Pull the shingles up, inspect the OSB, which had seen its better day, and button it back up. Upon inspecting the 2"x 4" framing structure of the roof rafters , I grew concerned with the sagging rafters due to inadequate lumber dimension and/or lack of bracing (ie. knee wall, engineered truss, or purlins) or the extra weight from the double layer of asphalt shingles, or both. The current framing resulted in a sagging roof. Upon pulling the'/2" osb sheathing and Y2"x4" skip sheathing, I was told that 1 would have to apply for a permit. As soon as it was brought to my attention, 1 quickly tried to right the situation. A permit was issued and 1 finished the sistering and sheathing the roof, only to receive an email stating my permit had been canceled. Allegedly, I had not been forthcoming with what the total scope of work entailed. This is incorrect. I stated everything that was being done and there was no attempt to manipulate the situation. 1 have removed half the weight of the roof by replacing it plywood which is lighter and stronger than the original osb, removed the'/2" x 4" skip sheathing, and removed the two layers of roofing shingles that were four times the weight of the metal roof. 1 then used 2"x 6" sistered to the original rafters to replumb and strengthen the existing framing. Per linear board foot, 2" x 6" weighs less than asphalt shingle. This weight has been mitigated. According to IBC, 16.02 I believe I fit the parameters required to not need a permit based on my interepretation. That's the problem with interpretation. I wish these things were a little more defined. Like what is the actual definition of reroof, recover, framing..etc ( See IBC Attachment) 2"x6" Doug fir # 2 has been sistered by 3 '/d' x .131 8d nails every foot. Sheathing replaced with the %2 cdx plywood gapped with spacers every 24" and nailed down with 3'/4" x .131 8d galvanized nails every 4" around the perimeter of the sheet and every 6" on the 24" spaced rafters. Permitting final approval, a nice new metal roof will be attached. Also, Simpson Strong Ties hurricane rafter braces have also been installed per manufacturer specs as well as 2x6 collar ties every other rafter. R-13 has been added to the ceiling joists and R-21 has been added to the rafter bays. Thank you for your patience and help in working with me through my repair process. Earlier this afternoon you came in to obtain a building permit for a reroof permit to include resheeting and some sistering of new rafters to old. Based on the conversation and the information given a permit was issued over the counter without a formal plan review. Upon the inspector's return to the office it was determined that this permit was issued in error, that in fact the scope of work exceeded that which was represented. Consequently the permit issued is invalid and on hold until two sets of plans are submitted for plan review. Please note that without a valid permit construction is required to stop.
