M I N U T E S
Mayor Todd, presiding, led the Pledge of Allegiance and called
the Special Meeting of the Tukwila City Council to order.

This Special Meeting is called in accordance with RCW 35A.12.110
for the purpose of discussing the following:
(a) Approving the closure of City Hall (main floor) on December
26, 1980.
(b) 1981 City of Tukwila Budget Ordinance.

Maxine Anderson, City Clerk, explained that there are very few
employees on the main floor of City Hall planning on working on
the 26th. After talking with the rest of the employees, they have
agreed to take the day off at no expense to the City, meaning they
will take comp. time days, vacation days or floating holidays.
Council received a letter from Mayor Todd notifying them that he
is vetoing the 1981 Budget Ordinance. He said he did it with great
reluctance. There is no justification in spending 30 or 40 thousand
dollars creating a bureaucracy that is not justified while allowing
the Planning Department to fall apart. He asked Council to fund a
Planning Director and eliminate the Office of Community Development;
Also, he recommended putting the Building Official under the Planning
Director.
Councilman Van Dusen said that his investigation shows that Council
can set, by ordinance, the structure of the City. Along with that
goes reasonable assurance that the Mayor will administrate that
structure. There are other statutes that give the Mayor certain
administrative powers. This brings up a conflict between the two.
We need a compromise here between Mayor and Council to come to a
solution. We can override the Mayor's veto, but this will not solve
the problem. The Mayor has made this proposal to us, and it is not
exactly what we wanted, but it is a compromise. Instead of funding
the Office of Community Development Director, we will fund the
Planning Director. He asked for favorable response from Council.
Under the new structure, the Planning Director would have the
responsibility for the Planning Department and the Building Department.
Councilman Harris said she can visualize this as being successful
as long as the Parks and Recreation Director was to be moved down
with his group of employees at the Recreation Center. If he is
down there and actively supervises and is a part of his Recreation
Department, I could go along with this concept.
Mayor Todd asked if he should be down there all the time and most
of the Council agreed he should. Mayor Todd said that position
is well taken, but he would still want the right to have him, at
least, part time at City Hall. Councilman Harris said if he is
going to head that Department, his main office needs to be with his
group.

Councilman Van Dusen said, in his previous discussion with the
Mayor, he agreed to compromise on this. Mayor Todd agreed that
he would do so. He said his main interest is in making the City
operate to its highest level. Councilman Harris said the Police
Chief and the Fire Chief are each with their people and City Hall
isn't that far away.
Mayor Todd said he is prepared to compromise, but not to the point
that he has to go down to the Center to consult with him. There
is a happy medium that can be arranged so he has an office down
there, but he does need to consult with Planning and Public Works
Departments. Mayor Todd said the Recreation Director should not
be handling the real estate development contracts. To cut him
off from the sprinkler system project in the middle did not seem
right. From now on, he will not handle the construction portions;
that belongs in Public Works. There is some project planning he
will need to coordinate. Mayor Todd said he has no problem at all
with sending him to the Recreation Center if this will satisfy the
Council. He would be reluctant to disrupt the office at City Hall
and have all the materials moved to the Center. He asked Councilman
Harris if she felt this was a reasonable compromise. She agreed,
as long as the Recreation Director has his main office at the Center
and works out of there.
Councilman Johanson questioned why the Recreation Director had the
responsibility of the Golf Course. The financial portion should be
through the Finance Department and the maintenance should be through
Public Works. Councilman Saul said if the man is kept at City Hall,
he will still pick up the paper work. If he is down at the Center
running his Department, the other will not be routed to him. If
he were down there running his Department, some of the problems
might not have occurred.
Mayor Todd agreed, he would have the Recreation Director move his
principal office to the Center, but retain the Golf Course paper
work at City Hall. We will try it and see how it goes.
Mayor Todd said the Golf Course contract ends and there is going
to have to be some discussion on it later this year.
Councilman Bohrer said the City needs someone responsible for the
functions of the Golf Course to tie all of the operations together
so things don't get hung up in various departments. Someone needs
to make the final decisions.
Councilman Bohrer clarified that presently there are two Planners
budgeted and Council established the budget for the 0.C.D. Director.
What is being proposed now is to eliminate the budget for the 0.C.D.
Director and fund a third person in the Planning Department.
Councilman Van Dusen said the salary grade level needs to be es-
tablished. It was previously funded at a Grade 2. The main
qualification should be Planning, but also someone with Building
Department qualifications. We need someone with supervisory ability.
Councilman Phelps said the position should be Grade 2, Entry level
and Council agreed.
MOVED BY VAN DUSEN, SECONDED BY HILL, THAT THE FUNDS BUDGETTED FOR
THE OFFICE OF COMMUNITY DEVELOPMENT DEPARTMENT BE TRANSFERRED TO THE
PLANNING DEPARTMENT BUDGET. MOTION CARRIED WITH SAUL VOTING NO.
Mayor Todd said the changes discussed will be implemented starting
the first of the year.
Adopt 1981 Budget MOVED BY SAUL, SECONDED BY JOHANSON, THAT THE 1981 BUDGET BE
ADOPTED AS AMENDED.
MOVED BY SAUL, SECONDED BY VAN DUSEN, THAT THE SPECIAL MEETING OF
THE TUKWILA CITY COUNCIL ADJOURN. MOTION CARRIED.
