Councilman Bohrer explained that he had just received a copy and
wanted time to review them.

Councilman Van Dusen explained that he reviewed the vouchers
because the members of the Finance Committee were out of town.
There are a couple of things that he noted that should be watched.
(1) We need to check on the use of credit cards, who is using them,
and where are they going that they need to use the credit cards?
(2) Has anyone looked into the cost of copying; can we consolidate
it? (3) We still have the problem of running after parts. It in-
cludes everything from vehicle parts to hobby crafts. (4) Rental
of some particular items might be more practical than the purchase.
(5) If the use of gasoline stays at the same rate, we will be well
overspent by the end of the year. We need to establish a vehicle
use policy in the City. (6) How do we monitor long distance tele-
phone calls? (7) Again, I noted the high cost for consultant work
(8) Also, I think Council should have the right to negotiate employee
benefits instead of having outside agencies telling us what we have
to pay for.

The transfer covers design changes for the Foster Golf Course
Irrigation Project. The original budget of $199,000 will be

City Attorney Hard read an ordinance of the City of Tukwila,
Wash., establishing Green Fees charged at Foster Municipal Golf
Links, and repealing Ordinance No. 1159.
Councilman Van Dusen asked, if Ordinance No. 1159 is repealed and
the bridge isn't completed so there are not eighteen holes, what
ordinance are the fees based on. Attorney Hard revised the pro-
posed ordinance to clarify this point.

Mr. Roy Moore, President of Golf Management, asked for clarification.
The $7.00 fee goes into effect when 18 holes are available for play.
What rate is in effect now for people who play 18 holes? Are we
required to charge them two 9 hole fees?
Councilman Van Dusen said the intent was to operate under the old
schedule until 18 holes become available. Councilman Johanson said
the fees need to be established now so the leagues can be notified.
Mr. Bill Smith, Foster Golf Club, reported that at the present time,
they have 179 paid up members. Of this 179, 60 of them are senior
citizens:. They play two to three times a week, part of the time on
Saturday and Sunday. They are on a fixed income and cannot afford
$7.00 for weekends. The seniors should get some kind of a rate.
Don Williams, Recreation Supervisor, asked Mr. Smith what he felt
was a reasonable weekend senior rate. Mr. Smith though $4.00 or
$5.00. Mr. Williams noted that the Finance and Personnel Committee
recommended these fees. He encouraged Council to approve the fees
so the leagues can be notified.
Mr. Moore explained that most courses don't have weekend junior
and senior rates. The special rate was set to encourage these
people to play during the off hours. If senior rates are allowed
on the weekends, they could book the times so that those paying
full fare are unable to get a tee off time. If it was possible,
maybe the lower rate could be given to club members. If the seniors
get a break in rates at Foster, it would encourage those from other
areas to come here and play for the reduced weekend rate.
Mr. Gordie Richardson, past president of the Foster Golf Club,
noted a newspaper article concerning holiday play rates that dis-
courage seniors from playing.
Attorney Hard suggested that the ordinance be worded as follows:
Section 1. Effective 12:01 a.m., April 1, 1981, the following
rates are established for play at Foster Municipal Golf Links:
Section II. Effective 11:59 p.m., March 31, 1981, Ordinance No.
1159, adopted the 19th day of May, 1980, shall be repealed.
Councilman Hill asked if Council passed a reduced rate for weekend
play for senior members of the club, could this be considered dis-
crimination? Mr. Williams said his experience has been that you
can't discriminate among seniors.
Mr. Richardson said if Council approved the reduced rates for
seniors and someone challenged it, what would happen? Attorney
Hard said they could take legal action to have it discontinued.

Mr. John Hensley, Senior member of the Golf Club, said the seniors
have always had a break at Foster. Now, you are taking it away.
Councilman Bohrer noted that the reduced senior rate is to encourage
weekday play.

Mayor Todd asked for a report on the bridge project. Ted Uomoto,
Public Works Director, said the contract has been signed with D. L.
Cooney Co. who is a bridge construction specialist. The total con-
tract amount is $62,266. The contractor is required to have the
bridge completed by March 31, 1981.
Mr. Smith said he felt the City has spent a lot of money trying to
find out what is the matter with the bridge. If you would go out
there and straighten up the pillar and pull the cable back, the
bridge would be level. I would be willing to bet the cable hasn't
given where it is connected to the ground.

