractors, products -completed operations, stop gap liability, personal injury and advertising
injury, and liability assumed under an insured contract. The Commercial General Liability
insurance shall be endorsed to provide a per project general aggregate limit using ISO form
CG 25 03 05 09 or an equivalent endorsement. There shall be no exclusion for liability arising
from explosion, collapse or underground property damage. The City shall be named as an
additional insured under the Contractor's Commercial General Liability insurance policy with
respect to the work performed for the City using ISO Additional Insured endorsement CG 20
10 10 01 and Additional Insured -Completed Operations endorsement CG 20 37 10 01 or
substitute endorsements providing at least as broad coverage.
3. Workers' Compensation coverage as required by the Industrial Insurance laws of the State of
Washington.

B. Other Insurance Provision. The Contractor's Automobile Liability and Commercial General
Liability insurance policies are to contain or be endorsed to contain that they shall be primary
insurance with respect to the City. Any insurance, self-insurance, or insurance pool coverage
maintained by the City shall be excess of the Contractor's insurance and shall not contribute with
it.
C. Acceptability of Insurers. Insurance is to be placed with insurers with a current A.M. Best rating
of not less than A: VII.
D. Verification of Coverage. Contractor shall furnish the City with original certificates and a copy
of the amendatory endorsements, including but not necessarily limited to the additional insured
endorsement, evidencing the insurance requirements of the Contractor before commencement of
the work. Upon request by the City, the Contractor shall furnish certified copies of all required
insurance policies, including endorsements, required in this Agreement and evidence of all
subcontractors' coverage.
E. Subcontractors. The Contractor shall have sole responsibility for determining the insurance
coverage and limits required, if any, to be obtained by subcontractors, which determination shall
be made in accordance with reasonable and prudent business practices.
F. Notice of Cancellation. The Contractor shall provide the City and all Additional Insureds for this
work with written notice of any policy cancellation, within two business days of their receipt of
such notice.
G. Failure to Maintain Insurance. Failure on the part of the Contractor to maintain the insurance
as required shall constitute a material breach of contract, upon which the City may, after giving
five business days' notice to the Contractor to correct the breach, immediately terminate the
contract or, at its discretion, procure or renew such insurance and pay any and all premiums in
connection therewith, with any sums so expended to be repaid to the City on demand, or at the
sole discretion of the City, offset against funds due the Contractor from the City.

the work. Upon request by the City, the Contractor shall furnish certified copies of all required
insurance policies, including endorsements, required in this Agreement and evidence of all
subcontractors' coverage.
E. Subcontractors. The Contractor shall have sole responsibility for determining the insurance
coverage and limits required, if any, to be obtained by subcontractors, which determination shall
be made in accordance with reasonable and prudent business practices.
F. Notice of Cancellation. The Contractor shall provide the City and all Additional Insureds for this
work with written notice of any policy cancellation, within two business days of their receipt of
such notice.
G. Failure to Maintain Insurance. Failure on the part of the Contractor to maintain the insurance
as required shall constitute a material breach of contract, upon which the City may, after giving
five business days notice to the Contractor to correct the breach, immediately terminate the
contract or, at its discretion, procure or renew such insurance and pay any and all premiums in
connection therewith, with any sums so expended to be repaid to the City on demand, or at the
sole discretion of the City, offset against funds due the Contractor from the City.
8. Record Keeping and Reporting.
A. The Contractor shall maintain accounts and records, including personnel, property, financial and
programmatic records which sufficiently and properly reflect all direct and indirect costs of any
nature expended and services performed in the performance of this Agreement and other such
records as may be deemed necessary by the City to ensure the performance of this Agreement.
B. These records shall be maintained for a period of seven (7) years after termination hereof unless
permission to destroy them is granted by the office of the archivist in accordance with RCW
Chapter 40.14 and by the City.
9. Audits and Inspections. The records and documents with respect to all matters covered by this
Agreement shall be subject at all times to inspection, review or audit by law during the performance
of this Agreement.
10. Termination. This Agreement may at any time be terminated by the City giving to the Contractor
thirty (30) days written notice of the City's intention to terminate the same. Failure to provide
products on schedule may result in contract termination. If the Contractor's insurance coverage is
canceled for any reason, the City shall have the right to terminate this Agreement immediately.
11. Discrimination Prohibited. The Consultant, with regard to the work performed by it under this
Agreement, will not discriminate on the grounds of race, religion, creed, color, national origin, age,
veteran status, sex, sexual orientation, gender identity, marital status, political affiliation, the
presence of any disability, or any other protected class status under state or federal law, in the
selection and retention of employees or procurement of materials or supplies.

