This permit shall become null and void if the work is not commenced within 180 days for the date of issuance, or
if the work is suspended or abandoned for a period of 180 days from the last inspection.
PERMIT CONDITIONS:
1: Portable fire extinguishers, not housed in cabinets, shall be installed on the hangers or brackets supplied.
Hangers or brackets shall be securely anchored to the mounting surface in accordance with the
manufacturer's installation instructions. Portable fire extinguishers having a gross weight not exceeding
40 pounds (18 kg) shall be installed so that its top is not more than 5 feet (1524 mm) above the floor.
Hand-held portable fire extinguishers having a gross weight exceeding 40 pounds (18 kg) shall be installed
so that its top is not more than 3.5 feet (1067 mm) above the floor. The clearance between the floor and
the bottom of the installed hand-held extinguishers shall not be less than 4 inches (102 mm). (IFC 906.7
and IFC 906.9)
2: Extinguishers shall be located in conspicuous locations where they will be readily accessible and
immediately available for use. These locations shall be along normal paths of travel, unless the fire code
official determines that the hazard posed indicates the need for placement away from normal paths of
travel. (IFC 906.5)
3: Fire extinguishers require monthly and yearly inspections. They must have a tag or label securely
attached that indicates the month and year that the inspection was performed and shall identify the
company or person performing the service. Every six years stored pressure extinguishers shall be emptied
and subjected to the applicable recharge procedures. If the required monthly and yearly inspections of
the fire extinguisher(s) are not accomplished or the inspection tag is not completed, a reputable fire
extinguisher service company will be required to conduct these required surveys. (NFPA 10, 4-3, 4-4)
4: The total number of fire extinguishers required for a light hazard occupancy with Class A fire hazards is
calculated at one extinguisher for each 3,000 sq. ft. of area. The extinguisher(s) should be of the "all
purpose" (2A, 10 B:C) dry chemical type. The travel distance to any extinguisher must be 75' or less. (IFC
906.3) (NFPA 10, 3-2.1)
5: Portable fire extinguishers shall be provided within a 30-foot (9144 mm) travel distance of commercial -
type cooking equipment. Cooking equipment involving vegetable or animal oils and fats shall be
protected by a Class K rated portable extinguisher. (IFC 904.11.5)
6: Egress doors shall be readily openable from the egress side without the use of a key or special knowledge
or effort. (IFC 1008.1.8.3 subsection 2.2)
7: Dead bolts are not allowed on auxiliary exit doors unless the dead bolt is automatically retracted when
the door handle is engaged from inside the tenant space. (IFC Chapter 10)
8: Exit hardware and marking shall meet the requirements of the International Fire Code. (IFC Chapter 10)
9: Door handles, pulls, latches, locks and other operating devices on doors required to be accessible by
Chapter 11 of the International Building Code shall not require tight grasping, tight pinching or twisting of
the wrist to operate. (IFC 1008.1.8.1)
10: Aisles leading to required exits shall be provided from all portions of the building and the required width
of the aisles shall be unobstructed. (IFC 1013.4)
11: All new sprinkler systems and all modifications to existing sprinkler systems shall have fire department
review and approval of drawings prior to installation or modification. New sprinkler systems and all
modifications to sprinkler systems involving more than 50 heads shall have the written approval of
Factory Mutual or any fire protection engineer licensed by the State of Washington and approved by the
Fire Marshal prior to submittal to the Tukwila Fire Prevention Bureau. No sprinkler work shall commence
without approved drawings. (City Ordinance No. 2327).
12: Sprinklers shall be installed under fixed obstructions over 4 feet (1.2 m) wide such as ducts, decks, open
grate flooring, cutting tables, shelves and overhead doors. (NFPA 13-8.6.5.3.3)
13: Maintain sprinkler coverage per N.F.P.A. 13. Addition/relocation of walls, closets or partitions may
require relocating and/or adding sprinkler heads. (IFC 901.4)
14: All new fire alarm systems or modifications to existing systems shall have the written approval of The
Tukwila Fire Prevention Bureau. No work shall commence until a fire department permit has been
obtained. (City Ordinance #2328) (IFC 104.2)
15: An approved manual fire alarm system including audible/visual devices and manual pull stations is
required for this project. The fire alarm system shall meet the requirements of Americans With
Disabilities' Act (I.B.C.), N.F.P.A. 72 and the City of Tukwila Ordinance #2328.
