At the building permit stage, the elevations submitted were further modified from the approved minor modification decision. See permit D11-096. A copy of these plans are attached, dated 11-7-2011. The proposed changes from the design review decision include the addition of brick columns flanking both sides of the entry and an extension of the parapet to even out the roofline in places. The brick material proposed is the same material currently used on the building. These minor changes are approved and should be considered a part of the approved design review decision. The applicant plans to remodel the exterior facade of an existing restaurant on a pad site at this location. The existing pad site consists of a Sleep Country retail store and an Applebee's Restaurant. The Applebee's restaurant is the subject of this design review. This application represents changes to the facade of the building and ensures the requested changes comply with the BAR review criteria. Request The following changes to the exterior are subject to BAR Design Review criteria: A. A tower feature, clad in stone veneer with a metal seam roof, will be added to both sides of the existing corner entrance. B. New awnings and light fixtures will replace existing awnings and fixtures. C. New signage is proposed for the building. Review Criteria Tukwila Municipal Code 18.60.050 Design Review Criteria is divided into five sections. For the proposed modifications to the design, the following criteria have been highlighted due to their relationship to the proposed changes. Comments regarding the current submittal have been made as they relate to the relevant criteria. 1. Relationship of Structure to Site. No changes are proposed. 2. Relationship of Structure and Site to adjoining area. Landscaping and Site Treatment No changes are proposed. 4. Building Design (a) Architectural style is not restricted; evaluation of a project should be based on quality of its design and relationship to its surroundings; (b) Buildings should be to appropriate scale and in harmony with permanent neighboring developments; (c) Building components such as windows, doors, eaves, and parapets should have good proportions and relationship to one another. Building components and ancillary parts shall be consistent with anticipated life of the structure; (d) Colors should be harmonious, with bright or brilliant colors used only for accent. (e) Mechanical equipment or other utility hardware on roof ground or buildings should be screened from view. (f) Exterior lighting should be part of the architectural concept. Fixtures, standards, and all exposed accessories should be harmonious with building design; (g) Monotony of design in single or multiple building projects should be avoided. Variant of detail, form and siting should be used to provide visual interest. A. A tower feature, clad in stone veneer with a metal seam roof, will be added to both sides of the existing corner entrance. The applicant is proposing to create a tower element over the southwest restaurant entrance. The tower feature is at the corner of the building and extends to twenty-two feet in height. This represents an increase in five feet over the existing entrance and two feet taller than the highest portion of the existing parapet walls. The new entrance tower will be clad in a stone veneer. Above the entrance doors, a projecting metal canopy extends three feet and wraps around the corner. This canopy and the roof over the addition is a metal in a dark red color that matches the color of the proposed awnings on the building. Flush under -mount lighting and speakers will be placed within the canopy. Currently, the building has a projecting canvas canopy on both sides of the corner entrance. Discussion Creating an entrance tower that is the tallest point of the building draws attention to the entrance. The existing facade is primarily red brick with beige brick accents. The use of a stone veneer introduces a new surface onto the facade. Ideally, this surface would be replicated elsewhere on the building however, the stone veneer does not detract from the building and the use of a different material draws attention to the entrance. The addition of a metal roof introduces metal accents to the building. These accents are replicated on the proposed canopy and the awnings. The red of the metal roof is also used in the brand signs and canopies. The new canopy over the entrance provides weather protection to customers and adds additional modulation to the facade. B. New awnings and light fixtures will replace existing awnings and fixtures. This application proposes to replace six large canvas awnings over their windows and a canvas awning over the employee entrance. The new proposed awnings will be powder -coated metal awnings in a deep red color with exposed black aluminum frames. The awnings will have two rows of front lighting. A graphic of the restaurant's apple logo is painted on the awning. New exteriors light fixtures replace the existing fixtures on the building over the awnings and entrances. Discussion The use of metal and exposed frames is a contemporary design and reflects an updated style to replace the existing canvas awnings. The red color of the proposed awnings is repeated on the roof