PERMIT CONDITIONS: 1: Applicant should note that there is a project to improve the facade of the Center Place buildings under design review. At this point they are not planning on touching the roof beyond 5' back from the front facade to tie in new roofing membrane to the existing. 29: The attached set of building plans have been reviewed by the Fire Prevention Bureau and are acceptable with the following concerns: 26: An approved manual fire alarm system including audible/visual devices and manual pull stations is required for this project. The fire alarm system shall meet the requirements of Americans With Disabilities' Act (I.B.C.), N.F.P.A. 72 and the City of Tukwila Ordinance #2437. 27: Maintain fire alarm system audible/visual notification. Addition/relocation of walls or partitions may require relocation and/or addition of audible/visual notification devices. (City Ordinance #2437) (IFC 901.2) 5: The total number of fire extinguishers required for an ordinary hazard occupancy with Class A fire hazards is calculated at one extinguisher for each 1,500 sq. ft. of area. The extinguisher(s) should be of the "All Purpose" (3A, 40B:C) dry chemical type. Travel distance to any fire extinguisher must be 75' or less. (IFC 906.3) (NFPA 10, 5.4) 6: Portable fire extinguishers shall be provided within a 30-foot (9144 mm) travel distance of commercial -type cooking equipment. Cooking equipment involving vegetable or animal oils and fats shall be protected by a Class K rated portable extinguisher. (IFC 904.11.5) 2: Portable fire extinguishers, not housed in cabinets, shall be installed on the hangers or brackets supplied. Hangers or brackets shall be securely anchored to the mounting surface in accordance with the manufacturer's installation instructions. Portable fire extinguishers having a gross weight not exceeding 40 pounds (18 kg) shall be installed so that its top is not more than 5 feet (1524 mm) above the floor. Hand- held portable fire extinguishers having a gross weight exceeding 40 pounds (18 kg) shall be installed so that its top is not more than 3.5 feet (1067 mm) above the floor. The clearance between the floor and the bottom of the installed hand-held extinguishers shall not be less than 4 inches (102 mm). (IFC 906.7 and IFC 906.9) 3: Extinguishers shall be located in conspicuous locations where they will be readily accessible and immediately available for use. These locations shall be along normal paths of travel, unless the fire code official determines that the hazard posed indicates the need for placement away from normal paths of travel. (IFC 906.5) 7: Maintain fire extinguisher coverage throughout. 4: A Type 1 hood shall be installed at or above all commercial cooking appliances and domestic cooking appliances used for commercial purposes that produce grease vapors. Each required commercial kitchen exhaust hood and duct system required by section 610 of the International Fire Code to have a Type 1 hood shall be protected with an approved automatic fire -extinguishing system installed in accordance with this code. (IFC 904.2.1 and IFC 904.11) Automatic fire -extinguishing systems shall comply with UL 300 or other equivalent standards and shall be installed in accordance with the requirements of the listing. (NFPA 96, 10.2.3) 9: Type I hood systems shall be designed and installed to automatically activate the exhaust fan whenever cooking operations occur. The activation of the exhaust fan shall occur through an interlock with the cooking appliances, by means of heat sensors or by means of other approved methods. (IMC 507.2.1.1) 8: All new automatic fire -extinguishing systems and all modifications to existing automatic fire -extinguishing systems shall have fire department review and approval of drawings prior to installation or modification. 10: Egress doors shall be readily openable from the egress side without the use of a key or special knowledge or effort. (IFC Chapter 10) 13: Exits and exit access doors shall be marked by an approved exit sign readily visible from any direction of egress travel. Access to exits shall be marked by readily visible exit signs in cases where the exit or the path of egress travel is not immediately visible to the occupants. Exit sign placement shall be such that no point in an exit access corridor is more than 100 feet (30,480 mm) or the listed viewing distance for the sign, whichever is less, from the nearest visible exit sign. (IFC 1011.1) 14: Every exit sign and directional exit sign shall have plainly legible letters not less than 6 inches (152 mm) high with the principal strokes of the letters not less than 0.75 inch (19.1 mm) wide. The word "EXIT" shall have letters having a width not less than 2 inches (51 mm) wide except the letter "I", and the minimum spacing between letters shall not be Tess than 0.375 inch (9.5 mm). Signs larger than the minimum established in section 1011.5.1 of the International Fire Code shall have letter widths, strokes and spacing in proportion to their height. The word "EXIT" shall be in high contrast with the background and shall be clearly discernible when the exit sign illumination means is or is not energized. If an arrow is provided as part of the exit sign, the construction shall be such that the arrow direction cannot be readily changed. (IFC 1011.6) 15: Aisles and aisle access ways serving as a portion of the exit access in the means of egress system shall comply with the requirements of this section. Aisles or aisle access ways shall be provided from all occupied portions of the exit access which contain seats, tables, furnishings, displays and similar fixtures or equipment. The required width of aisles shall be unobstructed. (IFC 1017.1) 16: Each door in a means of egress from an occupancy of Group A or E having an occupant load of 50 or more and any Group H occupancy shall not be provided with latch or lock unless it is panic hardware or fire exit hardware. (IFC 1008.1.10) 17: Exit signs shall be illuminated at all times. To ensure continued illumination for a duration of not less than 90 minutes in case of primary power loss, the sign illumination means shall be connected to an emergency power system provided from storage batteries, unit