Per the International Building Code, International Mechanical Code, Uniform Plumbing Code and/or the National Electric Code, every permit issued by the Building Division under the provisions of these codes shall expire by limitation and become null and void if the building or work authorized by such permit has not begun within 180 days from the issuance date of such permit, or if the building or work authorized by such permit is suspended or abandoned at any time after the work has begun for a period of 180 days. All correction requests from each department must be addressed at the same time and reflected on your drawings. I have enclosed comments from the following departments: BUILDING DEPARTMENT: Allen Johannessen at 206-433-7163 if you have questions regarding these comments. • (GENERAL NOTE) PLAN SUBMITTALS: (Min. size 11x17 to maximum size of 24x36; all sheets shall be the same size. New revised plan sheets shall be the same size sheets as those previously submitted.) (BUILDING REVIEW NOTES) 1. The basement windows shall need additional information. Opening sill height shall be no more than 44 inches measured from the finished floor to the bottom of the "clear opening". Opening areas minimum 5.7 sq. ft. Window well min. horizontal area shall be 9 square feet with a min. horizontal projection and width of 36 inches and the area of the window well shall allow emergency escape and rescue opening to be fully opened. Window wells with a vertical depth greater than 44 inches shall be equipped with a permanently affixed ladder. Window wells shall be designed for proper drainage by connecting to the building's foundation drainage system or by an approved alternative method. Provide a detail with specifications for the basement egress windows and window wells complete with all dimensions and sizes. Verify windows are sized to meet egress requirements. (IRC 310.1 & 310.2) 2. Provide header details for the new widow openings. Show detailed specifications to identify exterior wall type to be removed for the new windows. Show how the windows and openings shall be flashed and sealed to meet energy codes and to protect interior wall framing from moisture and outside elements. Windows shall have a minimum "U" value of .03. 3. Provide framing details for the new stairway. Details shall identify all hardware and hangers to include lumber sizes for new and existing framing at the framed opening. Identify all supporting members (walls, beams, post etc.) of the new framed stairway opening. Provide dimensions to show minimum headroom in all parts of the stairway shall not be less than 6 feet 8 inches measured vertically from the sloped line adjoining the tread nosing or from the floor surface. Stair riser dimension shown is not consistent with, and exceeds, the total rise shown floor to floor. Include sizes of step run (steps min. 10 inches) and equal rise of each step. Tread depth shall be measured horizontally between the vertical planes of the foremost projection of adjacent treads and at a right angle to the tread's leading edge. The greatest tread depth within any flight of stairs shall not exceed the smallest by more than 3/8 inch floor to floor. Provided dimensions for stairway and landing width. Openings shall not allow passage of a sphere 4 inches. (IRC 312.1.3) 6. In addition to the smoke detectors, an approved carbon monoxide alarm shall be installed outside of each separate sleeping area in the immediate vicinity of the bedrooms. (IRC R315.1) 7. The first floor demo plan shows what appears to be a wall removed dividing the kitchen and living room in addition to removal of the old stairway wall. Provide clarifications if any of these are bearing walls supporting roof framing or non -bearing walls. If in the case where a bearing wall is removed, provide details to show beams and or post sized for the application and show where all bearing roof loads shall be transferred down to a foundation or footing. Stairways shall not be less than 36 inches (914 mm) in clear width at all points above the permitted handrail height and below the required headroom height. Handrails shall not project more than 4.5 inches (114 mm) on either side of the stairway and the minimum clear width of the stairway at and below the handrail height, including treads and landings, shall not be less than 311/2 inches (787 mm) where a handrail is installed on one side and 27 inches (698 mm) where handrails are provided on both sides. Exception: The width of spiral stairways shall be in accordance with Section R311.7.9.1. R311.7.2 Headroom. The minimum headroom in all parts of the stairway shall not be less than 6 feet 8 inches (2032 mm) measured vertically from the sloped line adjoining the tread nosing or from the floor surface of the landing or platform on that portion of the stairway. Exception: Where the nosings of treads at the side of a flight extend under the edge of a floor opening through which the stair passes, the floor opening shall be allowed to project horizontally into the required headroom a maximum of 4 3/ inches (121 mm).