12. Assignment and Subcontract. The Contractor shall not assign or subcontract any portion of the
services contemplated by this Agreement without the written consent of the City.
13. Entire Agreement; Modification. This Agreement, together with attachments or addenda,
represents the entire and integrated Agreement between the City and the Contractor and supersedes
all prior negotiations, representations, or agreements written or oral. No amendment or modification
of this Agreement shall be of any force or effect unless it is in writing and signed by the parties.
14. Severability and Survival. If any term, condition or provision of this Agreement is declared void or
unenforceable or limited in its application or effect, such event shall not affect any other provisions
hereof and all other provisions shall remain fully enforceable. The provisions of this Agreement,
which by their sense and context are reasonably intended to survive the completion, expiration or
cancellation of this Agreement, shall survive termination of this Agreement.

The City Of Tukwila will use a variety of measures as indicators of satisfactory contract performance.
The Agency will be expected to meet at least 90% of the performance goals (outputs) as defined above.
If the Agency does not meet the 90% of performance goals, payment for services rendered under the
agreement will be reduced by the number of percentage points below the 90% level. At a 90% success
rate, the Agency will be reimbursed at 100%. Any exceptions must be negotiated with the City.
Exceptions may be made in cases where circumstances beyond the Agency's control impact their ability

Demographic and Outcome Data Report
The Agency shall collect and retain demographic data from the persons served through this contract. Data
should be tracked in an ongoing manner and submitted annually by January 30 of the following year.
Outcome data shall be submitted annually in conjunction with the Demographic report. Data should be
collected and demonstrate the program's progress toward Outcomes as specified below.
Outcome: 85% of participants will have increase knowledge of available resources and support in
accessing them. Participants in emergency situations shall receive financial assistance to prevent utility
shut-off and/or eviction.
Measurement: Case managers capture and record clients served, case management hours, services
provided (including but not limited to program referrals, successful employment, housing increase in
benefits, etc.). Follow up is conducted with all clients and progress/outputs/outcomes are document in
case notes, tabulated and reported annually.

This Agreement is entered into by and between the City of Tukwila, Washington, a non -charter
optional municipal code city hereinafter referred to as "the City," and Renton Area Youth and Family
Services, hereinafter referred to as "the Contractor," whose principal office is located at P.O. Box 1510,
Renton, WA 98057.
WHEREAS, the City has determined the need to have certain services performed for its citizens
but does not have the manpower or expertise to perform such services; and
WHEREAS, the City desires to have the Contractor perform such services pursuant to certain
terms and conditions; now, therefore,
IN CONSIDERATION OF the mutual benefits and conditions hereinafter contained, the parties
hereto agree as follows:
1. Scope and Schedule of Services to be Performed by Contractor. The Contractor shall perform
those services described on Exhibit A attached hereto and incorporated herein by this reference as if
fully set forth. In performing such services, the Contractor shall at all times comply with all Federal,
State, and local statutes, rules and ordinances applicable to the performance of such services and
the handling of any funds used in connection therewith. The Contractor shall request and obtain
prior written approval from the City if the scope or schedule is to be modified in any way.
2. Compensation and Method of Payment. The City shall pay the Contractor for services rendered
according to the rate and method set forth on Exhibit A attached hereto and incorporated herein by
this reference. The total amount to be paid shall not exceed $55,092.00 for 2019 and $55,092.00 for
2020.
3. Contractor Budget. The Contractor shall apply the funds received under this Agreement within the
maximum limits set forth in this Agreement. The Contractor shall request prior approval from the City
whenever the Contractor desires to amend its budget in any way.
4. Duration of Agreement. This Agreement shall be in full force and effect for a period commencing
January 1, 2019, and ending December 31, 2020, unless sooner terminated under the provisions
hereinafter specified.
5. Independent Contractor. Contractor and City agree that Contractor is an independent contractor
with respect to the services provided pursuant to this Agreement. Nothing in this Agreement shall be
considered to create the relationship of employer and employee between the parties hereto. Neither
Contractor nor any employee of Contractor shall be entitled to any benefits accorded City employees
by virtue of the services provided under this Agreement. The City shall not be responsible for
withholding or otherwise deducting federal income tax or social security or contributing to the State
Industrial Insurance Program, or otherwise assuming the duties of an employer with respect to the
Contractor, or any employee of the Contractor.

