CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL
Regular Meeting
January 22, 2019 — 7:00 P.M.
In the absence of Mayor Ekberg, Council President Hougardy, acting as Mayor Pro Tempore, called the
Regular Meeting of the Tukwila City Council to order at 7:01 p.m. and led the audience in the Pledge of
Allegiance.
ROLL CALL
Christy O'Flaherty, Records Governance Manager/City Clerk, called the roll of the Council. Present were
Councilmembers Dennis Robertson, Verna Seal, Kathy Hougardy, De'Sean Quinn, Kate Kruller, Thomas
McLeod, Zak Idan.

SPECIAL PRESENTATIONS
a. Update from Seattle Southside Chamber of Commerce. Andrea Reay, President and CEO.
Derek Speck, Economic Development Administrator, introduced Ms. Reay to the City Council and
emphasized how collaborative she has been in working with City staff.
Andrea Reay, President and CEO of the Seattle Southside Chamber of Commerce, utilized a Powerpoint
presentation to provide an update on the Chamber of Commerce.
Who We Are:
• Founded in 1988
• 501(c)6 Non-profit Service Organization
• Mission: The Seattle Southside Chamber of Commerce exists to create a vibrant region by
advocating and building awareness for business
• Vision: To be a leader in the business community and the communities we serve.
• Serving as the Chamber of Commerce for Burien, SeaTac, Tukwila, Des Moines and Normandy Park
Tukwila Business Statistics:
• 18 New Tukwila Chamber Members in 2018
• Increase in Networking Opportunities for Tukwila Businesses
• Welcomed dozens of new businesses and projects to Tukwila
• RenCon at Hotel Interurban
2018 Chamber Statistics:
• 36 events — 2,000+ connections made
• 70 New Members — 25% from Tukwila (18)
• 590 Welcome Bags Given Out
• 177% Increase in Social Media Engagement
• 211 Business Recruitment Meetings

Building up Tukwila Businesses — Connecting the Community:
Valor Health Trust:
• An insurance plan for Small Business Chamber Members
• Members will be able to get competitive rates despite their small size
• Prospected Availability 2019 — Lunch 'n' Learn event forthcoming in 2nd quarter 2019
Reciprocal Memberships:
• Designed to be an additional benefit for small business members. The Seattle Metro Chamber has a
reciprocal partnership with the Seattle Southside Chamber to eligible businesses.
• Maximizing marketing, promotion and resources for Tukwila businesses
• Available now
Universal Memberships:
• A new membership level for qualifying small businesses which removes the "pay to play" function and
provides benefits and services to our small business community.
• Benefits include referrals to Tukwila businesses, access to Chamber events with universal
membership pricing, event listings on Chamber calendar and monthly emails, discounts on
professional services, full time lobbyist working on behalf of businesses

Success Foundation:
• Founded in December 2017
• 501(c)3 Non-profit Philanthropic organization
• The Success Foundation is dedicated to the success of our region in Southwest King County
• Promotes and improves economic development opportunities of our region and its communities to
include education, workforce, community engagement and development projects and research.

Workforce Innovation Network (W.I.N.)
• Facilitates STEM (Science, Technology, Engineering, Math) education at all levels of Secondary
Education in the region
• Will provide structural support for clubs and classrooms, paid internships and mentorship programs to
assist in student retention and to curb the current and future workforce shortages.
The Councilmembers asked questions and exchanged comments with Ms. Reay as follows:
• Appreciation for the outreach to teachers and students regarding mentorship, job shadow programs,
and internship opportunities.
• Commendations regarding leadership demonstrated by Ms. Reay and the need for continued
legislative partnerships.
• Encouragement toward ongoing efforts regarding equity and diversity to include minority and women
owned businesses.
• The benefits of the tax deductible donation opportunities regarding the "Success Foundation" which
promotes and improves economic development opportunities in the region.
• A desire to recruit those businesses that utilize English as a 2nd language.
• Gratitude for the ongoing collaboration with the Tukwila School District.
The Councilmembers thanked Ms. Reay for the excellent and informative presentation.
b. Presentation of "Partnership Award" to Becky Smith, Westfield Southcenter.
Brandon Miles, Business Relations Manager, introduced Becky Smith, District General Manager of
Westfield Southcenter. Ms. Smith has been with Westfield since June 2014 and is now taking a new
position with the company in San Diego. Mr. Miles emphasized that Ms. Smith has cultivated and forged
a great partnership with the City. She also serves on the LTAC (Lodging Tax Advisory Committee) as
well as the Chamber of Commerce Board of Directors. She has been very generous in sharing resources
at Westfield Southcenter, particularly as it relates to parking for various City events.
Mayor Pro Tempore Hougardy presented Ms. Smith with a plaque of appreciation from the City of
Tukwila.
Ms. Smith thanked the Council and City staff for the amazing partnership.

CONSENT AGENDA
a. Approval of Minutes: 1/7/19 (Regular Mtg)
b. Approval of Vouchers: #379845-379983; #181206-181207 in the amount of $3,116,619.23
MOVED BY ROBERTSON, SECONDED BY SEAL THAT THE CONSENT AGENDA BE APPROVED
AS SUBMITTED. MOTION CARRIED 7-0.
UNFINISHED BUSINESS
a. Authorize the Mayor to sign an Interlocai Agreement with regional cities and King County for
the South King Housing and Homelessness Partnership (SKHHP), in substantial form as the
agreement in the 1/14/19 agenda packet.
Councilmember Kruller, Chair of the Community Development and Neighborhoods Committee in 2018,
said this item was discussed in the Committee and she asked Rachel Bianchi, Deputy City Administrator,
for an update on the language changes requested by the Council.

Ms. Bianchi explained that an updated version of the Interlocal Agreement was received today and is in
substantial form as the agreement presented in the agenda packet (1/14/19). It also includes language
changes to reflect the Council's desire as follows: "The SKHHP shall be governed by an Executive Board
composed of either an elected official or City Manager/Administrator."
MOVED BY ROBERTSON, SECONDED BY KRULLER TO AUTHORIZE THE MAYOR TO SIGN AN
INTERLOCAL AGREEMENT WITH REGIONAL CITIES AND KING COUNTY FOR THE SOUTH KING
HOUSING AND HOMELESSNESS PARTNERSHIP (SKHHP), IN SUBSTANTIAL FORM AS THE
AGREEMENT IN THE 1/14/19 AGENDA PACKET. MOTION CARRIED 7-0.
b. 2019 Public Safety Plan Overview.
Rachel Bianchi, Deputy City Administrator, and Justine Kim, Public Safety Plan Project Manager from
SOJ, utilized a Powerpoint presentation to provide the overview.
All Projects:
• All projects are on schedule
• Fire Station 51 and the Justice Center are currently tracking to adjusted budget; bid procurement
will determine final costs
• Bid procurement will allow better understanding of costs associated with alternates at Fire Station
51
• Fire Station 52 and Public Works programming and master plan phase are early in
design/planning; project team is very focused on staying within budget
• Various contracts will continue to come to Council for approval that are within the existing project
budgets
• Separate consultant doing outreach to disadvantaged businesses and on apprenticeship
opportunities; will present to Council in February
Accomplishments to Date:
• Siting process complete
• Mutual agreements with all affected business owners
• City owns or has agreements on all Public Safety Plan properties
• DBE and apprenticeship policy adopted by Council
• Council -approved funding plan
• Fire Station 51 designed; in permit process
• Fire Station 52 100% schematic design (SD) will be complete this week
• Justice Center designed; SEPA and land use approvals complete; building permit application in
• Public Works master planning effort underway
Fire Station 51:
• Bid packages go out this week
• Construction to begin in March
• Council's review and action on MACC (maximum allowable construction cost)
on March 18, 2019
• Decisions on project alternates identified in design process also in March
• Groundbreaking in late March/early April
• Move -in expected in Summer of 2020
Justice Center:
• Bid packages go out next month
• Construction to begin in April (demolition, site work)
• Council's review and action on mini-MACC (maximum allowable construction cost) for site work,
utilities and elevator on March 18, 2019
• Final MACC for Council's review and action in May 2019
• Steel topping -off ceremony in the fall of 2019
• Move -in expected in Winter of 2020