16: Maintain fire alarm system audible/visual notification. Addition/relocation of walls or partitions may
require relocation and/or addition of audible/visual notification devices. (City Ordinance #2328)
17: An electrical permit from the City of Tukwila Building Department Permit Center (206-431-3670) is
required for this project.
18: The maximum flame spread class of finish materials used on interior walls and ceilings shall not exceed
that set forth in Table No. 803.5 of the International Building Code.
19: New and existing buildings shall have approved address numbers, building numbers or approved building
identification placed in a position that is plainly legible and visible from the street or road fronting the
property. These numbers shall contrast with their background. Address numbers shall be Arabic numbers
or alphabet letters. Numbers shall be a minimum of 4 inches (102mm) high with a minimum stroke width
of 0.5 inch (12.7mm). (IFC 505.1)
20: Any overlooked hazardous condition and/or violation of the adopted Fire or Building Codes does not
imply approval of such condition or violation.
21: These plans were reviewed by Inspector 511. If you have any questions, please call Tukwila Fire
Prevention Bureau at (206)575-4407.
22: ***BUILDING PERMIT CONDITIONS***
23: Work shall be installed in accordance with the approved construction documents, and any changes made
during construction that are not in accordance with the approved construction documents shall be
resubmitted for approval.
24: All permits, inspection record card and approved construction documents shall be kept at the site of work
and shall be open to inspection by the Building Inspector until final inspection approval is granted.
25: All construction shall be done in conformance with the Washington State Building Code and the
Washington State Energy Code.
26: All food preparation establishments must have Seattle/King County Department of Public Health sign -off
prior to opening or doing any food processing. Arrangements for final Health Department inspection shall
be made by calling Seattle/King County Department of Public Health, (206/296-4928), at least three
working days prior to desired inspection date. On work requiring Health Department approval, it is the
contractor's responsibility to have a set of plans approved by the agency on the job site.
27: All rack storage requires a separate permit issued through the City of Tukwila Permit Center. Rack storage
over 8-feet in height shall be anchored or braced to prevent overturning or displacement during seismic
events. The design and calculations for the anchorage or bracing shall be prepared by a registered
professional engineer licensed in the State of Washington. Periodic special inspection is required during
anchorage of storage racks 8 feet or greater in height.
28: There shall be no occupancy of a building until final inspection has been completed and approved by
Tukwila building inspector. No exception.
29: Remove all demolition rubble and loose miscellaneous material from lot or parcel of ground, properly cap
the sanitary sewer connections, and properly fill or otherwise protect all basements, cellars, septic tanks,
wells, and other excavations. Final inspection approval will be determined by the building inspector
based on satisfactory completion of this requirement.
30: All plumbing and gas piping work shall be inspected and approved under a separate permit issued by the
City of Tukwila Building Department (206-431-3670).
31: All electrical work shall be inspected and approved under a separate permit issued by the City of Tukwila
Permit Center.
32: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an
approval of, any violation of any of the provisions of the building code or of any other ordinances of the
City of Tukwila. Permits presuming to give authority to violate or cancel the provisions of the code or
other ordinances of the City of Tukwila shall not be valid. The issuance of a permit based on construction
documents and other data shall not prevent the Building Official from requiring the correction of errors in
the construction documents and other data.
33: All mechanical work shall be inspected and approved under a separate permit issued by the City of
Tukwila Permit Center (206/431-3670).
34: A Certificate of Occupancy shall be issued for this building upon final inspection approval by Tukwila
building inspector.
35: Partition walls shall not be tied to a suspended ceiling grid. All partitions greater than 6 feet in height
shall be Iaterially braced to the building structure. Such bracing shall be independent of any ceiling splay
bracing.