B. Other Insurance Provision. The Contractor's Automobile Liability and Commercial General

of the amendatory endorsements, including but not necessarily limited to the additional insured

D. Verification of Coverage. Contractor shall furnish the City with original certificates and a copy of
the amendatory endorsements, including but not necessarily limited to the additional insured
endorsement, evidencing the insurance requirements of the Contractor before commencement of
the work. Upon request by the City, the Contractor shall furnish certified copies of all required
insurance policies, including endorsements, required in this Agreement and evidence of all
subcontractors' coverage.
E. Subcontractors. The Contractor shall have sole responsibility for determining the insurance
coverage and limits required, if any, to be obtained by subcontractors, which determination shall be
made in accordance with reasonable and prudent business practices.
F. Notice of Cancellation. The Contractor shall provide the City and all Additional Insureds for this
work with written notice of any policy cancellation, within two business days of their receipt of such
notice.
G. Failure to Maintain Insurance. Failure on the part of the Contractor to maintain the insurance as
required shall constitute a material breach of contract, upon which the City may, after giving five
business days notice to the Contractor to correct the breach, immediately terminate the contract or,
at its discretion, procure or renew such insurance and pay any and all premiums in connection
therewith, with any sums so expended to be repaid to the City on demand, or at the sole discretion
of the City, offset against funds due the Contractor from the City.
8. Record Keeping and Reporting.
A. The Contractor shall maintain accounts and records, including personnel, property, financial and
programmatic records which sufficiently and properly reflect all direct and indirect costs of any
nature expended and services performed in the performance of this Agreement and other such
records as may be deemed necessary by the City to ensure the performance of this Agreement.
B. These records shall be maintained for a period of seven (7) years after termination hereof unless
permission to destroy them is granted by the office of the archivist in accordance with RCW Chapter
40.14 and by the City.
9. Audits and Inspections. The records and documents with respect to all matters covered by this
Agreement shall be subject at all times to inspection, review or audit by law during the performance of
this Agreement.
10. Termination. This Agreement may at any time be terminated by the City giving to the Contractor thirty
(30) days written notice of the City's intention to terminate the same. Failure to provide products on
schedule may result in contract termination. If the Contractor's insurance coverage is canceled for any
reason, the City shall have the right to terminate this Agreement immediately.
11. Discrimination Prohibited. The Consultant, with regard to the work performed by it under this
Agreement, will not discriminate on the grounds of race, religion, creed, color, national origin, age,
veteran status, sex, sexual orientation, gender identity, marital status, political affiliation, the presence of
any disability, or any other protected class status under state or federal law, in the selection and
retention of employees or procurement of materials or supplies.
12. Assignment and Subcontract. The Contractor shall not assign or subcontract any portion of the
services contemplated by this Agreement without the written consent of the City.
13. Entire Agreement; Modification. This Agreement, together with attachments or addenda, represents
the entire and integrated Agreement between the City and the Contractor and supersedes all prior
negotiations, representations, or agreements written or oral. No amendment or modification of this
Agreement shall be of any force or effect unless it is in writing and signed by the parties.

The City Of Tukwila will use a variety of measures as indicators of satisfactory contract performance. The
Agency will be expected to meet at least 90% of the performance goals (outputs) as defined above. If the
Agency does not meet the 90% of performance goals, payment for services rendered under the agreement
will be reduced by the number of percentage points below the 90% level. At a 90% success rate, the
Agency will be reimbursed at 100%. Any exceptions must be negotiated with the City. Exceptions may be
made in cases where circumstances beyond the Agency's control impact their ability to meet their service
unit goals and the Agency has shown reasonable effort to overcome those circumstances. Exceptions are
made at the discretion of the City's Human Services Program Coordinator. The Agency shall make all

demonstrate the program's progress toward Outcomes as specified below.
Outcome: 70% of youth make progress in addressing issues impacted by alcohol/drug dependency, as
indicated by substantial achievement of agreed upon treatment goals.
Measurement: Outcome is measured using progress on meeting treatment plan goals. Clinicians work with
clients on self -directed goals establishing academic and personal success. Goals are reviewed monthly to
assess and rate success.

