The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service
Commission: Ron Johnston, Steve Wheeler, and Kathleen Wilson. Others in attendance were Police Chief Bruce
Linton, Deputy Police Chief Eric Dreyer, Assistant Fire Chief Chris Flores, Interim HR Director Bill Kolden, and
Michelle Godyn, HR Analyst/Civil Service Examiner.

Staffing Update
Commissioner Ron Johnston called the meeting to order at 4:58 pm.
The October 8, 2018, minutes were approved. No corrections were
noted.
Commissioner Ron Johnston inquired on expiration of current term
for Commissioners and request the City to provide written
notification when terms expire and if there is a requirement to
reapply for the position. Bill Kolden, HR Interim Director
will follow up on the next commission meeting on his request.
Michelle Godyn, Civil Service Examiner, advised the
Commissioners in the TMC 2.42.030 Section C, the adoption of
Secretary and Chief Examiner in the Civil Service Rule III Section
2. She identified other Civil Service Agencies duties and proposed duties
to the current industry standards.

DUTIES OF SECRETARY AND CHIEF EXAMINER.
Police Chief Bruce Linton presented the Commission a staffing update.
He reported the Police department has 65 out of 78 commissioned police
officer positions. There are 3 Lateral Officers in background, 3 Lateral
Officer in FTO, and 2 Officers returned from light duty. Entry Level
Police Recruitment there are 2 Entry Level Police Officer accepted
tentative offers and in background and 2 in Police Academy. The
eligibility list for Entry Level Police Officer has exhausted. Non -
Commissioned Officers 19 positions, Police Support Officer, Jonathan
Long graduating from the Academy. 2 Police Records Specialist
vacancy, Chief Interview scheduled for November 5'1' and 20th, 2018.

Staffing Update
It is to be recorded that the Police Records Specialist was
certified outside of a regular meeting commencing October 12, 2018 and
ending October 12, 2019, or until depleted. Tentative Offer was made to
Lea Park on November 6, 2018, she is currently in the first phase of
background process.

ending October 10, 2019, or until depleted. Tentative offer made to Cory
Martin, he is going through first phase of background process.

Civil Service Examiner presented to the Commissioner updated
Eligibility List commencing November 13, 2018 and ending November
13th, 2019 or until depleted. Tentative offer made to Jessica Armstrong,
she is going through first phase of background process.
Assistant Chief Flores presented the Commission a staffing update. Chief
Flores reported 18 full and 17 admin staff. 1 Fire Battalion Chief
vacancy. Jason Konieczka promoting to Battalion Chief in January 2019
and will exhaust the Fire Battalion Chief Eligibility List. Entry Level
Firefighter recruitment, 5 Firefighter recruits in the Fire Academy and 2
vacancy for Entry Level Firefighter. Chief interview for Entry Level
Firefighter scheduled for October 24, 2018 and tentative offers were
made to Jamie Steinbacher and William Naemura. Both candidates are in
backgrounds.

ending October 17, 2019, or until depleted.

Commissioner Johnston called to order the executive session meeting.
Police Chief Linton and Deputy Chief Dreyer requested a revision to of
the Police Commander job description's educational requirement to a
bachelor's degree. Commissioner Johnston excused the Police Chief
Linton and Deputy Police Chief Dreyer from Executive Session to
discuss Civil Service Rule V.
Civil Service Examiner contacted Police Chief and Deputy Police Chief
Dreyer to return to the Executive Session meeting. Deputy Police Chief
Dreyer was present, the Commissioner explained the Civil Service Rule
V and requested additional information from the department to provide
educational list and equivalency clarifying the justification for this
change to the next Civil Service Meeting.

7. Provide for the classification of all positions within the police department of the City
according to their duties, responsibilities, and qualifications.
Rule III. The Secretary and Chief Examiner
Section 1. Selection. Appointment of the Secretary and Chief Examiner shall be made
by the Commission. The Secretary/Chief Examiner may be held by one person or divided
into two ositions: one to serve as Secretar and one to serve as Chief Examiner.

3,2.1 Prepare the agenda, in consultation with the Commission Chair, or with the Vice
Chair in the absence of the Chair, for all Commission meetings. Shall keep the records of
the Commission, preserve all reports made to it, superintend and keep a record of all
examinations held under its discretion, and erform other such duties as the Commission
Inay prescribe.
3.2.3 Delegate duties where necessary coordinatin,g the work of all persons assisting in
recruitment and preparation of examination. Prepare and arrange for certification of the
list by the COMMiSsion. Certification may occur outside of the monthly meeting if the
need should arise, with signature of two or more Commissioners.
3.2.4 Assist in the preparation of the Civil Service budget and generally administer the
expenditure of hinds appropriated for the operation of the Commission.
3.2.5 Determine which examinations shall be conducted, the minimum qualifications of
applicants, the subjects to be covered in each examination, methods of testing, and the
relative weights to be given to the various parts of the examination; coordinate the
conduct of the examinations, ahtprove subject matter experts, contracted/special
examiners, arid other persons the Chief Examiner may deem necessary; decide all
questions relating to the eligibility of applicants, the admissibility of applicants to the
examinations, extension of time and all questions arising during the course of an
examination.
3.2.6 Perform all other functions necessary for the proper carrying out of these rules and
the rovisions of law relatin to the Civil Service S stem arid such additional dudes as
may be assigned from tirne to time by the Commission,