2. The City of Tukwila requires a grease interceptor on all buildings where food preparation occurs and at locations
determined by the Public Works Director as necessary for the proper handling of liquid wastes. Grease interceptors
shall be sized per Appendix H of the Uniform Plumbing code. Grease interceptor shall be a single vault with
double baffle. Refer to attached City of Tukwila Detail SS-14. Please submit a detailed site plan showing location
of proposed grease interceptor and sanitary sewer system. A Washington State Licensed Engineer shall design the
outside grease interceptor, and shall stamp, date, and sign the design sheet. Contact Utility Locates to assure that
there is no conflict between proposed grease interceptor location and existing utilities on site.
3. An interior grease trap/interceptor may be installed under a separate Plumbing Permit if approved by the Senior
Water & Sanitary Sewer Engineer. Specify size/manufacturer/model number on plans and include a grease

In accordance with Washington State Department of Health guidelines for Group A Public Water Systems, Public
Works has implemented a cross -connection control program to protect the public water system from
contamination via cross -connection. State law requires annual backflow testing. Please have backflows tested by
a certified tester and submit passing test results to Public Works.
The City has determined that the building to be occupied by the proposed Arashi Ramen has deficiencies on
domestic water service and fire prevention requiring the following upgrades.
a) Domestic Water Service
North end of the Shopping Mall is served by a 2-inch water meter that does not have an RPPA installed
for premise isolation.
A Reduced Pressure Principle Assembly (RPPA), previously called a Reduced Pressure Backflow
Assembly (RPBA), shall be installed immediately downstream of the existing permanent 2-inch domestic
water meter for premise isolation. Installation at another location requires approval by the Director of
Public Works. The RPPA shall be installed in a Hot Box/Hot Rock or equal freeze protection enclosure
anchored to a minimum 4" thick concrete pad. Public Works recommends, but does not require, a power
supply for the freeze protection enclosure. Please specify RPPA size, manufacturer, and model number
on plans and submit a cut sheet for the proposed device. Show location of the new RPPA on a plan sheet.
b) Fire Prevention
The existing 8-inch fire backflow (DCDVA) failed the last test in May 2013 and requires apassing test
report.
There are three private fire hydrants at this Shopping Mall that require Storz adapters be installed on the
pumper ports. Location of fire hydrants are: one at the North end, one at the South end, and one behind
the building.
Need to install a Storz adapter on the Fire Department Connection (FDC) that is located on the Southeast
wall of the building. The new 5" Locking Storz Cap is manufactured by Knox. Owner/Applicant shall
contact the Tukwila Fire department at (206) 575-4404 to obtain an order form, as this must be ordered
through the Fire Department office.

The Public Works Director will withhold issuance of any Building, Plumbing, or Public Works permit for this
building until the Permit Center receives plans for installation of above items (a) and (b) and a copy of the
backflow test report for above items (a) and (b) or a bond for design, installation and testing of subject backflows.
If you opt to install, you must supply the installation plans consisting of a schematic that clearly shows the
location of the domestic water meter in relationship to the property line(s) and the building, size of water meters,
connections to the water main, and service to the property together with a construction cost estimate to the Permit
Center. RPPA installation, and Fire Department Connection (FDC) upgrade will trigger a Public Works Type `C'
Construction Permit which has a progressive fee. For a Type C permit, Public Works collects a base application
and plan review fee ($250.00 plus 2.5% of construction cost for installation of the subject devices). An additional
2.5% of construction cost for backflow installations will be assessed at the time of permit issuance.
If you opt to bond for the installation, you must provide the following to the Permit Center: 1) an original design
and installation estimate, 2) a bond for 150% of the design and installation cost, and 3) a letter stating your intent
to install the backflows and other devices by a certain date. This must be done before the Permit Center issues the
permit.

• (GENERAL NOTE)
PLAN SUBMITTALS: (Min. size 11x17 to maximum size of 24x36; all sheets shall be the same size. New revised
plan sheets shall be the same size sheets as those previously submitted.)