of the new entrance and in the red apple logo of the corporate signage. The awnings are printed with the Applebee's apple logo. The use of the logo qualifies as a sign under the city's sign code and exceeds the allowable signage on the site. The lighting fixture proposed has an updated, energy efficient bronze finish with a tea -stained globe. SM Page 2 of 4 04/21/2011 C:\Temp\XPGrpW ise\BARmodificationstaffreport.doc 5. Miscellaneous Structures and Street Furniture (a) Miscellaneous structures and street future should be designed to be part of the architect component of design and landscape. Materials should be compatible with buildings, scale should be appropriate, colors should be in harmony with buildings and surroundings and proportions should be to scale; (b) Lighting in conjunction with miscellaneous structures and street furniture should meet the guidelines applicable to site, landscape and buildings. C. New signage is proposed for the building. While a sign permit has not yet been applied for, the plans submitted for minor modification show revisions to the existing signage on the building. An updating of the principal signage "Applebee's Neighborhood Grill and Bar" is shown on both facades. Underneath the entrance canopy, two signs that say "Welcome Back" are shown. On each of the seven awnings, a portion of the Applebee's apple logo is printed on the canopy. The three windows on the south awning are shown etched or with a graphic applied that says "Applebee's Neighborhood Grill and Bar". It is not clear if this graphic is new or existing. Discussion For design review, signs will be reviewed according to the stated criteria and if they are allowed under the sign code. The final approved dimensions of the proposed signage will be reviewed under a sign permit application. The allowed sign area is according to the table in Tukwila Municipal Code Chapter 19.20.050A5 available at http://216.190.24.19/weblink8/1/doc/17227/Electronic.aspx. The size of the sign will be calculated to include the "blank spaces" between the words as if one right-angled polygon has been drawn around the entire sign. The sign code allows one wall sign on each wall face that contains an exterior public entrance. Therefore, two wall signs are permitted, one on the south and one on the west face. The apple graphic and the words "Applebee's Neighborhood Grill and Bar" will count as one sign if the sign area can be contained within one right-angled polygon. The apple graphic on the awning signs exceeds the number of allowed signs on the south and west facades. The "Welcome Back" sign meets the definition of an under -canopy sign according to 19.20.050F. These signs are allowed over the two entrances provided they are up to 3 square feet in size. The apple graphic on the awnings meets the definition of a sign. Only one sign is allowed per wall face with an exterior public entrance, therefore these signs will exceed the sign allowance and will not be permitted. A "Carside To Go" neon sign is not shown on the application but is currently located on the west side of the building. This sign exceeds the allowed number of wall signs and will not be permitted. Window graphics are shown in the design review application. Window graphics are permitted according to the criteria of TMC 19.20.050 F3. Additional information will need to be provided with the sign permit application, however, it appears that these signs will meet the criteria and will be permitted. A sign permit is necessary to install new signage and make changes to existing signage. Submit a sign permit application that addresses the issues raised in this decision and detailed under Next Steps below. Conclusion The proposed revisions to the design of the Applebee's restaurant are considered minor modifications as permitted under TMC 18.60.030(E) and subject to the City's Sign Code. This request for minor modification to the design review approval is approved. Staff's Recommendations Approve the application for minor modification to the design review approval of the Parkway Supercenter shopping center (L97-0063). The Permit Application Types and Procedures chapter of the City's Zoning Code, Classification of Project Permit Applications section (18104.010(B), outlines the authorization and process for appeal. Revise D10-159 to show the following: o Apply for a building permit that reflects the proposal for this design review decision while amending the proposed signs to meet the Sign Code requirements. 2. Submit an application for a sign permit; in the application, reference this file number and address the following: o Provide dimensions for the wall signs by enclosing the entire sign in one right-angled polygon, to include blank spaces, and provide dimensions and area. o Include in the sign permit application all of the existing and proposed signs including the window graphics and the "carside to go" neon wall sign. o Provide facade dimensions with your sign permit application so that the allowed sign area can be determined. o Only one wall sign on both the south and the west walls are permitted. Under -canopy signs are permitted over the entrance provided they are no larger than 3 square feet. Window graphics are permitted according to the criteria of TMC 19.20.050F3.