equipment or on -site generator. (IFC 1011.6.3) 18: Every room or space that is an assembly occupancy shall have the occupancy load of the room or space posted in a conspicuous place, near the main exit or exit access doorway from the room or space. Posted signs shall be of an approved legible permanent design and shall be maintained by the owner or authorized agent. (IFC 1004.3) 19: Emergency lighting facilities shall be arranged to provide initial illumination that is at least an average of 1 foot-candle (11 lux) and a minimum at any point of 0.1 foot-candle (1 lux) measured along the path of egress at floor level. Illumination levels shall be permitted to decline to 0.6 foot-candle (6 lux) average and a minimum at any point of 0.06 foot-candle (0.6 lux) at the end of the emergency lighting time duration. A maximum -to -minimum illumination uniformity ratio of 40 to 1 shall not be exceeded. (IFC 1006.3.1) 23: Fire protection systems shall be maintained in accordance with the original installation standards for that system. Required systems shall be extended, altered or augmented as necessary to maintain and continue protection whenever the building is altered, remodeled or added to. Alterations to fire protection systems shall be done in accordance with applicable standards. (IFC 901.4) 21: Sprinklers shall be installed under fixed obstructions over 4 feet (1.2 m) wide. (NFPA 13-8.6.5.3.3) 20: All new sprinkler systems and all modifications to existing sprinkler systems shall have fire department review and approval of drawings prior to installation or modification. New sprinkler systems and all modifications to sprinkler systems involving more than 50 heads shall have the written approval of Factory Mutual or any fire protection engineer licensed by the State of Washington and approved by the Fire Marshal prior to submittal to the Tukwila Fire Prevention Bureau. No sprinkler work shall commence without approved drawings. (City Ordinance No. 2436). 28: An electrical permit from the City of Tukwila Building Department Permit Center (206-431-3670) is required for this project. 30: The maximum flame spread class of finish materials used on interior walls and ceilings shall not exceed that set forth in Table No. 803.9 of the International Building Code. 31: In occupancies of Groups A, E, I and R-1 and dormitories in Group R-2, curtains, draperies, hangings and other decorative materials suspended from walls or ceilings shall be flame resistant in accordance with NFPA 701 or be noncombustible. Where required to be flame resistant, decorative materials shall be tested by an approved agency and pass Test 1, as described in NFPA 701, or such materials shall be noncombustible. Reports of test results shall be prepared in accordance with NFPA 701 and furnished to the fire code official upon request. ASCE 7, Chapter 13. 38: Partition walls shall not be tied to a suspended ceiling grid. All partitions greater than 6 feet in height shall be laterially braced to the building structure. Such bracing shall be independent of any ceiling splay bracing. 39: All construction shall be done in conformance with the Washington State Building Code and the Washington State Energy Code. 40: All food preparation establishments must have Seattle/King County Department of Public Health sign -off prior to opening or doing any food processing. Arrangements for final Health Department inspection shall be made by calling Seattle/King County Department of Public Health, (206/296-4928), at least three working days prior to desired inspection date. On work requiring Health Department approval, it is the contractor's responsibility to have a set of plans approved by the agency on the job site. 41: All rack storage requires a separate permit issued through the City of Tukwila Permit Center. Rack storage over 8-feet in height shall be anchored or braced to prevent overturning or displacement during seismic events. The design and calculations for the anchorage or bracing shall be prepared by a registered professional engineer licensed in the State of Washington. Periodic special inspection is required during anchorage of storage racks 8 feet or greater in height. 42: There shall be no occupancy of a building until final inspection has been completed and approved by Tukwila building inspector. No exception. 43: Remove all demolition rubble and loose miscellaneous material from lot or parcel of ground, properly cap the sanitary sewer connections, and properly fill or otherwise protect all basements, cellars, septic tanks, wells, and other excavations. Final inspection approval will be determined by the building inspector based on satisfactory completion of this requirement. 44: A Certificate of Occupancy shall be issued for this building upon final inspection approval by Tukwila building inspector. 45: All plumbing and gas piping work shall be inspected and approved under a separate permit issued by the City of Tukwila Building Department (206-431-3670). 46: All electrical work shall be inspected and approved under a separate permit issued by the City of Tukwila Permit Center. 47: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of, any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. I understand that state law requires that all building construction contractors be registered with the State of Washington. The exceptions to this requirement are stated under Section 18.27.090 of the Revised Code of Washington, a copy of which is printed on the reverse side of this Affidavit. I have read or am familiar with RCW 18.27.090. 3. I understand that prior to issuance of a permit for work which is to be done by any contractor, the City of Tukwila must verify either that the contractor is registered by the State of Washington, or that one of the exemptions stated under RCW 18.27.090 applies. 4. In order to provide verification to the City of Tukwila of my compliance with this requirement, I hereby attest that after reading the exemptions from the registration requirement of RCW 18.27.090, I consider the work authorized under this permit to be exempt under number Y_?, and will therefore not be performed by a registered contractor. 