Police /Patrol Page 77 Page 78 Page 79 Approved as submitted. 000 Police Training Room BUDGET MEETING M I N U T E S Council President Saul called the Budget Meeting to order at 7:00 P.M. in the Police Department Training Room. LIONEL C. BOHRER, MABEL J. HARRIS, J. REID JOHANSON, DORIS PHELPS, DANIEL J. SAUL, Council President, GARY L. VAN DUSEN. Pat Lowery, Police Chief, explained to Council that the budget for 1981 reflects a reorganization of the Department as well as a re- alignment of personnel and services. This is an attempt to meet the increased calls for services through more efficient utilization of existing personnel and the upgrading of tools to achieve this objective. Chief Lowery said he isn't proposing any new manpower, but is asking for overtime to pay patrolmen when they are needed for special occasions. Mrs. Kristofferson said that the Salaries on Page 70 do not include increases for 1981. Councilman Saul recommended that the Technical Advisor be funded for 6 months only. The balance of the fund should be moved in to Non Departmental, Miscellaneous Salaries. Council agreed with this recommendation. If it needs to be funded beyond this time, Council will discuss it then. Capital Equipment (pg. 164). Council reviewed each of the capital equipment items. Chief Lowery explained why each was requested and how they will help improve the efficiency of the Department. While discussing the Word Processor, Councilman Van Dusen asked Chief Lowery if they would come back with a more formal presentation on what they are planning on using it for before it is purchased. Councilman Bohrer said he favored the purchase, but wants to be sure that any department that wanted to try it had the chance. Chief Lowery agreed as long as they bought the discs out of their own budgets. Councilman Bohrer asked if this computer is a dupli- cation of function with the new machine proposed by the Finance Department. Chief Lowery said that, by the time Finance gets their computer set up and programmed, it will be quite a while before other departments get input into it. Chief Lowery discussed the update of the mobile unit by purchasing radios with greater frequencies. He outlined three alternatives and asked Council to consider number two. This would put eight channel units in all patrol vehicles, one detective car and the staff vehicles, that are used for crime prevention and training. Councilman Van Dusen recommended Council approve Alternate #1 in the amount of $19,160.53. Chief Lowery asked if Council would accept Alternate #2, but remove the 6 sirens in the amount of $5,348.82. Council agreed to this. P- 81 -11, Update Mobile Units becomes $19,196. Approved as submitted. Chief Lowery explained that he was asking for $45,000 for overtime, in lieu of hiring new personnel. Chief Lowery said the only new employee requested in the department is a clerk. The clerk is needed to allow the current employees time off and time to take needed training. Councilman Bohrer said he is opposed because Council has already budgeted tools to improve the efficiency of the office. Councilman Van Dusen said we are dealing here with the actual manpower and the use of it. Council approved the full time position and approved page 83 as submitted.