(If applicable) Structural Drawings and structural calculations sheets by a registered engineer shall have a current
signed stamp -seal. Architectural design sheets and documents by a registered architect shall also have a current
signed stamp -seal.
(BUILDING REVIEW NOTES)
1. Provide additional details for the "service window drop panel" that shows specifically how all the parts shall be
assembled, seismically secured to the structure above and specify all types of hardware, fasteners and materials
used. Elevated cross sections would be sufficient to provide this information. Include all dimensions. The panels
shall be designed and constructed to withstand seismic forces. Therefore it is necessary to specify how it is secured
at the ceiling and end walls.
2. In addition to item #1 provide specific details with specifications for hardware, fasteners and materials for
seismically securing all new walls and partitions to the floor.
3. The typical wall section detail on sheet A2 appears to specify securing the wall to the ceiling hardware or grid.
Walls shall be seismically secured independent of the suspended ceiling system. Provide revised detail that
specifies the method of independently securing the top of walls to the structure above.
4. The door maneuvering clearance for restroom 104 and service back door do not meet barrier free requirements
for front approach where both latch and closer is provided. The clearance on the latch side shall require a minimum
of 12 inches from the side wall. In addition, doorways shall have a clear opening width of 32 inches; measured
between the face of door and stop, with the door open 90 degrees. Door schedule calls for 32" wide doors which
shall not meet code. Also to meet maneuvering clearance, the hall shall not be less than 48 inches clear width where
accessing restroom 105. With the required clearances, the width shall affect the hall as shown. Revise the plan to
meet barrier free clearances for the bathroom doors and service door. Ensure the hall width meet clear width. Toilet
rooms shall not open directly into a room used for the preparation of food for service to the public. (2012 IBC
2902.3.1.1, 2009 ANSI Section 404.2.2, 404.2.3.2 and Table 404.2.3.2)
5. Update door hardware schedule to specify all doors including the existing. Identify all door hardware types;
specify lever handles and or push bar at service door. Operable parts shall be operable with one hand and shall not

require tight grasping, pinching, or twisting of the wrist. The force required to activate operable parts shall be 5.0

1. I have made application for a permit from the City of Tukwila, Washington.
2. I understand that state law requires that all building construction contractors be registered with the
State of Washington. The exceptions to this requirement are stated under Section 18.27.090 of the
Revised Code of Washington, a copy of which is printed on the reverse side of this Affidavit. I have
read or am familiar with RCW 18.27.090.
3. I understand that prior to issuance of a permit for work which is to be done by any contractor, the
City of Tukwila must verify either that the contractor is registered by the State of Washington, or that
one of the exemptions stated under RCW 18.27.090 applies.
4. In order to provide verification to the City of Tukwila of my compliance with this requirement, I
hereby attest that after reading the exemptions from the registration requirem nt of RCW 18.27.090,
I consider the work authorized under this permit to be exempt under number 12—; and will therefore
not be performed by a registered contractor.
5. I understand that the licensing provision of RCW 19.28.161 through 19.28.271 shall not apply to
persons making electrical installations on their own property or to regularly employed employees
working on the premises of their employer. The proposed electrical work is not for the construction
of a new building for rent, sale or lease.
I understand that I may be waiving certain rights that I might otherwise have under state law in any decision
to engage an unregistered contractor to perform construction work.