City Attorney Hard read an ordinance of the City of Tukwila,
Wash., granting municipal approval to the merger of Teleprompter
Corp. and a subsidiary of Westinghouse Electric Corp. as required
by Ordinance #675.

BE ADOPTED AS READ.*
Councilman Hill wanted to be sure the provisions of Ordinance No.
675 will still apply to the new owner. Mayor Todd explained that
Ordinance No. 675 requires that prior approval of the City Council
is required when ownership or control is acquired by another person
or group. Attorney Hard explained that this puts Westinghouse in the
same position that Teleprompter was. They will be liable to perform
all the terms of the franchise.

City Attorney Hard read an ordinance of the City of Tukwila,
Wash., annexing certain territory contiguous to the City of
Tukwila (commonly referred to as the Boyd Annexation) and
classifying and zoning said property.

City Attorney read an ordinance reclassifying certain lands
from R -4 to C -1 within the City of Tukwila as described in

Mayor Todd called the regular meeting back to order with Council
Members present as previously reported.

Councilman Hill said, as far as the rezone is concerned, he has
no problem with it, but what about the So. 147th Street right -of-
way? Do we have to have a street vacation or move the street?
Mayor Todd agreed that something will have to be done. They need the
zoning so they can use the back section for parking. The telephone
cable is still there. Mr. Nilsen said they need to meet with Puget
Power about the aerial cable. All they are asking for is a rezone.
The R -4 property is not suitable for residence. There is no access
except through the commercial area. In all cases along Interurban,
you can't stick to the 150 foot commercial because of the terrain.
The zoning on the R -4 property should be C -1, the same as the front
parcel. They have two proposals for the trail; one is to maintain
it in its present location. The other is to relocate it along the
north end of the building.
Councilman Bohrer asked Mr. Nilsen if they hold title to both pieces
of property. He said, yes, it was purchased from Puget Power about
two years ago. They are ready to build so they are paying the con-
tract off.

City Attorney Hard read a resolution of the City of Tukwila, Wash.
authorizing the administration to execute a release by the City
of that Developer's Agreement dated October 20, 1978 between
Southcenter Investors and the City of Tukwila.

Councilman Bohrer said he is not concerned about the action before
them but about other actions concerning this particular property.
Council has not discussed these in any substance or fashion. Concerns
were raised in the Community Affairs Committee about construction on
this property as it relates to set backs from the high water mark in
the river zone, the impact on the trail easement, and restriction on
the turning radius. The action before the Council is one of the
last actions where there there might be any leverage.

Councilman Phelps said she doesn't think it's fair to hold up this
release since Southcenter Investors is no longer involved. Mayor
Todd noted that the agreement covers the street improvements which
have been completed. Staff reports that everything down there is in
compliance with all requirements. Councilman Bohrer said he has a
document that indicates there are infringements on the city ease-
ment. There is no urgency on this. It does not have to be passed
tonight. Councilman Hill said if there are violations of the City
standards, they should be discussed, but they don't tie into this
release request.

City Attorney Hard read a resolution of the City of Tukwila accepting

Councilman Hill asked how much it would cost to build a 5 foot
sidewalk, 150 feet long and found about $3,000 because we have to
go out for bids. Councilman Hill said he asked Mr. Uomoto if the
City Crew could install it and was told they were too busy. He
said the Public Works Committee would discuss this again.
*MOTION CARRIED.
Mayor Todd reported that he and Joe Mathews interviewed a candi-
date for Finance Director. Subject to meeting the salary that was
discussed, he will take the job. They discussed Grade 2, Step 5.
Mr. Mathews said this fits in with the city policy on prior experience.
The Finance and Personnel Committee will discuss this and make a
recommendation.
Don Williams asked Council for a clarification. If it is legal to
establish a reduced rate for weekends for the seniors in the men's
golf club, does Council wish to consider it? Council indicated
they do not.
Shirley Kristofferson, Acting Finance Director, reported interest
income for the month of January, 1981, amounted to $29,981.34 on
the following activity:
