HomeMy WebLinkAboutCivilService 2011-08-01 MinutesCity of Tukwila 6200 Southcenter Boulevard Tukwila, Washington 98188 August 1, 2011 Jim Haggerton, Mayor The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service Commission: Chairperson Carol Zuvela, Vice Chairperson Dennis Sivak, and Commissioner Ron Johnston. Others in attendance were Police Chief Mike Villa and Kim Gilman, HR Analyst. CALL TO ORDER 5:04pm Chairperson Zuvela called the August meeting of the Tukwila Civil Service Commission to order. APPROVAL OF MINUTES MOVED BY SIVAK, SECONDED BY JOHNSTON, THAT THE MINUTES OF THE TUKWILA CIVIL SERVICE COMMISSION MEETING HELD JUNE 6, 2011 BE APPROVED. MOTION CARRIED. GENERAL BUSINESS Civil Service Rules Revision Commissioners noted that there were no further changes identified that were not already included in the 2007 revised copy and agreed to create a clean document that incorporated these changes. They noted that it was important to retain a copy of the tracked changes version for historical purposes. MOVED BY SIVAK, SECONDED BY JOHNSTON, THAT A CLEAN VERSION OF THE CIVIL SERVICE RULES, THAT INCORPORATES ALL RULE REVISIONS PRIOR TO 2007, BE CREATED AND POSTED FOR PUBLIC VIEW. MOTION CARRIED. POLICE DEPARTMENT BUSINESS Staffing Update Chief Villa reported that there was 1 officer out on military leave, and 4 officers on administrative leave. This is in addition to 4 vacancies created through attrition. Staff have been working hard to recruit candidates to fill these vacancies so that the Police Department can return to full Phone: 206- 433 -1800 City Hall Fax: 206- 433 -1833 Website: www.ci.tukwila.wa.us capacity. Chief Villa also explained the need for pipeline positions so that a steady level of staffing can be maintained. Currently the Mayor has authorized 3 pipeline positions, and there are 2 candidates in the background process to fill these positions. The remaining pipeline position will be filled by a lateral police officer candidate who will be starting work on August 16 Anew Transport Services Officer has also been hired, and will be starting work the same day. Chief Villa explained that his recent promotion created a vacancy at the Assistant Chief level, which is currently being filled on an acting basis by a Commander. A Sergeant has been put into acting status to cover the duties of this Commander. The Chief explained that this arrangement is not anticipated to last longer than 6 months, at which point the Department may be facing some organizational changes. If approved by the Council, the Department may eliminate 1 Assistant Police Chief position, and add 2 administrative support positions within the Chief's office. OTHER BUSINESS Kim reported that the City is looking to hire a Civil Service Examiner /Secretary. Staff from the Human Resources Department have handled the Civil Service duties on an interim basis until the position could be filled on a regular basis. More information on the status of this position will be presented at the September meeting. Kim announced that the agendas and minutes from the last several months of Civil Service Commission meetings are now available on the electronic records link of the City's website. Commissioners discussed moving the September meeting due to the Labor Day holiday. The date of September 13 was proposed. Kim offered to check room availability, and respond directly to the Commissioners if that date would work. ADJOURNMENT 5:27pm MOVED BY ZUVELA, SECONDED BY SIVAK THAT THE REGULAR MEETING BE ADJOURNED.