18.27.090 Exemptions. The re .ation provisions of this chapter do not apply t
1. An authorized representative of the United States
government, the state of Washington, or any incorporated
city, town, county, township, irrigation district, reclamation
district, or other municipal or political corporation or
subdivision of this state;
2. Officers of a court when they are acting within the scope
of their office;
3. Public utilities operating under the regulations of the
utilities and transportation commission in construction,
maintenance, or development work incidental to their own
business;
4. Any construction, repair, or operation incidental to the
discovering or producing of petroleum or gas, or the
drilling, testing, abandoning, or other operation of any
petroleum or gas well or any surface or underground mine
or mineral deposit when performed by an owner or lessee;
5. The sale of any finished products, materials, or articles of
merchandise that are not fabricated into and do not become
a part of a structure under the common law of fixtures;
6. Any construction, alteration, improvement, or repair of
personal property performed by the registered or legal
owner, or by a mobile/manufactured home retail dealer or
manufacturer licensed under chapter 46.7o RCW who shall
warranty service and repairs under chapter 46.7o RCW;
7. Any construction, alteration, improvement, or repair
carried on within the limits and boundaries of any site or
reservation under the legal jurisdiction of the federal
government;
8. Any person who only furnished materials, supplies, or
equipment without fabricating them into, or consuming
them in the performance of, the work of the contractor;
9. Any work or operation on one undertaking or project by
one or more contracts, the aggregate contract price of
which for labor and materials and all other items is less
than five hundred dollars, such work or operations being
considered as of a casual, minor, or inconsequential nature.
The exemption prescribed in this subsection does not apply
in any instance wherein the work or construction is only a
part of a larger or major operation, whether undertaken by
the same or a different contractor, or in which a division of
the operation is made into contracts of amounts less than
five hundred dollars for the purpose of evasion of this
chapter or otherwise. The exemption prescribed in this
subsection does not apply to a person who advertises or
puts out any sign or card or other device which might
indicate to the public that he or she is a contractor, or that
he or she is qualified to engage in the business of
contractor;
io. Any construction or operation incidental to the
construction and repair of irrigation and drainage ditches
of regularly constituted irrigation districts or reclamation
districts; or to farming, dairying, agriculture, viticulture,
horticulture, or stock or poultry raising; or to clearing or
other work upon land in rural districts for fire prevention
purposes; except when any of the above work is performed
by a registered contractor;
11. An owner* who contracts for a project with a registered
contractor, except that this exemption shall not deprive the
owner of the protections of this chapter against registered
and unregistered contractors. The exemption prescribed in
this subsection does not apply to a person who performs
the activities of a contractor for the purpose of leasing or
selling improved property he or she has owned for less than
twelve months;
12.* Any person working on his or her own property,
whether occupied by him or her or not, and any person
working on his or her personal residence, whether owned
by him or her or not but this exemption shall not apply to
any person who performs the activities of a contractor on
his or her own property for the purpose of selling,
demolishing, or leasing the property;
13. An owner* who performs maintenance, repair, and
alteration work in or upon his or her own properties, or
who uses his or her own employees to do such work;
14. A licensed architect or civil or professional engineer
acting solely in his or her professional capacity, an
electrician certified under the laws of the state of
Washington, or a plumber certified under the laws of the
state of Washington or licensed by a political subdivision of
the state of Washington while operating within the
boundaries of such political subdivision. The exemption
provided in this subsection is applicable only when the
person certified is operating within the scope of his or her
certification;
15. Any person who engages in the activities herein
regulated as an employee of a registered contractor with
wages as his or her sole compensation or as an employee
with wages as his or her sole compensation;
16. Contractors on highway projects who have been
prequalified as required by RCW 47.28.070, with the
department of transportation to perform highway
construction, reconstruction, or maintenance work;
17. A mobile/manufactured home dealer or manufacturer
who subcontracts the installation, set-up, or repair work to
actively registered contractors. This exemption only applies
to the installation, set-up, or repair of the
mobile/manufactured homes that were manufactured or
sold by the mobile/manufactured home dealer or
manufacturer;
18. An entity who holds a valid electrical contractor's
license under chapter 19.28 RCW that etap'loys a certified
journeyman electrician, a certifies residential specialty
electrician, or an electrical trainee meeting 4te " t
requirements of chapter 19.28 RCW to perfoI plumbing
work that is incidentally, diri6tly, and immediately
appropriate to the like -in -kind replacement of a household
appliance or other small household utilization equipment
that requires limited electric power and limited wjste
and/or water connections. An electrical trainee must be
supervised by a certified electrician while performing
plumbing work.