Fire Station 52:
• Early site work to begin in July
• Building construction to begin this fall
• Council's review and hopeful approval of MACC (maximum allowable construction cost) this fall
• Groundbreaking scheduled for fall
• Move -in expected in early 2021
Public Works Facility:
• Master Planning process underway
• Public Works staff on all levels providing input on current and future needs, service levels and
operations
• Master Planning to be completed and presented to Council in May
• Initial improvements to existing buildings to begin later this summer
2019 Key Council Actions:
• March — Fire Station 51 MACC
• March — Justice Center mini-MACC
• May — Justice Center final MACC
• Fall — Fire Station 52 MACC
2019 Key Community Events:
• March/April — Fire Station 51 groundbreaking
• Fall — Justice Center topping off
• Fall — Fire Station 52 groundbreaking
A short video was presented with a rendition of the Justice Center.
Councilmember Seal expressed that the video rendition is similar to the Tukwila Village Development,
and the Justice Center flows very well into the surrounding area.
Councilmember Robertson reflected that the City has seen many major public facility developments over
the years, from the Tukwila Community Center, Tukwila Village and now the Public Safety Plan facilities.
Mayor Pro Tempore Hougardy appreciated the Duwamish River artwork visible on the building in the
video.
Councilmember Kruller asked that input be sought from the Arts Commission as it relates to the art
related issues associated with the Public Safety Plan.
REPORTS
a. Mayor
The Mayor was not in attendance.
b. City Council
Councilmember Robertson, Chair of the Public Safety Committee, said the Committee met this evening
regarding 3 contracts related to the Public Safety Plan that will be forthcoming to the Council. The red
light camera topic was also discussed and will return to the Public Safety Committee before moving
forward to the full Council.
Councilmember Seal referenced the free citizenship event on February 2, 2019 sponsored by ONE
America and Washington New Americans at the Sea-Tac International Airport Conference Center. There
will be many volunteers on hand, however, it is important to make contact via phone or the website to

Councilmember Kruller referenced the Council Retreat this past weekend and commended Council
President Hougardy for incorporating training on Robert's Rules of Order and Parliamentary Procedure.
Additionally, Ms. Kruller referenced the success of the recent Women's March and Martin Luther King
Junior March. She expressed appreciation that Seattle does a great job with these important events.
Councilmember McLeod reported that he is a member of the King County Growth Management Planning
Council that will be looking at the regional issue of affordable housing. He referenced the recent pledge
by Microsoft in the amount of $500 million to help fight the growing housing affordability crisis in the
Seattle region. He intends to be a voice for Tukwila in seeking solutions to this important issue.
Mayor Pro Tempore Hougardy attended the recent SCATBd (South County Area Transportation Board)
meeting. They have developed a legislative agenda for the entire region, with a focus on financing tools
for transportation, completion of the Gateway project to finish State Route 509, and funding for
improvements to Highway 18. Additionally, there is a critical need for a 2nd regional airport. Ms.
Hougardy referenced the Destination Moon project by the Museum of Flight which would bring the Apollo
11 mission spacecraft to the Museum on the 50th anniversary of the historic flight. The Museum of Flight
has applied for lodging tax funds regarding this project, which will come before the full Council.

David Cline, City Administrator, referenced the CA (City Administrator) report and offered to answer any
questions.
d. City Attorney
There was no report.
e. Council Analyst
There was no report.