This Agreement is entered into by and between the City of Tukwila, Washington, a non -charter
optional municipal code city hereinafter referred to as "the City," and the Tukwila Pantry, hereinafter
referred to as "the Contractor," whose principal office is located at 3118 S. 140th St., Tukwila, WA 98168.
WHEREAS, the City has determined the need to have certain services performed for its citizens
but does not have the manpower or expertise to perform such services; and
WHEREAS, the City desires to have the Contractor perform such services pursuant to certain
terms and conditions; now, therefore,
IN CONSIDERATION OF the mutual benefits and conditions hereinafter contained, the parties
hereto agree as follows:
1. Scope and Schedule of Services to be Performed by Contractor. The Contractor shall perform
those services described on Exhibit A attached hereto and incorporated herein by this reference as if
fully set forth. In performing such services, the Contractor shall at all times comply with all Federal,
State, and local statutes, rules and ordinances applicable to the performance of such services and
the handling of any funds used in connection therewith. The Contractor shall request and obtain
prior written approval from the City if the scope or schedule is to be modified in any way.
2. Compensation and Method of Payment. The City shall pay the Contractor for services rendered
according to the rate and method set forth on Exhibit A attached hereto and incorporated herein by
this reference. The total amount to be paid shall not exceed $37,000 for 2019 and $37,000 for 2020.
3. Contractor Budget. The Contractor shall apply the funds received under this Agreement within the
maximum limits set forth in this Agreement. The Contractor shall request prior approval from the City
whenever the Contractor desires to amend its budget in any way.
4. Duration of Aqreement. This Agreement shall be in full force and effect for a period commencing
January 1, 2019, and ending December 31, 2020, unless sooner terminated under the provisions
hereinafter specified.
5. Independent Contractor. Contractor and City agree that Contractor is an independent contractor
with respect to the services provided pursuant to this Agreement. Nothing in this Agreement shall be
considered to create the relationship of employer and employee between the parties hereto. Neither
Contractor nor any employee of Contractor shall be entitled to any benefits accorded City employees
by virtue of the services provided under this Agreement. The City shall not be responsible for
withholding or otherwise deducting federal income tax or social security or contributing to the State
Industrial Insurance Program, or otherwise assuming the duties of an employer with respect to the
Contractor, or any employee of the Contractor.

6' Indemnification. The Contractor shall defend, indemnify and hold the Public Entity, its officers,

been mutually negotiated by the parties. The provisions of this section shall survive the expiration or

Staff and representatives from HealthPoint briefed the Committee on current status of the
Health and Wellness Center development on the former motel site on Tukwila International
Boulevard and asked for input on specific priority items. Committee members discussed the
project and mentioned things like continuity of care, supportive health, education, partnership
with existing service providers, housing options, and facilitation of processes with a focus on
dignity. Chair Kruller stated that the community in need can speak for themselves and they
should have a voice in planning as well. Human Services and Community Connectors could be
tapped into for help with this. Councilmember Quinn mentioned CDD's Social Vulnerability Index
as another tool. Councilmember Seal suggested partnering with ReWA, Global to Local, and the
School District, and Chair Kruller mentioned Vroom. HealthPoint is also considering housing
options as part of the development. DISCUSSION ONLY.
B. 2019-2020 Human Services Contracts
Staff is seeking Council approval of seven two-year human services contracts for a variety of
social services. Funding for these was already approved by the City Council through the 2019-
2020 Biennial Budget as part of the Human Services Departmental proposal. Agreements

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUKWILA, WASHINGTON, ESTABLISHING
THE TITLES, DUTIES, AND SCHEDULE OF THE
STANDING CITY COUNCIL COMMITTEES FOR
2019, AND REPEALING RESOLUTION NO. 1931.
WHEREAS, RCW 42.30.030 states that all meetings of the governing body of a
public agency shall be open and public; and
WHEREAS, all persons shall be permitted to attend any meeting of the governing
body of a public agency; and
WHEREAS, it is in the best interest of the City to inform the community of all City
Council Committee meeting days, times and locations; and
WHEREAS, the City Council desires to evaluate the standing committee framework
each year in an effort to appropriately balance the current policy work of the City;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. Pursuant to City of Tukwila Ordinance No. 2024 and Tukwila Municipal
Code Section 2.04.180, there are four standing committees of the Council, consisting of
three members each. The Council President shall appoint the membership of each
committee and the Committee Chair by the second Regular Meeting of each year. All
Council Committee meetings are open to the public.

Section 2. The Council Committee meeting schedule with locations is as
follows:
1. Public Safety Committee meetings shall be held on the first and third
Monday of every month at Tukwila City Hall in the Hazelnut conference room, 6200
Southcenter Boulevard, Tukwila, Washington, commencing at 5:30 p.m. This
Committee will provide policy recommendations on legislative matters relating to police,
fire, municipal court, public safety facilities, animal control, and emergency services.
2. Finance Committee meetings shall be held on the first and third Tuesday
second and fourth Monday of every month at Tukwila City Hall in the Hazelnut
conference room, 6200 Southcenter Boulevard, Tukwila, Washington, commencing at
5:30 p.m. This Committee will provide policy recommendations on legislative matters
relating to financial management and fiscal operations of the City, personnel issues,
library, information technology, and finance and administrative services.
3. Transportation and Infrastructure Committee meetings shall be held on
the -second and fourth Monday first and third Tuesday of every month at Tukwila City
Hall in the Hazelnut conference room, 6200 Southcenter Boulevard, Tukwila,
Washington, commencing at 5:30 p.m. This Committee will provide policy
recommendations on legislative matters relating to transportation, traffic, streets, water,
sewer, surface water, power, public works facilities, street lighting and signals, solid
waste and recycling, river basins and levees, telecommunications and fleet.
4. Community Development and Neighborhoods Committee meetings
shall be held on the second and fourth Tuesday of every month at Tukwila City Hall in
the Hazelnut conference room, 6200 Southcenter Boulevard, Tukwila, Washington,
commencing at 5:30 p.m. This Committee will provide policy recommendations on
legislative matters relating to housing policies and programs, planning and land use,
code enforcement, community engagement and outreach, parks, recreation facilities,
economic planning and tourism, and human services.
Section 3. Committee meetings falling on a Monday holiday will be held on the
following Tuesday, with the regularly scheduled Tuesday meeting moving to the
following Wednesday. In the event there is a Tuesday holiday, the Committee meeting
will move to the following Wednesday.
Section 4. In the event there is a fifth Monday in a month, there will be no Council
Committee meetings during that week.
Section 5. Repealer. Resolution No. 1931 is hereby repealed.

DISCUSSION
Staff is hoping that the promotion wiRgene rate between 2,000 and 3,000 room nights, plus addition a I
financial impacts at restaurants, entertainment establishments, and other retailers.
Besides the promotion to Canadians, the City also wants to help create a great fan experience for a[[
fans when they are here for the rugby matches. Last year the Seattle Seawolves had aOamazing first
season and won the inaugural Major ' 'League Rugby Cup, These two international matches will help
build off the success of the Seawo[ves and help the City position itself as the epicenter of ruby in the
Pacific Northwest, asalready are for soccer.
FINANCIAL IMPACT
The request is for $30,000 in lodgingtax funds. There are sufficientfunds in the accountto coverthe
requested amount and to fund other activities throughoutthe year.
RECOMMENDATION
Staff recommends approval ofthe funding request atthe January 7'2OlBRegular Meeting. The LTAC
met OnDecember 2T,2OI8and recommends approval ofthe application.
Note due to timing of this request and the holidays it was not possible to bring this application to

1) Describe your tourism -related activity or event.
In March Starfire Sports in Tukwila will host two international rugby matches, with the United
States playing Uruguay and Canada. Given Washington State's close proximity to Canada it is likely
Canadian fans will travel for the match versus Canada, scheduled for March 8. The City would like
to create a promotion campaign to promote the City to rugby fans, specifically Canadian fans. The
primary goal would be to generate room nights on both March 7 and March 8. Secondary benefits
will be to support restaurants, entertainment establishments, and retailers.

The rugby promotion builds on all three pillars. The City of Tukwila is the home to the Seattle
Seavvolves. Last year, there sold out games, attracted families from across the Puget Sound.

The two rugby matches will likely bring in about 8,000 fans. The primary focus will on Canadian
fans. Canadian fans travel well for games involving Canadian teams, such as the Toronto Blue Jays.
The promotion hopes to bring in between 2,000 and 3,000 Canadian overnight fans. This not
include branding impressions created on people who see the ads but are unable to attend games.

The primary focus is on overnight visitors from Canada. Secondary promotion will also be directed
towards people in the Puget Sound.

Inaugural season of the Seattle Seawolves, who play at Starfire Sports, was extremely successful
with all home games sold out. Canadian fans are know for traveling to support their teams,
especially in border states along the Canadian border.

Community Development & Neighborhoods Minutes December 11, 2018
C. Interlocal Agreement: South King County Housing & Homelessness Partnership
Staff is seeking Council approval of an interlocal agreement to form a South King County Housing
and Homelessness Partnership to cooperatively address affordable housing and homelessness.
Tukwila's share is estimated to be $10,500 per year, but the final amount will depend on the
number of participating agencies. The other jurisdictions proposing participation are Auburn,
Burien, Covington, Kent, Normandy Park, Renton, King County, and King County Housing
Authority. Des Moines, Federal Way, and Maple Valley are still considering participation. Staff will
continue to work collaboratively to create a final version of the interlocal agreement, which
should be ready for Committee of the Whole review. Staff supports a 2-year commitment to be
in alignment with the budget cycle. Councilmembers discussed the proposal and expressed
general support for the partnership. The Committee requested that the City's comments on the
draft include City Council representation on governance. FORWARD TO JANUARY 14, 2019
COMMITTEE OF THE WHOLE.
D. Sound Transit Policy Options
Staff briefed the Committee on several issues related to Sound Transit facilities and related
service in the City, including the Development Agreement for the Link Light Rail, parking, 1-405
Bus Rapid Transit (BRT), and transit -oriented development near the Tukwila International
Boulevard station. If Sound Transit decides to locate the BRT station at the TIB station, Tukwila
could enforce the Settlement Agreement for more parking or redesign the site to facilitate more
transit -oriented development. Increasing parking may not provide a direct benefit to Tukwila
residents since it is a regional parking facility. The City could also advocate for advancing the
opening of the Boeing Access Road infill station, ask for more parking at the Sounder station,
partner on the Strander Boulevard extension project, or other alternatives. Staff is seeking
Council direction on what solutions should be prioritized when working with Sound Transit.
Staff will continue to engage the Council on this in 2019 and Chair Kruller suggested working
with the incoming Council President on the best approach. DISCUSSION ONLY.
III. MISCELLANEOUS
Chair Kruller referenced a proposed Renton to Seattle water taxi and mentioned that the
developer is also interested in a Southcenter area circulator. She passed on the City's economic
development staff and Seattle Southside Chamber of Commerce contacts.
Staff mentioned that Starfire Sports is hosting Rugby Canada in March as part of the 2019
Americas Rugby Championship and the City could create a marketing plan targeted at the
visiting Canadian fans. The City will be submitting an application for lodging tax funds and is
seeking support to go directly to the full Council in January due to timing issues. The
Committee agreed.
Staff noted that the Economic Development Plan will be coming through Committee in 2019,
starting with a draft outreach plan. The ED intern is currently doing background work to
prepare.

Intergovernmental Update
• Young Southeast Asian Leaders Initiative (YSEALI) Summit: Mayor Ekberg attended the
Young Southeast Asian Leaders Initiative (YSEALI) Summit in Singapore December 3 - 5. The
Summit gathers 150 participants around the theme The United States and ASEAN: Partners in
Growth and Innovation and showcases innovative approaches to economic cooperation and
growth between U.S. companies, organizations and institutions present in the Association of
Southeast Asian Nations.
• King County City Managers/Administrators Monthly Meeting: On December 5 City
Administrator David Cline hosted the monthly King County City Managers/Administrators
meeting at the Tukwila Community Center. At the meeting they had a roundtable discussion
about Local Election Ballot Successes and Lessons learned.
• Soundside Alliance Annual Economic Outlook Breakfast: Councilmembers Hougardy and
McLeod and Economic Development staff attended the Soundside Alliance Annual Economic
Outlook Breakfast on December 6. Councilmember Hougardy serves as Chair of the
Soundside Alliance and she emceed the event. Speakers included James Henderson from
Greater Seattle Partners and Matthew Behrens from CBRE Hotels.
• District 11 Legislative Luncheon: On December 12 Mayor Ekberg, Council President Quinn,
City Administrator David Cline and Deputy City Administrator Rachel Bianchi hosted the 2018
Legislative Luncheon with our District 11 legislative representatives: Senator Hasegawa,
Representative Bergquist and Representative Hudgins and local business representatives.
• Advancing Racial Equity Conference: Mayor Ekberg, Councilmembers Idan and Quinn, City

South King County Joint Planners and Developers Workgroup: Community Development
staff attended a meeting of the SKC Joint Planners and Developers Workgroup to hear an
update about the proposed housing focused interlocal agreement.
2020 Urban Growth Capacity Study: Community Development staff participated in the
Technical Committee meeting for the 2020 Urban Growth Capacity Study on December 18.
King County GIS will be conducting analyses on development that has happened around the
County since the last report was completed. Staff will be working with King County over the
next two years to provide data and input on the study methodology.
SCATBrd Meeting: Community Development staff attended the monthly SCATBrd meeting
on December 18. The group reviewed the proposed legislative agenda for 2019, which is
expected to be finalized at the beginning of 2019. Representative Adam Smith attended the
meeting to provide input on the proposed legislative agenda and to answer questions.
SCA Caucus Workshop: Staff attended an SCA Caucus Workshop for members of the
Regional Transit Committee on December 19. The group reviewed two recent motions passed
by the King County Council as part of the budget process: (1) a motion expressing support for
regional planning, coordination and funding efforts to address implementation of the Metro
Connects plan and ongoing maintenance needs of King County's transportation
infrastructure and transportation improvements; and (2) a motion outlining a process to
develop a regional mobility framework for evaluating mobility innovations. The group also
discussed possible 2019 workplan items,
II. Community Events
• Spirit of Giving: Nearly $20,000 in donations and gifts were collected to help support over 300
children and families in Tukwila for this year's Spirit of Giving program. The following have
contributed hundreds of dollars in monetary and gift donations: Strong -Bridge Envision, Zee
Medical, Teamsters Local 763, King County Metro: Tukwila Base, Vault insurance, BECU,
Inspirus Credit Union, Macy's Logistics, Twin Peak Restaurant, Olive Garden, Tukwila Arts
Commission, Tukwila Library Advisory Board, Tukwila Parks Commission, as well as individual
donors. We've received several boxes of gifts from local residents who had collected items
throughout the year to help the program.
• 8th Annual Teen Leadership Summit: The 8th Annual Teen Leadership Summit was held in
Shoreline at the Richmond Highlands Recreation Center on December 15. Approximately 60
young people from 8 different communities (Tukwila, Shoreline, Seattle, Olympia, Lacey,
Auburn, Renton, and Burien) attended the event which included small group discussions on
the education gap, teacher diversity, school safety, racial equity vs equality, and immigration.
Nate Robinson and 9 Teens for Tukwila members participated in the event.

III. Staff Updates
Public Safety
• Train -the -Trainer: Community Policing and Engagement: Sergeant Zack Anderson and
Officer Matt Valdez attended Train -the -Trainer for Community Policing and Engagement
training.
• Shop With A Cop: Officer Lisa Harrison organized the Shop With A Cop event held on Saturday,
December 8. The Tukwila Children's Foundation, Target, the Tukwila Family Fun Center &
Bullwinkle's Restaurant, Azteca Mexican Restaurants, Acura of Seattle and Jimmy John's for
contributed to the event.
Project Updates
• 42"d Ave Phase III: Estimated Completion: December 2018
All private service connections for this project was completed on December 19. City staff are
coordinating with various utilities to complete their overhead to underground utility
conversions.
• 53rd Ave S: Estimated Completion: March 2019
Contractor has completed the main line stormwater installation and continues to install the
lateral connections. The electrical subcontractor continues to install services to residences.
The contractor will begin installation of the curb and gutters after the holidays. It is
anticipated that the base lift of paving will be installed in the first quarter of 2019.
• BAR Bridge Rehabilitation: Estimated Completion: February 2019
• Contractor continues to work on the sidewalk over the railroad and is anticipating
completion by the second week of January. The contractor will look at shifting the traffic
lanes in late January to complete incidental expansion joint work. Construction is on
schedule for completion in February.
• Tukwila Pond: Parks maintenance staff have been clearing site lines on the west side of the
Tukwila Pond Park. Staff is taking great care to not remove any trees, removing only invasive
plants and dead foliage. The goal will be to increase visibility and safety within the park to
reduce illicit activities and increase foot traffic within the park.
• Surface Water Billing Handled by King County Beginning 2019: On December 14 postcards
were mailed out to all Tukwila property owners advising that surface water billing for the City
of Tukwila will now be included on property tax statements mailed out by King County.

demolished. The Tnave|odgeis now empty, and the project team is accelerating the