5. I understand that the licensing provision of RCW 19.28.161 through 19.28.271 shall not apply to persons making electrical installations on their own property or to regularly employed employees working on the premises of their employer. The registration provisions of this chapter do not apply to: 1. An authorized representative of the United States government, the state of Washington, or any incorporated city, town, county, township, irrigation district, reclamation district, or other municipal or political corporation or subdivision of this state; 2. Officers of a court when they are acting within the scope of their office; 3. Public utilities operating under the regulations of the utilities and transportation commission in construction, maintenance, or development work incidental to their own business; 4. Any construction, repair, or operation incidental to the discovering or producing of petroleum or gas, or the drilling, testing, abandoning, or other operation of any petroleum or gas well or any surface or underground mine or mineral deposit when performed by an owner or lessee; 5. The sale of any finished products, materials, or articles of merchandise that are not fabricated into and do not become a part of a structure under the common law of fixtures; 6. Any construction, alteration, improvement, or repair of personal property performed by the registered or legal owner, or by a mobile/manufactured home retail dealer or manufacturer licensed under chapter 46.7o RCW who shall warranty service and repairs under chapter 46.7o RCW; 7. Any construction, alteration, improvement, or repair carried on within the limits and boundaries of any site or reservation under the legal jurisdiction of the federal government; 8. Any person who only furnished materials, supplies, or equipment without fabricating them into, or consuming them in the performance of, the work of the contractor; 9. Any work or operation on one undertaking or project by one or more contracts, the aggregate contract price of which for labor and materials and all other items is less than five hundred dollars, such work or operations being considered as of a casual, minor, or inconsequential nature. The exemption prescribed in this subsection does not apply in any instance wherein the work or construction is only a part of a larger or major operation, whether undertaken by the same or a different contractor, or in which a division of the operation is made into contracts of amounts less than five hundred dollars for the purpose of evasion of this chapter or otherwise. The exemption prescribed in this subsection does not apply to a person who advertises or puts out any sign or card or other device which might indicate to the public that he or she is a contractor, or that he or she is qualified to engage in the business of contractor; io. Any construction or operation incidental to the construction and repair of irrigation and drainage ditches of regularly constituted irrigation districts or reclamation districts; or to farming, dairying, agriculture, viticulture, horticulture, or stock or poultry raising; or to clearing or other work upon land in rural districts for fire prevention purposes; except when any of the above work is performed by a registered contractor; 11. An owner* who contracts for a project with a registered contractor, except that this exemption shall not deprive the owner of the protections of this chapter against registered and unregistered contractors. The exemption prescribed in this subsection does not apply to a person who performs the activities of a contractor for the purpose of leasing or selling improved property he or she has owned for less than twelve months; 12.* Any person working on his or her own property, whether occupied by him or her or not, and any person working on his or her personal residence, whether owned by him or her or not but this exemption shall not apply to any person who performs the activities of a contractor on his or her own property for the purpose of selling, demolishing, or leasing the property; 13. An owner* who performs maintenance, repair, and alteration work in or upon his or her own properties, or who uses his or her own employees to do such work; 14. A licensed architect or civil or professional engineer acting solely in his or her professional capacity, an electrician certified under the laws of the state of Washington, or a plumber certified under the laws of the state of Washington or licensed by a political subdivision of the state of Washington while operating within the boundaries of such political subdivision. The exemption provided in this subsection is applicable only when the person certified is operating within the scope of his or her certification; 15. Any person who engages in the activities herein regulated as an employee of a registered contractor with wages as his or her sole compensation or as an employee with wages as his or her sole compensation; 16. Contractors on highway projects who have been prequalified as required by RCW 47.28.070, with the department of transportation to perform highway construction, reconstruction, or maintenance work; 17. A mobile/manufactured home dealer or manufacturer who subcontracts the installation, set-up, or repair work to actively registered contractors. This exemption only applies to the installation, set-up, or repair of the mobile/manufactured homes that were manufactured or sold by the mobile/manufactured home dealer or manufacturer; 18. An entity who holds a valid electrical contractor's license under chapter 19.28 RCW that employs a certified journeyman electrician; a certified residential specialty electrician, or an electrical trainee meeting the requirements of chapter 19.28 RCW to perform plumbing work that is incidentally, directly, and immediately appropriate to the like -in -kind replacement of a household appliance or other small household utilization equipment that requires limited electric power and limited waste and/or water connections. An electrical trainee must be supervised by a certified electrician while performing plumbing work. *Per Washington State Department of Labor and Industries lessee has been interpreted to be equivalent to owner for purposes of exemptions.
