The following items were noted during demonstration and testing of Vault 20. 1. V35 Controls network was lost when V35 transformer A was de -energized. Controls network would need a UPS to maintain control power during a main power outage. This will become a monitoring issue for the switchgear during a normal power outage. Visibility of the substation will be lost through the CMCS. Boeing / Coffman to provide direction. 2. V35 When a transformer is re -energized after being de -energized, there is a temporary high temperature alarm and transformer fan output status seen by the CMCS. Should not be an operational issue. Boeing / Coffman to provide direction. 3. V35 HMI cannot detect feeder switch positions or transformer information when both MV switches are in the off position or at a loss of power to the transformer. The SEK transformer monitor does not have any power when both switches are off. Recommend powering the SEL transformer monitor from the substation CPT circuits with generator power backup. Boeing / Coffman to provide direction. 4. The CMCS calls out for a Fan Fault point, a fan fault is not possible without having some sort of fan status feedback. The fan status feedback does not exist. We changed that to a fan command status. If the desire is to have a fan fault we will have to add sensors to provide fan status... (how many? One for each fan?) Boeing / Coffman to provide direction. 5. During testing there were several minor HMI graphical issues corrected as found. 6. Extensive trouble shooting of the switch position monitoring of the MV switches caused delay in testing. March 2, 2015 Page 2 7. All other Siemens monitoring worked out well, there were a few minor wiring issues worked out during testing. Al Turnbull confirmed all points tested during testing. 8. SEL transformer monitoring package was programmed to display LED's and fan start / stop, labeling is needed for those LED's. 9. SEL time was set for local time as directed by Boeing. 10. All three sump pumps were filled with water by LCL and tested. Sump pump operation worked well. 11. No functional testing in Vault 20 was performed, trouble shooting of V35 took much longer than expected. 12. Building 02-10 Panel upgrades were walked as well. There were a few panel schedules to update and some adjustable breakers need trip settings. There were a few existing panels schedules that Prime Power will provide to Sequoyah for installation.
